HomeMy WebLinkAboutResolution 6502 e RESOLUTION NO. 6502 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ORDERING THE EMERGENCY VEHICLE PREEMPTION (EVP) INSTALLATION PROJECT WHEREAS, on August 26, 2002, the City Council approved resolution No. 5824 adopting the County Road 10 Redevelopment Project Plans; and WHEREAS, on September 27,2004 the City Council approved Resolution 6357 authorizing the publication of a Request For Proposal (RFP) for Work Associated with the County Road 10 Redevelopment; and . WHEREAS, the Request For Proposal included a task to "analyze the capability of installing Emergency Vehicle Preemption (EVP) to all signals along County Road 10"; and WHEREAS, the task to analyze the capability of installing Emergency Vehicle Preemption (EVP) to all signals along County Road 10 including the signal at Quincy and County Road I has been completed; and WHEREAS, one of the main goals of the County Road 10 Corridor Improvement Program is to increase safety along this corridor; and WHEREAS, letters of support for this project were submitted by the Spring Lake Park-Blaine-Mounds View Fire Department and the Mounds View Police Department; and WHEREAS, the estimated cost of this project is $65,750.00, of which, the Quincy/County Road I traffic signal represents $8,250; and WHEREAS, it is recommended that should the City Council wish to proceed with this project, the funds for the traffic signals along County Road 10 are to be derived from the City's Tax Increment Financing District Number 1 (accou"nt 410-4650-5220), and the funds for the traffic signal at Quincy and County Road I are to be derived form the City's Street Improvement Fund (account 285-4470-7050); and WHEREAS, should this project proceed, it is recommended that the 2005 Budget be amended to reflect these expenditures. . WHEREAS, the following is a list of recommended actions, should the City Council wish to proceed with this project: accept the Memorandum Report, waive the public improvement hearing, order the project, authorize the preparations of . plans and specifications, authorize the solicitation of quotes, and authorize the initiation of discussions with Ramsey County to update agreements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The Memorandum Report submitted by the engineering firm of Bonestroo, Rosene, Anderlik and Associates (BRAA) dated April 12,2005 is hereby accepted. 2. The public improvement hearing is waived. 3. The Emergency Vehicle Preemption (EVP) Installation Project is hereby ordered. 4. The preparation of plans and specifications of said project IS authorized. 5. The solicitation of quotes for said project is authorized. 6. The initiation of discussions with Ramsey County to update traffic signal agreements is authorized. . 7. The portion of this project associated with the traffic signals along County Road 10, in the estimated amount of $57,500.00, is to be derived from the City's Tax Increment Financing District Number 1 (account 410-4650-5220), and the portion of this project associated with the traffic signal at Quincy and County Road I, in the estimated amount of $8,250.00, is to be derived form the City's Street Improvement Fund (account 285-4470-7050). 8. The adopted 2005 City Budget is hereby amended to increase the appropriations of TIF District #1 by $57,500 in account 410-4650- 7050 and increase the appropriations of the Street Improvement Fund by $8,250 in account 285-4470-7050.
