MINUTES OF THE PROCEEDINGS OF THE PARK AND RE(REATIOM COIMIISSION CITX OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Regular Session June 27, 1974 City Hsll CALL TO ORDDt The Mounds View Park and Recreation Commiesion met in regular sesaion and was called to order by Chairman Flaumgartner at 6:30 P.M. ROLL CALL Chairman Roger Haumgartner, Commiesioners Jacque Coplin, and Gordon Fedor. Also present were ex officio new members Kip Lundquiet and Wayne Weflen and the Director of Parks and Recreation Doug Sryant. APPROVAL OF MINUTES Tna Comnisaion was unable to amend or approve 6/6/74 the minutes of 6/6/74 because it lackad a quorum vote. CHAIRMANS REPORT Cnairman Ba�mgartner repc�ted on the ��.ty Council meeting of June 24, 1974. He explained the motion passed by the City Council stating, "to give the suthority to Doug Bryant to pursue a more effective management and financial arrangement for the oper- ation and maintenance of Lakeside Park, with no deterioration of facilities and service for the residents of Spring Lake Park and Mounds View". A brief discuesion ensued resulting in a request by the Commission to the Director of Parlcs and Recreation that a epecial meeting be organized regarding Lakeside Park. This general meeting would involve the La?ceside Park Commission, Spring lake Park Park and Recreation Commiseion, and Mounde View Park and Recreation Commiesion. It would be the Director's responsibility for setting cp the meeting. Commiseioner Burmeister arrived at 7:00 P.M. INTRODUCTION: NEH Chairman Baumgartner introduced and welcomed new MEMBIItS Cummissionera Kip Lundquiet and Wayne Weflen to the Park and Recreation Commission. He stated tt�at offlcially their terms would not begin uetil the first meeting of 1975 and would extend for three yeara. Chairman Baumgartner added that their reaponsibilities untiL official appointment would be the same ae the other �nembers except that they would not be permitted to vote, �nake formal amendments� or motions. 'p' HARSTAD SUBDIVISI6NS Motion made by Commissia�-�ar Coplin to accept the proposed private recreation area, fulfilling h1s subdivision dedication reauirement, taking into consideration previous co�ni[t�ants made when the present subdivision ordinanse did not exist. Th? motion was secondAd by Commissioner Burmeiater and passed unanimously. BLEM SUBDIVISION At the Feb. 28, 1974 regular session of the Park and Recreation Commission meeting "a subdivision was asked for by Mr. Beim of PBK Investment in Mounds View's Industr3al Park. Permission was granted by the Planning Commission on February 27, 1974 with the stipulation that the Park and Recreation Co�mnission review the subdivision request and reco�end to the Council land or cash dedication for park purposes. Mr, Ken Simon o£ Ramsey County . Open Space was contacted by this Commission regarding land dedi.vation in this area. Mr. Simon says that the parcel Mr. Beim wculd consider for park dedication is not in the Os��n Space's over-all plan and they would not be interested in pucchasing it for their purposes. It was felt by this Cemmisaion tHat a C1ty park in this area would be of very Little benefit to our citizenry; that it would be in an Industrial Park development area; that it borders directly on the Mounds View/New Brighton city lines; and tt�at our Comprehensive Plan does not indina.te a park in this area. IatII�:R SUBDIVISION Motion by Caomissioner Coplin ar.d seconded by Comoiasioner Fedor to accept a cash dedication for the Kremes Subdivision. The motion passed unanimously. NEW PARK SITES Chairman Baumgartner called on Mr. Bryant, the Diractor of Parka and Recreation, to update the Commission on the progress of new park sites. Mr. Bryant reported briefly that the preliroinary atape had been completed on the Random�Q.T., and Gree�.Eield sites and that he was waiting for reports fror. �h^. highway department, and the Engineer. He staced Ct�at he hoped to receive lnfoxtoation in time to make a more complete report at the next regular Caomisaion meeting. -3- Chairman Baumgartner recommended that "^, Gryant contact the City Attorney as to the statua of the Downing and Miror acquisi'sion �,r�ee.'.J:es an3 report at the next meeting. Commissioner Peterson arrived at G:30 P.M, QtOVELAND/JAYCEE'S Clwirmnn Baumgartner made a motion to have the Dlrectur crhtact the Mounde View Jaycee's and propose as a Sayce�: project the developmen� of Gro�relend Park, starting as soon as possible. The motion wac seconded by Commissioner Fedor and passed .u�animousiy. A�r'.ef discussion followed with the Director etating he caould make arrangements to meet with the Saycee's at their next regular meet?eg. TOT LOTS Before�adjournment Commiesioner Coplin reco�ended that plana for the development of tot lots be imple- mented as soon as possible. The Director concurred stating that tot Lots should receive top priority aa soon as it is feasible. NE7Cf MEETING The Co�ission agreed to hold the next regular session or. Thursday, Suly 25th, at 8:30 P.M. CONCLUSION The meeting concluded at 9:30 P.M. (No quorum for. adjourcment).
