HomeMy WebLinkAboutResolution 6566 , " *' RESOLUTION NO. 6566 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ACCEPTING THE STATE APPROPRIATION OF A $5,000,000 GRANT TO THE CITY OF MOUNDS VIEW FOR COUNTY ROAD J RECONSTRUCTION AND OTHER PUBLIC IMPROVMENTS NECESSARY FOR THE MEDTRONIC PROJECT IN MOUNDS VIEW WHEREAS, on January 3, 2005 the Mounds View City Council directed City Staff to continue to proceed with further negotiations with Medtronic and to pursue a course of action consistent with potentially selling The Bridges for redevelopment; and WHEREAS, Medtronic has made an offer to purchase the 72 acre site off 1-35W and State Highway 10 in the City of Mounds View as the location for its new Cardiac Rhythm Management corporate campus; and WHEREAS, Medtronic has proposed in Phase I to construct 820,000 sq. ft. of office space that would house approximately 3,300 employees at the new complex, and potentially around 6,000 employees at full buildout; and WHEREAS, the Bridges Alternative Areawide Review (AUAR) authorized the City reviewed all transportation issues related to the proposed development of the site, and the Traffic Impact Study indicated that the main access road, County Road J, would need to be reconstructed; and WHEREAS, the City of Mounds View and Medtronic pursued funding for the necessary road improvements and that the Minnesota Legislature approved $20.5 million, including $5.0 million in a Minnesota Employment and Economic Development (DEED) Redevelopment Account, and Governor Pawlenty signed the Bonding Bill on April 11, 2005; and WHEREAS, Ramsey County will be the lead governmental body undertaking the specified road improvements, and has issued an RFP to engineering companies for the predesign and final design activities; and WHEREAS, the Minnesota DEED, the grantor, requires that the City of Mounds View to submit project information and adopt a resolution accepting the state appropriation of a $5.0 million grant to the City for the public improvements; and WHEREAS, the City of Mounds View has not violated any federal, state, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and . . . WHEREAS, the City Administrator of the City of Mounds View is hereby authorized to execute such agreements as are necessary to implement the above referenced project. NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby accept the state appropriation of a $5,000,000 grant to the City of Mounds View for County Road J Reconstruction and other improvements necessary for the Medtronic project, and authorizes staff to develop a Cooperative Agreement between Ramsey County and the City of Mounds View regarding the road project.
