RESOLUTION NO. 6471
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
SETTING AN ASSESSMENT HEARING DATE OF MARCH 28, 2005, AUTHORIZING
THE ADVERTISEMENT FOR THE ASSESSMENT HEARING, SETTING AN
INTEREST RATE AND PAYMENT PERIOD, AND ORDERING THE PREPARATION
OF THE PROPOSED ASSESSMENT FOR THE HIDDEN HOLLOW STREET AND
UTILITY INSTALLATION PROJECT AND THE MOUNDS VIE'N MANUFACTURED
HOME COMMUNITY SECOND ACCESS PROJECT
WHEREAS, on August 23,2004, the City Council approved Resolution 6335,
awarding the construction contract for the Hidden Hollow Street and Utility Improvement
Project and the Mounds View Manufactured Home Community Second Access Project;
and
WHEREAS, on September 13, the City Council approved Resolution 6350
approving Change Order NO.1 for the Hidden Hollow Street and Utility Installation
Project, which removed of the Mounds View Manufactured Home Community Second
Access; and
WHEREAS, on September 13, the City Council approved Resolution 6351
awarding a construction contract for the Mounds View Manufactured Home Community
Second Access Project
WHEREAS, March 28, 2005, 7:20 p.m. assessment hearing date will provide
ample time to prepare an assessment role, publish an advertisement for the
assessment hearing, and provide the required mailing to notify property owners which
might be affected, as per state statute; and
WHEREAS, per state statute, the City shall publish notification in the newspaper
at least once and shall mail notification to the owner of each parcel described in the
assessment role. The owners are defined as those shown to be such on the records of
the County Auditor. Such publication and mailing shall be sent no less than two weeks
prior to such a meeting of the City Council; and
WHEREAS, the City, with the assistance of the consulting engineer, is required
to calculate the proper amount to be specially assessed for such improvement against
every assessable lot, piece or parcel of land within the district affected, without regard to
cash valuation, as provided by law, and shall file a copy of such proposed assessment
at City Hall for public inspection.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:

1. That a date to hold the assessment hearing for the Hidden Hollow Street
and Utility Installation Project and the Mounds View Manufactured Home
Community Second Access Project is hereby established as March 28,
2005 at 7:20 p.m.
2. That Staff is hereby directed to cause to be published at least once in the
New Brighton Bulletin, notification of said hearing. Such publication shall
be published no less than two weeks prior to such a meeting of the City
Council, as required by law.
3. That Staff is hereby directed to mail notification to the owner of each
parcel described in the assessment role. The owners are defined as those
shown to be such on the records of the County Auditor. Such publication
and mailing shall be sent no less than two weeks prior to such a meeting
of the City Council, as required by law.

Assessments shall be payable in equal annual installments extending over
a period of ten (10) years, the first of the installments to be payable on or
before the first Monday in January, 2006, and shall bear interest at the
rate of 5.5 percent per annum from the date of the adoption of the
assessment resolution.
5. The City, with the assistance of the consulting engineer, shall forthwith
calculate the proper amount to be specially assessed for such
improvement against every assessable lot, piece or parcel of land within
the district affected, without regard to cash valuation, as provided by law,
and shall file a copy of such proposed assessment at City Hall for public
inspection.
Adopted this 28th day of February 2005.
