Gerald Smith of the New Br3ghton Park sard reiewd t:e er.26tinp, legtslation which allows the County Board to ecquire and develop 3n open space system. Points of significance biought out in [he discussion were: 1. The legislation Qnables [he Countp to acquire and develop open space recreation lsnd but they must first adopt a resolution indicating their intent co do s. Ns of this date such a tesolution has not been adopted. 2. The County camot spend any money under this leislation until Januery 1, 1972. 3. My acquisition or development wlehin a municipality under this act must lave the approval of that municipality. In this context almost any improvement to a parcel of land would onsEitute development. 4. The County has the power to issue bonds for up to 15 million dollars for acquisition and developmenc and the authority to levy taxes without limit to pay for the bonds. H referendum is not necessary. 5. A County Park Commission will be appointed and the County Buard can delegate to the Commission a cunsiderable amount of authorlty. A representative frao each community then discussed Lts position on the County Plan. Roseville — Nlthough their Commission has not formally discussed Che pian endorsement was indiceted for a County Upen Space System. tarticular i.nterest was expressed in acquieition rather than development at this poin[. H general discuaelon was held to determine o:hat conclusions might Ue de— rived from the previous comments. The :ollowing points were generally ggreed upon: 1. The top priority is acquisition of land r;a[her then development. 2. There should be cooperative action tunon; [lie comiunities [o insure chat the northern suburbs et their shn: from the ounty. 3. A coittee could be formed of represeniatives f each local r,rlc Board to coordinate the various communities accien on tie oucty Plan. Its basic purpose would be informational in nature. 4. Each local .'ark Board should evaluate che C+unty plan and d.velop some recomneations for their community. Then the new committee would a[tempt to lntetface the recommendations. 5. Prioritiea on parcels oi land within the north subur:,s should be agreed upon if possible. 6. The caomittee 8hould Lnclude additional nrtFarn suburba such as Vgdnais Heights, Nor[h Oaks, tJliite 6ear Lnha and hioundsview and School District 623 and 624, 7.
