CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FOR INTERNET
SERVICES
WHEREAS, the City of Mounds View has been participating in an
intergovernmental pilot project for access to the Internet called FreeNet since April of 1995; and
WHEREAS, $2,000 was budgeted in 1996 under capital for the continuation of
this service with FreeNet: and
WHEREAS, Mounds View's needs now entail paying for service to access the
Internet, marketing thc City's Home Page information and training stan'to update and access
information; and
NOW, THEREFORE, BE IT RESOLVED THAT the City Council. in and for the
City of Mounds View, does hereby approve the transfer of $1,500 from Public Information
Capital Account (100-4135-703) to Public Information Professional Services (100-4135-303) for
$1,000 and Public Information Training (100-4135-363) for $500.

RESOLUTION COMMENDING DEPUTY FIRE CHIEF HAROLD D.HOVLAND FOR HIS SERVICE TO
THE SPRING LAKE PARK/BLAINE/MOUNDS VIEW FIRE DEPARTMENT
WHEREAS, the Spring Lake Park/Blaine/Mounds View Fire Department has announced the retirement of
Deputy Chief Harold D. Hovland; and
WHEREAS, Mr. Hovland is retiring after completing 21 years of service with the department, having
joined the department on August 19, 1975; and
WHEREAS, Mr. Hovland was promoted several times throughout his tenure at Spring Lake
Park/Blaine/Mounds View Fire Department as. Acting Captain/Station 5 in September 1980; to Full
Captain in 1981 and to Senior Captain in 1989. He served in this capacity until May of 1992 when he
was promoted to District Chief for District 2/nights. In January of 1996 he was promoted to Deputy
Chief of the Department.
WHEREAS, Mr. Hovland attended training classes on various areas of fire fighting, maintained his First
Aid/CPR certification and attended many courses on arson investigation; and
4HEREAS, Mr. Hovland completed radiological monitoring training, NFPA and IFSTA courses for Chief
'jeers and Incident Command, and was certified at the firefighter III level by the Minnesota Fire Service
oard in 1992; and _. - .. _
'vVHEREAS, Mr. Hovland has served as a member of the department's Personnel Committee since March
of 1992 and has served as Chairman since April of 1 ~92.
NOW, THEREFORE, BE IT RESOLVED, the Mounds View City Council commends Deputy Chief Harold
D. Hovland for his many years of dedicated and loyal service to the Spring Lake Park/Blaine/Mounds
View Fire Department and the community.
