Adjournment MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION CODAfISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Special Session January 8, 1976 City Hall Call [o Order The Mounds View Parks & Recreation Comnission met in special session and was called to order by Chairman Peterson at 6:50 P.M. Roll Call Chairman Vern Peterson, Crnmnissioners Jacque Coplin� Wayne Burmeister� Wayne Weflen, Gordon Fedor and Kip Lundquist. Also present were Uoug Sryant, Director; Marcia de La Bruere, Program Supervisor and John Turrittin� Landscape Architect. Approval of Motion by Co=mnissioner Fedor and seconded by Camnissioner Minutes Coplin to approve the minutes of the Movember 13� 1975 meeting. The motion passed unimously. Appointment of Chaitman Peteison [urned the meeting over to Vice Chairman Co�issioners Burmeister for the purpose of reappointing Cau¢nissioners Fedor� Peterson and Naake to three year texms camiencing J�nuary 1� 1976. Motion by Comnissioner Burmeister recertenending to the City Council and Mayar, in accordance with ordinance #3401. that Commissioners Peterson� Fedor and Haake be reappointed to three year terms crnmnencing January 1, 1976. The motion was seconded by Co�mmissioner Coplin and passed unanimously. Motion by Camdssioner Burmeister recomnending to the City Council and Mayor� in accordance with ordinance #3401� that Co�mnissior.er Peterson be reappointed as Chairman of the Parks and Recreation Co�mnission. Comnissioner Coplin seconded and the motion passed unanimously. Chairman's Chairman Peterson opened the meeting wi[h a discussion of Report the Pinewood Neighborhood Cormnunity Education Advisory Council. He questioned whether or not a representative fram the Parks and Recreation Crnmnission xrould be attending these meetings. Commissioner Coplin co�ented that she had received a call fran Jodi Bromland in regard to the N.C.S.A.C. mee[inga. Co�niasioner Coplin said that Bromland was under the impses- sion that ahe was designated as the Commiasion�s repseaenta� tive and wondered why she had not been attending meeCings. -2- The Director of Parks and Recreation pointed out [hat there must have been a misunderstanding when Mrs. Bromland attended the danuary 6��1976 meeting. After a lengthy discussion tr,e Commission £e1t that because of the importance of their many Parks and Recreation Commission meetings� plus the Commissioners' heavy involve- ment in other coirmiittees and organizationss that they could not provide a representative to attend N.C.E.A.C. meetings. The Director added that protocol suggests that a represen- tative from the Pinewood Council attend Parks and Recreation Cortunission meetings when needed rather than vice versa. He also noted that the intention of the Pinewood Council was sts3ctly associated withthe irt¢nediate Pinewood "camnunity" and not the conanunity as a whole. When issues affecting the Parks and Recreation Department arise in the Pinewood area then this councii would attend a Convnission meeting soliciting the support of Cocmnissioners who would therefore remit a recrnmnendation to the Parks and Recreation Depart- ment or to the City Councii. �Yne Direc[oi �t:e��s3 :he point that the Parks and Recreation Coim¢ission has the sole responsibility of planning and co�nissioning park and recreation activities within the City of Mounds View. Woodcrest The following camnents wera rendered by Co�nissioners Park dusing the discussion and preliminary planning session Cor Woodcrest Park: Peterson �'Would like to see the Northwest corner of the park cleaned up and left natural." Coplin '�Suggest Leaving hockey rink until Silver View is developed. Also� [here should be a 6allfield or at least an open play area and ihe park must be buffered from Silver Lake Road. Fedor "It's important to establish the location of physical facilities such as the building and tot Lot. The plan should also be drawn with an east/west tile ditch in mind.�� Weflen "Keep the importance of good drainage� land- scaping and functional use in mind." A discussion followed with the Landscape Architect John Turri[tin. It was concluded after all cortm�ents had been made that Mr. 1Urrittin would attend the January 22 meeting with rough draft of Woodcres[ Park. -3- Attendance The Director cocmnent�d that $21�000.00 had been Report/ACtivity received on "self-supporting programs" and that after Fund the completion of the audit Cocmnissioners would get an itemized report. He also handed out the attendance report for 1975 which totaled 10�327 excluding I.B.A.� Wrestling� H.nckey� Baseball� A.A.U. Swimming or Skating Rinks--of which the park and recreation department does serve. Brochures The Parks and Recreation Staff handed out the Winter 1976 Parks and Recreation Brochure and the Co�unity Education Brochure. A brief discussion followed. Upcoming Chairman Peterson reco�ended more advertizing and Meetings publicity for the Parks and Recreation Conrtnission. The Director suggested setting aside an upcoming meeting for the purpose of promoting the City� Co�nission, its members and their functions. A discussion followed. Coimnissioner Lundquist introduced a discusszon on com- plaints he has received on bad ice. A discussion followed with some suggestions for improvement. Adjournment Motion by Cormnissioner Weflen and seconded by Crnmnisaionex' Lundquist to adjourn [he meeting. The motion passed unanimously. The Parks and Recreation Co�nission adjourned at 9:15 P.M.
