CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING RECYCLING GRANT REQUEST TO RAMSEY COUNTY
WHEREAS, ~amsey County is accepting applications for use of
SCORE funds to improve recycling participation by the public; and
WHEREAS, the City of Mounds View is eligible to apply for a
grant to provide administrative and promotional activities
intended to improve recycling participation among city residents
through education, awareness, and incentives; and
WHEREAS, the City Council of the City of Mounds View has
determined that this is an appropriate use of city resources and
increasing recycling participation benefits the public health,
safety, and welfare of the community as a whole.
NOW THEREFORE BE IT RESOLVED to approve the application for
SCORE funding (attached) and authorize acceptance of any
allocated funding.

B. DESCRIBE THE LONG TERM SOURCE ( S) OF FUNDING FOR RECYCLING SERVICES:
Curbside recycling is the responsibility "of the garbage hauler and
therefore a part of the garbage bill. Promotional efforts and
administration are provided by the City.
C. DESCRIBE CHANGES TO THE PROGRAM FOR 1993:
No changes to the City's collection system are anticipated for 1993.
Publicity and incentive programs will be conducted similar to those ".

2. BOW DO YOU PROPOSE TO USE SCORE FUNDING GRANT FUNDS? PLEASE
DESCRIBE BOW A SCORE FUNDING GRANT WOULD ENHANCE/IMPROVE RECYCL:ING
EFFORTS IN YOUR COMMUNITY (PLEASE BY VERY SPECIFIC, AND :INCLUDE
MEASURABLE GOALS AND ANY PROGRAM CHANGES FOR 1993).
The graht would be used to continue to fund the part-time position
of Recycling Coordinator and to cover the costs of City-wide
promotional/educational campaigns. The goals of the 1993 recycling
promotional campaign are to increase general environmental awareness
through educationl increase the number of households participating
in recycling, and to increase the tonnage of materials collected.

The number of households participating will be evaluated by actual
counts of curbside recycling. The quantity of recycling will be based
on the reports from the haulers (see #4 below).

Recycling is collected by individual garbage haulers. Each
hauler that collects recyclable materials must submit, as a
condition of their license, a monthly report detailing tonnages
colelcted, participation rates, and the place to whic~ re~iclables
are delivered after collection~ A copy of the 'reporting form used
is attached.

If these activities continue, the funding will come from a
surcharge on garbage bills or a utility billing system 'for
recycling funding.

7. PLEASE DESCRIBE YOUR HUNJ:CIPAL IN-ROUSE RECYCLING PROGRAM:
The City offices and Public ~-1orks garage recycle' 'cans, newspaper,
glass, magazines, corrugated cardboard, used motor oil, bituminous
asphalt, and auto batteries. The cans, newspaper, glass, magazines,
and cardboard are collected ~y the hauler which services City. offices.
The motor oil, asphalt, an~ batteries are handled through separate
contracts.

I:NFORMATION~
Promotional efforts by'.the City will include the continuation
of a recycling incentive program begun in 1992. The City's
"recycing contest" winners are awarded saving~ bonds for
their participation in recycling programs. Other propmotional
efforts planned for 1993 are quarterly mass mailings, articles
in the City.,newsletter and local press, and cable television
progranuning. .
