Adjournment . . . . . . . . . . . . . . . . . . . .10:00 p.m. MINUTES OF THE PROCfiEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW CO'JNTY OF RAMSEY STGTE OF TffNNESOTA Regular Sesaion February 26, 1976 City Hall Call to Order The Mounds View Parks & Recreation Co�ission met in regular session and was called to order by Chairman Peterson at 6:40 p.m.. Roll Call Chairman Vern Peterson, Commissionere Wayne Burmeiater, Barbara Haake, Sacque Coplin, Kip Lundquist. Also present were Roger Baumgartner, Councilman; Doug Bryant, Director; and Marcia deLaBruere, Program Supervisor. Chaixman's Chairman Pe[erson opened the meeting with a brief Report report on the Woodcreat Park Development public meet- ing held on February 12, 1976. He noted that in addi- tion to the staff and commission representatives present there were eleven residents. He felt it was a good presentation and that the plan was accepted positively. Councilmen's Councilman Roger Baumgartner reported on the Robert Report Waste Subdivision and the necessity of the lOX ap- praisal for a land or cash dedication. He continued by covmending the staff who compiled the HUD pre-application. He felt it was a good project and mas well documented. Five Year The Director of Parks and Recreation was called on Plan to present the finalized Five-Year Capltal Improve- ment Program. Bryant explained that the plan represents the past several months of park planning process in the city and that this plan would be re-evaluated annually and revised as necessary, but only following a judicious reinterpretation and recording of reasons which result in any modifications. Bryant pointed out that this plan superceeds the one approved at the September 11, 1975 commission meeting. -z- He noted [he following changes: a.) The addition of the financial section. This came after the review of the city- administrator and his direction to add this section for planning purposes. b.) T:.a addition of [he Silver View Park acquisition as a number "1" priority. This was necessary for the LAWCON appli- cation - requesting monies for acquisition in 1976-77. He continued by sugges[ing Chat it may be necessary to provide some matching funda if LAWCON money were received. He thought this money could be charged to [he paxk fund. A discuasion ensued. Motion by Co�mnissioner Coplin and seconded by Commission- er Peterson to approve the Five Year Plan as revised, and to recommend to the City Council that this plan be adop[ed as the Parks and Recreation Five Year Capital Improvemen[ Program for Mounds View. Position/ The Director reported [hat the City Council requested Clasaifica[ion the park and recreation department staff to develop Salary Plan a position classification and salary plan for their part-[ime employees. Therefore a metropolitan study was conduc[ed which resulted in the plan being presented far approval. Commissioners were also informed that this plan would be revised each year in Augus[. A discussion followed. Motion by Commissioner Pe[erson and seconded by Com- missioner Haake to approve the Position Classification and Salary Plan as presented and reco�ended to the City Council that this be adop[ed. The motion passed unanimously. Woodcrest As requested at the Sanuary 22, 1976 meeting the top Playground two styles of wood play structures, as preferred and Equipment determined by Commissioners and s[aff, were presented in model foxm and price. A discussion and evaluation followed. Motion by Commissioner Coplin and seconded by Co�ission- er Haake to put Game Time wood play struc[ures ou[ on bid, The motion passed unanimously. Co�issioners also desired to have the Parks and Rec- reation Department provide wood structures, which could be made less expensive in house, and existing metal play equipment, which could be blended in by refinishing. -3- Greenfield Commissioners requested the Parks and Recreation Tot Lct Director [o present a proposal for Greenfield Tot Lot at the next meeting. Woodcrest The completed conceptual plan for Woodcrest Park Park/ was presented for commiasion review. Chairman Conceptual Yeterson recommended that the trail easement be Plan pursued as soon as possible. Trails The Director reported that five residents had agreed Committee to serve on a[rails committee. The trails commit[ee would develop a plan which would identify the differ- ent trail users within the city, the needs of each, trail and multiple tsail coridors, and whether or not a planning firm would be necessary to develop specific details and drawings. Bxyan[ also asked co�issioners if anyone was inter- ested in chairing the trails meetings. Co�isaioner Coplin said that she may be interested if times and dates could be arranged. Next, Bryant presented a trails proposal in concept which would remain pending until the city wide drain- age study was completed. The concept reads, "Where ar[ificial channela must be constructed to augment the natural drainage eystem, such channels as mell as [he na[ural drainage ways may be planned as par[ of a recreational trail ayetem. Chennels ahall be designed [o be aes[hetically com- pa[ible for recreational trail use." The Director added that Chis proposal had been adopted by [he Planning VV4YUioa�iSOR in concept only and that no concrete diacueeion can be arrived at until aiter the drainage etudy ie finalized. He concluded that this 1s a long range idea but would definitely eave money and [ime in the trail areae where drainege ways and traile coincide. Motion by Commieeioner Haeke and aeconded by Commieeioner Burmeiater to adopt [he proposed trell concept end therefore recommend [h1e concep[ be approved by the Cicy Council. Robert Waete Schluter 6 Brogga Lloyd Bardwell Auguat Spitzer The motion paesed unanimo�sly. -4- Recreation The program supervisor was called on to report Program on the winter attendance report and plans for the Spring Program including new activities. New activities include: Candle Making, Macrame, Spring Scene, Crocheting, and Bicycle Safety. Seasonal evea[s are Golf, Tennis, Flower and Vegetable Gardening and Lawn and Tree Clinics. Co�issioners Co�issioner Haake commented that the Business- Co�ents men's Association stated that prospective residents are finding Mounds View more interesting and pro- gressive - partially due to the improving park� system and strong recreation program. Adjournment Motion by Co�issioner Burmeister and seconded by Commissioner Haake to adjourn the meeting. The motion passed unanimously. PROPOSED Where art3ficial channels must be constructed [o augmAn[ the natural drainage system, such channels as well as the naturai drainage ways may be planned as part of a recreational trail system. Channels shall be designed to be aesthetically com- patible for recreational trail use.
