CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AWARDING A CONSTRUCTION CONTRACT FOR THE EMERGENCY
VEHICLE PREEMPTION (EVP) INSTALLATION PROJECT
WHEREAS, on April 25, 2005, the City Council approved Resolution No.
6502 accepting the Memorandum Report from BRAA, waiving the public
improvement hearing, ordering the project, authorizing the preparations of plans
and specifications, authorizing the solicitation of quotes, and authorizing the
initiation of discussions with Ramsey County to update agreements for the
Emergency Vehicle Preemption (EVP) Installation Project; and
WHEREAS, on July 25, 2005, the City Council approved Resolution No.
6586 approving plans and specifications for the Emergency Vehicle Preemption
(EVP) Installation Project and authorized the solicitation of quotes for said
project: and

WHEREAS, on August 22, 2005, Staff presented a report and resolution
to award a contract for the Emergency Vehicle Preemption (EVP) Installation
Project; and
WHEREAS, the quotes were greater than $50,000; and
WHEREAS, the City Council rejected the quotes and authorized Staff to
advertise for bids at the next possible opportunity; and
WHEREAS, bids for the Emergency Vehicle Preemption (EVP) Installation
Project were received at 2:00 p.m. on Tuesday, September 20,2005 at City Hall;
and
WHEREAS, six (6) bids were received, of which the low bid received was
from Eagan Companies Incorporated of Brooklyn Park Minnesota in the amount
of $59,500.00; and
WHEREAS, on August 16, 2005, Ramsey County submitted two
maintenance agreements; Agreement No. PW 2005-10 for the signal and EVP
system at County Road I and Quincy Street, and Agreement No. PW 2005-11,
for the EVP systems along County Road 10; and
WHEREAS, Staff has reviewed these draft agreements and found them to
be acceptable, subject to the City's legal counsel review and approval.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. That a construction contract for the installation of an Emergency
Vehicle Preemption (EVP) system for all traffic signals along
County Highway Road 10 and the traffic signal located at County
Road I and Quincy Street is hereby awarded to Eagan Companies
Incorporated.
2. That the Mayor and City Administrator are hereby authorized and
directed to enter into a contract for the installation of said EVP
system
3. That funds for the portion of this project associated with the traffic
signals along County Road 10, is to be derived from the City's Tax
Increment Financing District Number 1 (account 410-4650-5220),
and the portion of this project associated with the traffic signal at
Quincy and County Road I, is to be derived form the City's Street
Improvement Fund (account 285-4470-7050).

The adopted 2005 City Budget is hereby amended to increase the
appropriations of TIF District #1 in account 410-4650-7050 and
increase the appropriations of the Street Improvement Fund in
account 285-4470-7050.

Traffic Signal Agreement No. 2005-10 and Agreement No. 2005-11
with Ramsey County are hereby approved pending approval by the
City's legal counsel.
6. The Mayor and City Administrator are hereby authorized to execute
Agreement No. 2005-10 and Agreement No. 2005-11 with Ramsey
County pending approval by the City's legal counsel.
