CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE WELLHEAD PROTECTION PLAN
WHEREAS, the City of Mounds View is mandated to implement wellhead and
source water protection measures through a Wellhead Protection Plan (WHPP) in
accordance with Minnesota Rules, Chapter 4720; and
WHEREAS, the WHPP is developed as a two part process which Barr
Engineering Company prepared on behalf of the City; and
WHEREAS, Part 1 of the WHPP was completed in December 2011 and
approved by the Minnesota Department of Health (MDH) on February 1, 2012 after
which a public information meeting was conducted on March 12, 2012; and
WHEREAS, Part 2 of the WHPP was sent to stakeholders on July 22, 2013 for a
mandated 60-day review period and a public hearing was conducted on September 23,
2013 consistent with Wellhead Protection Rules (4720.5350, subpart 4); and
WHEREAS, the WHPP was submitted to MDH prior to the October 15, 2013
deadline and the City received final approval by MDH on January 6, 2014 after which
stakeholders were notified of its approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The Wellhead Protection Plan consisting of Part 1 and 2 dated December 2011 and
September 2013, respectively, prepared by Barr Engineering Company on behalf of
the City is hereby approved.
2. The Director of Public Works is the designated Wellhead Protection Manager and is
directed to oversee the implementation of the Wellhead Protection Plan.
