RESOLUTION NO. 5028
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
DECLARING COSTS TO BE ASSESSED AND ORDERING PREPARATION OF
PROPOSED ASSESSMENT TO THOSE PROPERTY OWNERS AFFECTED BY THE
RECONSTRUCTION OF BRONSON DRIVE AND SETTING ASSESSMENT
HEARING.
WHEREAS, a contract has bcen let (costs have been determined) for the improvement of
Bronson Drive between Edgewood Drivc and Raymond Avenue by Forest Lake Contracting
and the contract (bid) price for such improvement is $578,529.68, and the expenses incurred or to
bc incurred in the making of such improvemcnt amount to $] 49,703.97 so that the total cost of
thc improvemcnt will be $728,233.65, and;
NOW, THEREFORE, BE IT RESOL VED BY Tl-IE CITY COUNCIL OF THE CITY
OF MOUNDS VIEW:
1. The portion of the cost of such improvemcnt to be paid by the city is hereby
declared to be $399,616.14 and the portion of the cost to be assessed against benefited propcrty
owncrs is declared to $328,618.00, and:
2. Asscssments shall bc payable in cqual annual installments cxtending over a period
of 10 ycars, thc first of the installments to be payablc on or bcfore the first Monday in Janum'y,
1997, and shall bear interest at the rate of seven (7) perccnt pcr annum from the date ofthe
adoption of the assessment resolution, and;
3. Thc Clerk - Administrator, with thc assistance of the city cngineer (consulting
engincer), shall forthwith calculate the proper amount to be specially assessed for sllch
improvement against every assessable lot, piece or parcel of land within the district affected,
without regard to cash valuation, as provided by law, and he shall file a copy of such proposed
assessment in his office for public inspection.
4. Thc clerk shall upon the completion of such proposed assessmcnt, notify thc
council thereof.
5. The assessment hearing for the proposed assessment shall be held on Tuesday,
Novcmber 12,1996, 7:10pm, at the Mounds View City Hall in the council chambers to pass
upon such proposcd assessment and at such time and placc all persons owning property affected
by such improvement will be given an opportunity to be heard with rcference to such assessmcnt.

6. The Clerk-Administrator is hcreby directed to causc a notice of the hearing on thc
proposcd assessment to be published once in the official newspaper at lcast two wceks prior to
the hcaring, and he shall state in the notice the total cost of the improvement. He shall also cause
mailed notice to be given to the owner of each parcel dcscribed in thc assessment roll not less
than two wceks prior to the hearings.
7. The owncr of any property so assessed may, at any time prior to certification of
thc assessmcnt tot he county auditor, pay thc whole of the assessment on such property. with
intcrest accrued to the date of payment, to thc Finance Director-Treasure, cxcept that no intcrest
shall be chargcd if the entire assessment is paid within 30 days from the adoption ofthc
assessment. Hc/She may at any time thereafter, pay to thc Finance Director-Treasure the cntire
amount of the assessment remaining unpaid, with interest accrucd to December 31 of the year in
which such payment is made. Such payment must bc made beforc Novembcr 15 of interest will
be charged through Dccember 31 of the succeeding year.
