RESOLUTION NO. 6421
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PURCHASE OF A REPLACEMENT TANKER TRUCK
WHEREAS, the City purchased a 1981 International 1810 Series Tanker
Truck; and
WHEREAS, said tanker truck has is no longer cost effective and has
therefore reached the end of its economically useful life cycle and is therefore
scheduled for replacement; and
WHEREAS, Staff explored several options and is recommending that the
Tanker Truck be traded in and replaced with a similar truck with similar
equipment and options; and
WHEREAS, a 2005 Sterling Acterra Chassis can be purchased from
Boyer Ford Trucks under state contract for $55,593.00. Tax, license, and
transfer fees would cost an additional $4,500.00 and
WHEREAS, additional equipment, such as a communication radio,
antenna, city identification logos, and safety warning lights, are necessary to fully
utilize said truck; and
WHEREAS, said equipment can be purchased from local equipment
supply companies in the amount of approximately $2,000.00; and
WHEREAS, a tank mounted to the truck chassis and a street flushing
system are needed to fully complete the tanker truck, and
WHEREAS, bids for these items were received and the low bid of
555,555.00 was submitted by ABM Equipment and Supply of Hopkins,
Minnesota; and
WHEREAS, the low bid also included a bid alternate of 53,998 for a
stainless steel tank, and
WHEREAS, Staff highly recommends the inclusion of the stainless steel
option, which would have a 20-year tank warranty and will not rust; and
WHEREAS, said tank and related equipment and options can also be
purchased and installed for 559,553.00 by the low bidder, ABM Equipment and
Supply. Tax would cost an additional $3,870.95; and

WHEREAS, the existing 1981 Tanker can be traded in to ABM Equipment
and Supply for $8,500.00; and
WHEREAS, the 2005 General Fund, Parks Vehicle Account (Account
100-4360-7030) has $105,000.00 budgeted for this tanker truck replacement
purchase; and
WHEREAS, this account has additional funds estimated to be in excess of
S 10,500 for other equipment purchases that were less than the budgeted
amount, thus no adjustment is needed to said account.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The purchase of a 2005 Sterling Acterra Chassis from Boyer Ford Trucks
under state contract for $55,593.00, with tax, license, and transfer fees of
$4,500.00 for a total estimated purchase price of $60,093.00 is hereby
approved.

2. The purchase of additional equipment such as a communication radio,
antenna, city identification logos, and safety warning lights which are
necessary to fully utilize said truck in the estimated amount of $2,000.00 is
hereby approved.
3. A contract with ABM Equipment and Supply of Hopkins, Minnesota in the
estimated amount of $59,553.00 plus tax for the stainless steel tank and
street flusher system is hereby approved.
4. The trade-in of the 1981 International 181 0 Series Tanker Truck to ABM
Equipment and Supply at a credited value of $8,500.00 is approved.
5. Including tax, license, and transfer fees, this represents an estimated final
net City cost of $113,146.00 to replace the 1981 tanker truck.
Adopted this 14'11 day of March 2005.
