Chairman Roger Baumgartner, Co�issioners Wayne Burmeister, Sacque Coplin, and Barbara Haake. Also present was the Director of Parks and Recreation, Doug Bryant, APPROVAL OF FIINUTES Mot3on by Coawissioner Haake and seconded by 7/25/74 Commissioner Burmeieter to approve the minutes of the July 25, 1974 meeting. The motion passed unanimously. CHAIRMAN��S REPORT Chairman Baumgartner reported tt�at the Rroposed 1975 Park and Recreation Budget had been included in the first City Council budget draft. He added that because of tapidly rising wsts, conetruction of the new city hall, park Land ecquisition, and the restrictions of the levy limit and atate aid the budget may have to be decreaeed before it would be adopted. A discuesion followed. Commissloner Fedor arrived at 6:45 P.M. Commissioner Hodges arrived at 6:50 P.M. Baumgartner continued by requesting tUat the Director talk to [he City Attorney ae to the status o_° the �wning and Minor property. PARK PRIORITIES/HDND ISSUE Chairman Baumgartner called on the Director of Parks and Recreetion to preeent hie findings on the proposal for development and acquisition through a bond issue. Mr. Bryant stated tt�at before a cc�plete written proposal could ba suhmitted for the Cammiseionera approval, more detalled inlormation had to be gst6ered on tha concept oE the bond iasue as rell as the form the Connission thought it should take. '2- Commissioners agreed tt�at the park system was teady for further development and that there were residenis who supported their viewpoint. Also, based on rising cos[s, the recent League Survey, and the responsibility to bring this before the public, it was decided to pursue a written proposal. The Commission recommended a hallot giving the community four choices. A) Development of a total Park System B) Development of Parks with Regional Significance C) Development of neighborhood parks D) A combination of A-B-C. They suggested that a formal written proposal be submitted at the next Commission Meeting. DISEASED TREE PRO(2tAM Next on the agenda the Director of Parks and Recreation iniormed the Commissioners that the Park and Recreation Department was establishing a tree disease control program. Ne added that a pamphlet was being developed for Mounds View residents which enables the program to be administered more proficiently. Also� he noted that the program envolved many t�urs and telephone conversations with residents who were highly in�erested. Because of this a general informal hearing was scfieduled for September 9th at 8:30 P.M. at the City Hall. RECREATION PROQtAM A brief presentation was made by the Director on the £all recreation program. A question/anawer seseion followed with Commissioners making additional program suggestions. Mr. Bryant noted that the fall brocfiure would be mailed the first week of September. QtOVELAND/JAYCEE'S The Jaycee Chapter in Mounds View responded to the Director's formal presentation on cleanup at Groveland. They suggested September 7, which tias been tentatively set. OTHER BUSINESS The Park and Recreation Commission reco�ended the adoption of a resolution by the City Council. endorsing amendments to the LAWCON program which would expand i[ and provide a higher priority for acquisition o£ diminishing natural resources in urban countiee auch as Ramsey. Chairman Baumgartner requested tf�at tha Director write a proposal to the City Council for the Monday Meeting on this matter. -3- Other �usiness also included a request by Chairma� Baumgartner to write a proposal, bssed on a recent letter received from Bernard Edmond� (Ramsey County), seeking final payment of funds by PBK Investnent. Baumgartner requested this information by the next C3ty Council meeCing. AATOURNMENT Motion by Commissioner Haake and seconded by Commis- sioner Fedor to adjourn the meeting.
