AWARDING A CONSTRUCTION CONTRACT FOR
2014 2MG GROUND RESERVOIR REHABILITATION PROJECT
WHEREAS, the 2,000,000 gallon (2MG) reinforced concrete ground reservoir was
constructed in 1968 and is a vital component of the municipal water supply system; and
WHEREAS, the reservoir interior wall coatings and OSHA conditions were inspected and
evaluated during routine maintenance in 2013, and revealed conditions that require unforeseen
repairs and rehabilitation to the reservoir including interior structural repairs, interior steel
coatings, exterior structural repairs, and coating of the exterior roof and flashing; and
WHEREAS, the City Council authorized KLM Engineering, Inc. (KLM) on January 27,
2014 to perform engineering design and prepare bidding documents to rehabilitate the reservoir
and address the deficiencies identified in the inspection report (Res. 8208); and
WHEREAS, the City Council approved bidding documents and authorized advertisement
for bids for the reservoir rehabilitation on February 24, 2014 (Res. 8218); and
WHEREAS, five sealed bid proposals were received on March 10, 2014 to perform
construction to rehabilitate the reservoir ranging from $274,500 to $535,136 as follows:

WHEREAS, Champion Coatings, Inc. of Savage, Minnesota submitted the lowest
responsible bid for$274,500.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The bid proposal for $274,500 submitted by Champion Coatings, Inc. to construct the 2014
2MG Ground Reservoir Rehabilitation Project, City Project No. 2013-005, ("Project") is hereby
accepted by the City.
2. City staff is directed to prepare a construction contract for the project for said price.
3. Upon satisfactory review by the City Attorney, the Mayor and City Administrator are hereby
authorized and directed, for and on behalf of the City, to execute and enter the construction
contract with Champion Coatings, Inc.
4. KLM Engineering , Inc. is authorized to provide construction inspection and testing services
for the Project on an hourly plus reimbursable basis up to $45,000, including a two-year
warrantee inspection on a lump sum basis of$3,000.
5. A 5% contingency of $13,725 is approved to cover potential additional costs during
construction and requires pre-approval by the Director of Public Works.
6. Monies for above said expenditures shall be funded by the Water Enterprise Fund (700-4823-
7050).
