RESOLUTION 8224 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AWARDING A CONSTRUCTION CONTRACT FOR <br /> 2014 2MG GROUND RESERVOIR REHABILITATION PROJECT <br /> WHEREAS, the 2,000,000 gallon (2MG) reinforced concrete ground reservoir was <br /> constructed in 1968 and is a vital component of the municipal water supply system; and <br /> WHEREAS, the reservoir interior wall coatings and OSHA conditions were inspected and <br /> evaluated during routine maintenance in 2013, and revealed conditions that require unforeseen <br /> repairs and rehabilitation to the reservoir including interior structural repairs, interior steel <br /> coatings, exterior structural repairs, and coating of the exterior roof and flashing; and <br /> WHEREAS, the City Council authorized KLM Engineering, Inc. (KLM) on January 27, <br /> 2014 to perform engineering design and prepare bidding documents to rehabilitate the reservoir <br /> and address the deficiencies identified in the inspection report (Res. 8208); and <br /> WHEREAS, the City Council approved bidding documents and authorized advertisement <br /> for bids for the reservoir rehabilitation on February 24, 2014 (Res. 8218); and <br /> WHEREAS, five sealed bid proposals were received on March 10, 2014 to perform <br /> construction to rehabilitate the reservoir ranging from $274,500 to $535,136 as follows: <br /> Rank Bidder City, State Total Price <br /> Low Champion Coatings, Inc. Savage, MN $ 274,500 <br /> 2 TMI Coatings, Inc. St. Paul, MN $ 307,000 <br /> 3 Classic Protective Coatings, Inc. Menomonie, WI $ 487,950 <br /> 4 Spectrum Contracting Corp. Grafton, WI $ 509,472 <br /> 5 Western Waterproofing Co., Inc. Minneapolis, MN $ 535,136; and <br /> WHEREAS, Champion Coatings, Inc. of Savage, Minnesota submitted the lowest <br /> responsible bid for$274,500. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, <br /> Ramsey County, Minnesota as follows: <br /> 1. The bid proposal for $274,500 submitted by Champion Coatings, Inc. to construct the 2014 <br /> 2MG Ground Reservoir Rehabilitation Project, City Project No. 2013-005, ("Project") is hereby <br /> accepted by the City. <br /> 2. City staff is directed to prepare a construction contract for the project for said price. <br /> 3. Upon satisfactory review by the City Attorney, the Mayor and City Administrator are hereby <br /> authorized and directed, for and on behalf of the City, to execute and enter the construction <br /> contract with Champion Coatings, Inc. <br /> 4. KLM Engineering , Inc. is authorized to provide construction inspection and testing services <br /> for the Project on an hourly plus reimbursable basis up to $45,000, including a two-year <br /> warrantee inspection on a lump sum basis of$3,000. <br /> 5. A 5% contingency of $13,725 is approved to cover potential additional costs during <br /> construction and requires pre-approval by the Director of Public Works. <br /> 6. Monies for above said expenditures shall be funded by the Water Enterprise Fund (700-4823- <br /> 7050). <br />
