Chrietensen Donald Hodges Perry A4alvin Richard Dfoyers Les Knuteon Also in s.ttendance wera the Hoy Scoute from Troop �'167♦ who served as Village Officers on Scout Civic Day, January 11, 1961. Mayor Crane asked the Clerk to explain the preaence of the Boy Scouta to the geople in attendance. Clerk Hlanchard reported that the boya had been eiected, and had eerved as Villa�e o£ficials for a day. Trustee Christenaen wae than called on to explain the reasona for the propoaed atreet plan. It aas fuily explained that the Planner and Eng.ineer had worked in conjunction to set th3s plara up and that it wae only a preliminary map. He further stated that the Council woulfl not talce action on the proposa2 this evening� but would hold at leaet one and poasibly two more hearings, beiore aciopiinng tY.a pia,n. • Yillage Attorney Pleyers was than adced to explain the legal aspecte of the street plan. The Fiayor stated that any residents present could voice their opiniona about the Propoaed Street Plan. Opinions abont the Proposed Street Plana were as followe: Mr, i,tilliam A. Sutherton of 7611 Pleasant View Drive�"P1y home is on the propoaed road", Mr. E. Holt, �381 Pleasant V1ew Drive,"My garage ie on the pro- poaed road, also there ie not enou�h room on my lot for two homee eveit if the road did go through". Mr. C. Young� 1�22 County Rd. I� "The road would be 20 feet trom my door and rould cut up the yard too much". Mr. R. Anderson, 1�4� Dronaon Dr., "Doea not want the road betwaea County Rd. Sandeen, 1790 Noodale Drive, "DOes not want the low lsnd cut up ea thie is the only blyd and game ean�ary in the Village". Mra, E. Droppe owna a lot adjacent to Flr. Sandeen'e and "wants to Imax if the Village will buy the ri�ht-of-way� and alao how wide the road might be� ae ehe plane to build thie Spring". At this point� Attorney Fteyera explained again why the Village aa� makin� the propoeed plan. Mrs, L. Bonine� 8380 Sprin� Lk. Yk. Rd., requeatad that the proposed road run alon� the No.-So. County Line between Ruy. 10 and Co. Rd. J. Pa�e 2. Proceedinga of P2ounda View Council Meeting- February 13th� 1961 Mrs. I. tdille� 7911 Spring Lk. Pk. i.d, atated that the propoee8 exteneion of Hillview Rd. went through or very cloae to her home aad that there would be a fire hydrant in the center oF the road. She further stated that her deed carried an eaaement (5 ft.) for an alley- way behind her home. At this point Truatee Christensen requeated that anyone who had a complaint or knew of another person who had a complaint on the Propoeal write a letter to the village Office� atating the complaint or objection and �ivin� their name� address and legal descrlptioa of Lheir property. ttr. Mr, 'lerdien� 6940 Fairchild� etated that he d1d not want the Proposed Road behind hia house extended and would eend a letter to tlaat effect to the V111a�e Office. Leo Higgina� 8150 �astwood Drive, atated "He doea not want tha road". " Mr. Herbst of' �160 �astwoofl Lrive� stated 'ne was 1vGro itx f&vosc of tLe Proposed Road - l�est of Eastwood Dx�. Glen Dawson. 2201 Lambert Dr.� doea not want the road between Hronaon and Lambert Drive. Mr. H.C. Colby� 1�40 County Rd. I."eaid the easements on Co.Rd. I were not as shown on the map and that the Council and the Villaga Engineer were aware of this. Mr. Xroonblawd� 2280 Hwy. 10, wanta a aervice road in front oP his place ae he muat drive out of his way to get onto the Hi,gh�raT. Mr. Lindquiat� 2521 Co. Rd. H., �oes not want the Proposed Road No. of Co. Ad. H. !lrs. Schmidt� who gave no address, atated that ahe had eeveral lote in the Villa�e� but at the present time ahe was only objectiag to the Proposed Road � South of Co. Rd. I, running througt► to Sp.Lk.Pk. Rd. It xae brougY�tout in genaral- diacusaion that one Proposad Road vould run through the achool property at Red Oak and Sherwood. At 9s10 P.PI,� it xa� moved by Chrieteneen to receas the Hearlag � until Monday, April 24th at 8e00 