<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION 5955 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING PARTICIPATION IN THE AUTOMATED PAWN SYSTEM <br />PROGRAM AND EXECUTION OF USER AGREEMENT <br /> <br />WHEREAS, the Minneapolis Police Department has designed and developed an <br />electronic database, called the Automated Pawn System-APS, for collecting pawnshop <br />transaction information; and, <br /> <br />WHEREAS, a majority of the cities in the metro area have passed ordinances requiring <br />pawnshops in their jurisdictions to report transactions on a daily basis, which are entered into <br />the APS system; and, <br /> <br />WHEREAS, access to the APS provides police investigators an invaluable tool in <br />investigating thefts, burglaries and fencing of stolen property; and, <br /> <br />WHEREAS, the Minneapolis Police Department charges an initial set-up and training fee <br />of $480.00, plus a monthly access fee of $72.00 for police departments to access the database; <br />and, <br /> <br />WHEREAS, during a 2003 budget development meeting the Mounds View City Council <br />approved $1350.00 for participation in the APS in 2003. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does <br />hereby authorize staff to enter into a user agreement with the Minneapolis Police Department <br />for participation in the Automated Pawn System program. <br /> <br />ATTEST: <br /> <br />Adopted this 2411 day of February, 2003. <br /> <br />(:/...._=~~/ ';; <br /> <br />J~.C[y.-Llnke~)~ay{) <br /> <br /> <br />, c. <br />.,..)
