CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION SUPPORTING THE SELECTION OF A CONSTRUCTION MANAGER AND
ARCHITECTURAL FIRM ASSOCIATED WITH THE CONSTRUCTION OF A NEW FIRE STATION
IN THE CITY OF BLAINE
WHEREAS, the cities of Spring Lake Park, Blaine, and Mounds View have been served by
the Spring Lake Park Fire Department since 1944, and;
WHEREAS, the Department and the Cities have been working together to develop a Capital
Improvement Plan, and;
WHEREAS, a joint city council meeting held July 22, 2004 resulted in a consensus to move
the plan forward, and;
WHEREAS, during the month of February all three cities held public hearings on adoption of
the plan and all three councils passed a resolution indicating funding for the plan was to be in the
form of Capital Improvement Bonds, and;
WHEREAS, state law requires a 30 day reverse referendum period which has now expired
with no citizens of any of the three cities filing a petition for referendum, and;
WHEREAS, the next step in the project is to contract with an architectural firm and a
construction manager firm, and;
WHEREAS, a selection committee comprised of staff members identified ten architectural
firms and fourteen construction manager firms, investigated all, and conducted final interviews with
four firms from each group, and;
WHEREAS, the selection committee forwarded their recommendation to the Project
Management Team established by the three city councils and received a presentation by the
recommended construction manager and architect firms.
NOW, THEREFORE, BE IT RESOLVED, that the City of Mounds View supports the firm of
Bossardt Corporation for the purpose of providing construction manager services and the firm of
Tushie Montgomerv for the purposes of providing architectural services for the construction of the
new SBM Fire Station to be located in the 11 th and Ulysses area of the City of Blaine.
