CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPOINTING BRUCE MEEHAN TO A VACANT POSITION IN THE STREETS
DIVISION OF PUBLIC WORKS AND AUTHORIZATION TO ADVERTISE FOR
THE PUBLIC WORKS MECHANIC POSITION
WHEREAS, on August 13, 2003 Gary Kardell, in the Streets
Division of the Public Works Department, submitted a letter of resignation
effective as of October 31 , 2003; and
WHEREAS, On August 25, 2003 the City Council approved
Resolution No. 6079 granting authorization to advertise for the Public Works
Maintenance Worker Position in the Streets Division; and
WHEREAS, the Labor Agreement between the City of Mounds
View and the Public Works Collective Bargaining Unit requires that job vacancies
shall be filled based on the concept of promotion from within provided that
applicants have the necessary qualifications to meet the standards of the job
vacancy and the ability to perform the duties and responsibilities of the job
. vacancy; and
WHEREAS, said vacancy was published internally and an
application was submitted for the position by Bruce Meehan, who currently works
as the Public Works Mechanic; and
WHEREAS, both the Public Works Director and Foreman have
reviewed Mr. Meehan's qualifications and recommend appointing him to the
Streets Division position that will be vacant on November 1, 2003.
NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View
City Council does appoint Bruce Meehan to the vacant position in the Streets
Division of Public Works effective as of November 1, 2003; and
NOW, THEREFORE BE IT FURTHER RESOLVED, THAT there
will be no compensation adjustments as Mr. Meehan is currently at the top pay
scale for a Public Works Maintenance Worker as per the Labor Agreement with
the Pubic Works Collective Bargaining Unit; and

NOW, THEREFORE BE IT FINALLY RESOLVED, THAT the
Mounds View City Council does hereby grant authorization to advertise for the
Public Works Mechanic Position left vacant by Mr. Meehan's appointment to the
Streets Division.
