APPROVING THE ADDITION OF A SIDEWALK TO THE NON-STANDARD STREET DESIGN
FOR ARDAN AVENUE IN AREA G OF THE STREET AND UTILITY IMPROVEMENT
PROGRAM
WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007 establishing
the Street and Utility Improvement Program (Program), which includes nine Street and Utility
Improvement Projects identified as Areas A through I; and
WHEREAS, Ardan Avenue is a non-standard street in Area G of the Program due to its
Municipal State Aid status and has proposed pedestrian/bicycle accommodations in accordance
with the 2008 Comprehensive Plan; and
WHEREAS, City staff developed design recommendations for Ardan Avenue and
reviewed these recommendations with the Streets and Utilities Committee and adjacent property
owners in Area G and H on October 21, 2013, including soliciting resident feedback; and
WHEREAS, Engineering staff and the Street and Utilities Committee recommended that
Ardan Avenue in Area G be reconstructed to 32-feet wide with two 11-foot traffic lanes, one 2-
foot reaction zone/shoulder adjacent to the westbound traffic lane (north side), and one 8-foot
wide parallel parking outside the eastbound traffic lane (south side), which the City Council
approved on October 28, 2013 (Res. 8168); and
WHEREAS, in response to Ardan Avenue property owner inquiries and staff re-
evaluation, Engineering staff recommends the addition of a 6-foot wide concrete sidewalk in the
north boulevard adjacent to the curb to the adopted non-standard street design for Ardan
Avenue.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The addition of a 6-foot wide concrete sidewalk located immediately behind the north curb to
the non-standard street design of Ardan Avenue between Red Oak Drive and Long Lake
Road is hereby approved and will be reconstructed as a 32-foot wide street, measured at the
face of curb, with two 11-foot traffic lanes, one 8-foot wide parallel parking on the south
(eastbound) side, a 2-foot reaction zone/shoulder adjacent to the north (westbound) side,
and a 6-foot wide concrete sidewalk immediately behind the north curb.
2. Stantec is authorized to revise the bidding documents for the 2014 Street and Utility
Improvement Project -Area G to include the above said sidewalk addition to Ardan Avenue
and issue addendums to plan holders.

IMPORTANT NOTICE
ARDAN AVENUE STREET RECONSTRUCTION UPDATE
Your property is located on a street that the City of Mounds View plans to reconstruct this summer as part of the 2014
Street and Utility Improvement Project—Area G. Public Works Engineering is finalizing the design phase of the project
and would like to provide you an update on the proposed changes planned for Ardan Avenue. There is no direct cost or
special assessment to you for these planned improvements.
Background:
Ardan Avenue is a designated roadway on the Municipal State Aid System (MSAS). This designation allows the City to
receive funding from the State of Minnesota for its maintenance and construction costs. The City receives
approximately $450,000 annually from this funding source. MSAS streets are required to meet State-Aid standards
which require minimum lane widths,centerline striping,and designated parking lanes.
Ardan Avenue is also designated to be a pedestrian/bicycle corridor in accordance with the City's Comprehensive Plan.
The Comprehensive Plan is the City's "master plan" to guide future development through the year 2030. The
pedestrian/bicycle corridors will create a citywide trail and sidewalk system when complete, connecting neighborhoods
to parks,schools, library,civic centers,transit,shopping,and other neighboring city and regional trails and sidewalks.
A public information meeting was held on October 21,2013 to present street design options and solicit public input.
Planned Improvements:
Ardan Avenue will be fully reconstructed with a new asphalt pavement section and vertical concrete barrier curbs like
other recent street projects. A map showing the planned improvements is attached to this notice.
Parking: Due to low traffic counts and infrequent use of on-street parking, a parking lane is planned on the south side
only next to the eastbound traffic lane. On-street parking on north side will be prohibited.
Pedestrian/Bicycle Accommodations: A 6-foot wide, off-street, concrete sidewalk is planned on the north side. The
sidewalk will be located immediately behind the curb eliminating a turf boulevard strip. This sidewalk will be maintained
by Public Works including snow removal. No dedicated bike lanes are planned, however,the parking lane on the south
can serve as a shared-use lane for bicyclists,joggers,and others.
