RESOLUTION NO. 6021
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING A POLICY FOR THE SUPPORT OF ARTISTIC ORGANIZATIONS
WHEREAS, the City Council directed staff to develop a policy for the
support of artistic organizations; and
WHEREAS, the accompanying policy is designed to comply with state
statutes 471.941; and
WHEREAS, the accompanying policy is designed to provide a procedure
for the approval by the City Council for the support of artistic organizations.
NOW, THEREFORE, BE IT RESOLVED that the City of Mounds View
adopts the attached policy for the support of artistic organizations.

POLICY FOR THE SUPPORT OF ARTISTIC ORGANIZATIONS
GENERAL DISCUSSION
1.1
AUTHORITY
The Support of Artistic Organizations Policy of the City of Mounds View is
established by the City Council according to State Statute 471.941.
1.2
STATUTE 471.941 TEXT
"For the purpose of this Section, 'artistic organization" means an
association, corporation, or other group of persons that provides an
opportunity for persons to participate in the creation, performance, or
appreciation of artistic activities which include but are not limited to: music,
dance, drama, folk art, architecture and allied fields, painting, sculpture,
photography, graphic and craft arts, costume and fashion design, motion
pictures, television, radio, tape and sound records, activities related to the
presentation, performance, execution, and exhibition of the art forms, and
the study of the arts and their application to the human environment.
A county, statutory or home rule charter city, or town may appropriate
money to support artistic organizations. The appropriation may be divided
among organizations in the proportions that the county board, city council,
or town board determines."
APPLICATION AND APPROVAL PROCESS
2.1 The artistic organization shall submit a letter or application addressing the
following points:
a) A description of the organization that is sufficient to establish that it is
within the definition of an artistic organization as set forth in 471.941.
b) A description of the requested support including: the type of support
(monetary, supplies, or services), quantity or amount of support, date or
time period of support (no more than one year without re-application),
and the maximum cost to the City of Mounds View.
2.2 The City Administrator shall review the application and if it appears to
comply with the provisions of 471.941, shall submit it to the City Council for
discussion and possible approval by resolution that shall specify the type,
duration, and maximum cost of the support.
PROVISION OF SUPPORT
_ 3.1 The City Administrator shall direct staff to provide the support specified in
the resolution.
3.2 The City Administrator shall monitor all support agreements and shall
terminate the support at the earliest time any of the following conditions
exists:
a) The maximum quantity or cost of support has been reached.
b) The maximum time or duration has been reached.
c) Any change in the situation that makes it detrimental to the City's
interests to continue the support (the City Council shall be informed).
