CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING PARTICIPATION IN THE AUTOMATED PAWN SYSTEM
PROGRAM AND EXECUTION OF USER AGREEMENT
WHEREAS, the Minneapolis Police Department has designed and developed an
electronic database, called the Automated Pawn System-APS, for collecting pawnshop
transaction information; and,
WHEREAS, a majority of the cities in the metro area have passed ordinances requiring
pawnshops in their jurisdictions to report transactions on a daily basis, which are entered into
the APS system; and,
WHEREAS, access to the APS provides police investigators an invaluable tool in
investigating thefts, burglaries and fencing of stolen property; and,
WHEREAS, the Minneapolis Police Department charges an initial set-up and training fee
of $480.00, plus a monthly access fee of $72.00 for police departments to access the database;
and,
WHEREAS, during a 2003 budget development meeting the Mounds View City Council
approved $1350.00 for participation in the APS in 2003.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does
hereby authorize staff to enter into a user agreement with the Minneapolis Police Department
for participation in the Automated Pawn System program.
