Roll Call Ck�alrman Roger Baumgartner, Commissloners Wayne _ Burmeister, Jacque Coplin, Gordon Fedor, Barbara Haake, Donald Hodges, and Luverne Petereon. The motion paseed unanimously. Ct�airman Baumgartner introduced Mounds View resident Pater Hawkins who preeented ideas for development and improvement of the property South and East of Silver Lake Road along Spring Lake Road and County Road I. Mr, Hawkins expre�sed concern about the St, Paul Water Works water main as a potential hnza�rd. �fbrs �� drive over the main whan launching boats and ille�lly parking. In addition,he etated thnt the area fiad bec�e an uncontrolled mets: apeeding traffic, no lighting, poor stop sign, eyesora. poor feaeing, illagal parties, unliceneed motor vahicles, and overall a catch all for mischiewus behiaeLOO:. Cfiairman Bnumgartner poi�nroa�l out tliat the property being discuesed was not owned by the City. He added that the property belonged to St. Paul Water Worka and privata hane ownera and therefore there was no set method to deal with the problems. Mr. Hawklna recomnended the area be improved as a ecenic, aesthetically landscaped area. Caroniasioner Heake expreased concern for a larger etop-sign� reduced traffic speed, marked pedeetrian crosdng - lanes, and tha eliminatfon of visually limiting plantinge. � � � � �� .. After further discussion, Ckiairman Baumgartner � requested that the Director of Parks and Recreation� contact all partias concerned and attempt to reach agreements ttiat would result in the elimination of problems and an ovesall improvement of the area. It was agreed that the Director would report at the next regular sassion. Chairman Baumgartner called on Mr. Bryant, the Director of Parks and Recreation, to�make a presentation of 1974 maintenance gosls and obj� Mr. Bryant reported the objectives included prasent ��: and future needs and ttiat they were general in nature. He srated the gosls were more of a working tool since they were epeciiic and partained to a � certain aeason. He indicated the objectives and goals would be evaluated and updated annually to keep in tune with the maintenance program. A � brief discussion folloaed. The next item on the agenda, Proposed Budget Chsnges and Additions, was presented by the Direotor of Parks and Recreation. Ne suggasted areas ahere the adopted budget could be decreaeed 41,770.00, primarily becauee of overbudgeting. These areas.�. included temporary mainteaance employees and Lake- side Park. He continued by propoeing an inorease to the exieting budget oE $4�Y65.00 (A total increaee of $5,335.00 minw decreases of $1�x70.a0) Recammended increaeee included expenditures for co�unicationa, subscriptioes and m�mberships� �u�m+er playgrounds, printing and publishing, and caa�unity achool coordinators, A di�ewsion o£ these *ress' followed in addition to the capital improvements program and what direction the Park and Reereation Depsrtment wee taking in spending capital Eand�. Chairman Baumgartner sugga�ted tMt vi�nel efEort� be made to ready Groveland, GreenEieid, and>YoodctnsG for Euture development. This included plsnning� , grading_ and £ill, cieanup, addition�. and recuriq� funds. The Director s[ated that as such vould be done to theee areas ss poseible. A discussion ensued� reiative to prioritiee o£ propased�budget increases,�in.the event thar�:Eunda � � were not obtainable. Caomiesionere agreed to wait �� Eor the decision�of the City Council�before�estab-�� lishing a formal priority Liet. . New Members Cha:Crman Baumgartner led a diecuesion regarding new members-establishing an interview and aelection system. He suggested as a atarting point that the Director draft a letter and queetionaire which would be sent to all interested parties. Caomissionera recommended items to be included in the letter- questionaire. It vss agreed to Lave this back by the next regular session to enable additional measurea to be taken. Trail System Camniasioner Haake, Coplin, and Peterson volunteered -,-.,. to form a subcommittee to seek informatlon regarding. trail systems. This�would be�diecueeed at the next _. meeting. The commission would then begin the pra- liminariea for drafting a plan for a Mounds View Trail SyRYem. Co�unity Education Mr. Bryant pointed out tkiat School District #631 l�as now taken final steps in relinquishing recreational reaponaibilities to the municipalities and specializing in cammunity education. Under this approach it lfas been recommended that the municipalities also talce pool operations under their recreational umbrella�with a potential starting date September lst. A task forca has been asaigned to study thia proposal and to raport in June or July, 1974. Survey A brief discuesion ensued ralative to the Leisure� Behavior, Attitude, and Interest Survey which was developed by the City Administrator, Park and Recreation Department, and League oE Wamen Voters. Mr. Bryant co�ented that the League of Wamen Voters initiated the eurvey and will piay an important role aa they aill take the eurvey to 120 homas (all typs�) and interview household members. In addition, the League has made arrangements wi[h the Mokn-Rameey College to compute a report oi the stntisticel survey results. This would be available sometime in r�ny. Duplicating Machine An agreement has been mada by the City and League oE Wmen Votars to eMre the expeneee oE Mving the exieting CSty duplicnting machine repaired. In turn� the League would hnve acceu and free use of the msc6lne, only covaring thair proper wsts. Donation - Snowmobile Club Property North of Greenfield Subdiviaion Ordinance Psge 4. Chairman Baumgartner requeated euggestiona for the' proposed $300.00 donation by the 3nowmobile CLub.-�� Commiasioners generally agreed the monies should be speat on bleachere or playex benches. The official presentation by the Snowmobile Club has been scheduled�.� for April 11, 1974. �� The Director of Parks and Recreation noted that a . letter liad been sent to Ramsey County regarding the status of the land north of Greenfield Park and South of proposed Highway �k10. Ha added that�this area�� could be a potential addition to Greenfield Park and.� �. the Open Space Program. � Ci�airman Baumgartner reported tt�at amended Subdivision � Ordinance #211 had been finalized and published in . the New Brighton Bulletin. After publication it is � afficially in effect. Lakeside Park The Director of Parks and Recreation requested tlut � a Sub-committee be established by the Commission to review the annual City contrlbution to Lakeside Park Commiasion. In addition, he suggested a atudy of attendance, maintenance, and future goals and objac= tives of the Park. A discussion ensued. Co�lssioner Haake made a motion requesting Council- man Pickar to give a full report on Lakeaide Park. and Commisaion plans. The motion was seconded by Commissioner Coplin and was passed unanimowly�. Adjournment Motion by Commissioner Peterson and eaconded lr� Commissioner Fedor to a�journ the meeting. The motion pasaed unanimously. The Park and Recreation Commission adjourned at 10:30 P.M.
