HomeMy WebLinkAboutResolution 8218 RESOLUTION 8218 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING BIDDING DOCUMENTS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR 2014 GROUND RESERVOIR REHABILITATION PROJECT WHEREAS, the 2,000,000 gallon reinforced concrete ground reservoir was constructed in 1968 and is a vital component of the municipal water supply system; and WHEREAS, the reservoir interior wall coatings and OSHA conditions were inspected and evaluated the as part routine maintenance in 2013, and revealed conditions that require unforeseen repairs and rehabilitation to the reservoir including interior structural repairs, interior steel coatings, exterior structural repairs, and coating of the exterior roof and flashing; and WHEREAS, on January 27, 2014, the City Council authorized KLM Engineering, Inc. (KLM) to perform engineering design and prepare bidding documents to rehabilitate the reservoir and address the deficiencies identified in the inspection report (Res. 8208); and WHEREAS, KLM has completed engineering design for the reservoir rehabilitation and prepared documents for a public bid solicitation. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The bidding documents prepared by KLM for construction of the 2014 2MG Ground Reservoir Rehabilitation Project (City Project No. 2013-005) are hereby approved. 2. City staff is hereby directed to cause publication in the Sun-Focus newspaper and in a regional trade publication, at least ten days before the last day to submit bids, a notice to bidders for the implementation of said project as required by law. 3. The time and date for receipt of public bids for said Project is hereby established as 1:00 p.m., local time, Monday, March 10, 2014, at which time bids will be publicly opened and read aloud in the Council Chambers of the Mounds View City Hall. 4. The Director of Public Works is authorized to make approvals related to any amendments to Bidding Documents, including changes in the time and date bids are due, on behalf of the City Council. Adopted this 24th day of February, 2014. f J Flaherty,"Ma or ATTEST: James Ericson, City Administrator (SEAL) ADVERTISEMENT FOR BIDS 2014 2MG Ground Reservoir Rehabilitation Mounds View,Minnesota City Project No.2013-005 Notice is hereby given that sealed Bids will be received by the City of Mounds View until 1:00 p.m., local time,Monday,March 10,2014,at the Mounds View City Hall,2401 County Highway 10,Mounds View,MN 55112,at which time they will be publicly opened and read aloud,for the furnishing of all labor and material for constructing the above stated project. The project involves rehabilitation and repairs to a 2,000,000 gallon reinforcement concrete ground reservoir used in the municipal water supply system, including miscellaneous structural repairs, partial interior coating replacement,exterior roof coating,and other related work. Bidders shall only submit forms provided for that purpose in accordance with the bidding requirements. Bidding Documents are available for$85 by contacting the City's engineering consultant,KLM Engineering, Inc., P .0. Box 897, 3394 Lake Elmo Avenue North, Lake Elmo, Minnesota 55042, phone 651-773-5111, FAX 651-773-5222. Bidding Documents can be viewed at the office of KLM or Mounds View City Hall. Submitted bids shall be directed to the Public Works Director and enclosed in a sealed envelope and marked on the outside with"BID ENCLOSED FOR 2014 2MG GROUND RESERVOIR REHABILITATION,MOUNDS VIEW,MINNESOTA." The Bidder's name and address should also be included on the envelope. A bid must be accompanied by bid security made payable to the City of Mounds View in an amount of five percent(5%)of Bidder's total bid price and in the form of a bid bond,certified check,or bank check. A mandatory pre-bid conference will be held at 1:00 p.m., Monday, March 3, 2014 at the Mounds View City Hall. Bidders are required to attend this conference and will be allowed a visit to the project site afterward. The City reserves the right to reject any or all bids,to waive any irregularity or informality in a bid,and to award the contract in the best interests of the project.
