RESOLUTION AUTHORIZING ABATEMENT OF NUISANCE CODE
VIOLATIONS AT 7895 EASTWOOD RD., MOUNDS VIEW, MINNESOTA, 55112.
WHEREAS, RONALD RALPH PETERSON is the owner of property located at 7895
EASTWOOD RD., zoned R-1, Single Family Residential, legally described as follows:
Spring Lake Park Hill View, Except the East 86 feet of the North 117 feet of Lot 56, Ramsey
County, Minnesota

WHEREAS, there has been a persistent and repeated history of exterior nuisance code
violations at 7895 Eastwood Rd.; and,
WHEREAS, on August 28, 2013, city staff inspected the property located at 7895
Eastwood Rd., observing a large un-stacked pile of wood and a significant quantity of junk,
debris, car parts, rusting metal and an unregistered boat in violation of the City's Nuisance Code;
and,
WHEREAS, a notice of violation dated August 28, 2013, was issued to Ronald Peterson
requesting corrective action be taken to bring the property into compliance; and,
WHEREAS, on September 9, 2013, staff performed a follow up inspection of the
property to verify corrective actions were completed and, finding that the conditions had
deteriorated, a second notice of violation was; and,
WHEREAS, on October 1, 2013, staff performed a follow up inspection of the property
and observed that no change in the nuisance violations had occurred; and,
WHEREAS, on October 1, 2013, an Abatement Order was mailed along with a formal
letter requesting Mr. Peterson make contact with staff in regards to the violations; and,
WHEREAS, on October 30, 2013, staff performed a follow up inspection to the
property, observing that many violations were still present; and,
WHEREAS, on November 9, 2013, staff notified Mr. Peterson of its intent to appear
before the Mounds View City Council to request authorization to abate violations noted in the
Notice of Violation dated September 9, 2013; and,
WHEREAS,the City has complied with the notification requirement for nuisance
abatement as stated in Section 607.08, Subd. 1 of the Mounds View Municipal Code.

NOW THEREFORE, Be It Resolved,that the City Council of the City of Mounds View
does hereby find the following:
1. That conditions present at 7895 Eastwood Road, property owned by Ronald Ralph Peterson,
constitute a Public Nuisance in accordance with Chapter 607 of the Mounds View City Code,
and authorizes abatement by the City no sooner than December 14, 2013, or later than December
19, 2013.
2. That property owner Ronald Peterson shall be responsible for all costs associated with the
abatement pursuant to MN Statutes 429.101, including administrative costs and any applicable
storage fees.
3. That after thirty days time, any unpaid portion of the abatement charges may be certified as a
special assessment against the property pursuant to Section 607.09, Subd 8 of the Mounds View
City Code.