P.M. Seconded by Malvin� 5 Ayes for Approval. The Mayor introduced Dick Jonea� our Legislator from this DistricE. Mr. Joaoe stated that he had talked to a member of the Matropolltan Airport• Co�i��ion that day and"had told him he tiRought the meeting •cheduled For lledneeday� February 15th nt 1 P.M. wae unfair to th� psople that were intezestsd in attending� aleo that it should be ch�ag�d to a Public Hearin�b He was informed that the Commissioa was und�� ao obligatioa to heve u►y typ� of farmal Hearing whataoevsr� attd tl►at their meeting would go on sa echeduled. Jonea went on to say he would attend the meeting and appear before the "BOard" and request that an"Open Hearing'� be held, ao people interested in the Airport could attend. Also to inform them of the fact that Planes �vould be £lying ovar 3 schoola� which can be a dangeroua circumstance� referring to ��rhat happened at tdold-Chamberlazn Airport a few years ago. Mr. Jones than turned the meeting back to Aiayor Crane� and auggested he get opinions from the people preaent in the Audience. After much diacuasion by Council members and people preaent the Mayor asked if those who oppoaed the expansion of the Moka Airport would raiae their handa. An overwhelming majority did so. The Mayor then asked for a show o£ hands of thoae in favor of the expansion� and aeven persons so indicated. It was moved by Chriatensen that the Council oppose the expanalon of the Anoka County Airport� according to the presented plana. Seconded by Hodgea. 5 Ayea for approval. The Mayor recessed the meeting at thia point so that persona present could speak freely with each other and with Rep. Jonea� and could also aign petitions against the expanaion of the airport. The meeting was again called to order at 10:25 P.Ai. The minutes of the January 23r 1961 were corrected ae followa- Pa�e 2� paragraph 6� line 2: at three (3) dollars per year per man. Motion by Malvin to accept m3nutea as corrected. Seconded by Christensen. 5 Ayes for approval. The Attorney than read hia report. He stated that the Barneat Money Contract from Mr. Foley �,� _ �• • included payment of back taxea of �1r140,18 and he recommended that we have a new Contract drawn up deleting the delinquent tax. The Council ao instructed the Attorney to draw up present the Contract aa he euggeated. He than gave the Council 3 Memoranduma.a�One on Insurance Co�erage, Number 2 on Abatement of a Public Nuieance� Number 3- R 1 ti f and eao u on rom North Suburban Sanitation Sewer Comr.�ittee. Said memoe. on file at the Villa�e Office. The Council instructed the Clerk to investigate the poseibility of fire insurance on the contents of the Village Hall. The Attorney was directed to draw up a Notice to be eerved on Mr, Herrmann 2439 Ridge Lane� �ew 8rightoal2r and Perry Malvin was inatructed to eerve said Notice. It was moved by Chrieteneen that the Village from the No. Sub. San, Sewer Committeo. Seconded ChrSsteneen explained why thia bill was favorable Roll wae called, Five ayea for approval. Pa�e 41 Proceedings of the Village Council Meeting- February 13, 1961 HIotion by Hodgea to adopt Ordinance # 82 an Ordinance amending Ordinance #81 prohibiting "set-upa° on Sunday. Seconded by Malvin. Crane- No. 4 Ayee for approval. (Chriatenaen�Hodgeee Malvin and Blanchard). A propoaed change to the Dog Ordinence was read� calling for a �25.00 Licenae fee for unspayed Female do�s. After much diacuasion from the floor rtayor Crane moved that the Ordlnance be tabled for 6 montha to aee how the naw set-up with the dogcatcher would work out. Motion died for lack oF a aecond. Truatee Chriatenaen moved the Ordinance be adopted - motion died for lack of a second. A Resolution calling for re-assesaing of prope�rty for public improvement was read. Alotion by Blanchard for adoption. Seconded by Malvin. 5�1Yea Motion carr3ed. - Atotion by Chrlatenaen to pay preaented bills (liat attached�. Seconded by Malvin. 5 AYes for approval.
