Adjournment . . . . . . . . . . . . . . . . . . .9:30 p.m. Rext Meeting - April 29, 1976 MZNUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY .^.'r MOLINDS VIEW COUNTY OF RAMSEY STATE OF MIt4NESOTA Regular Session March 25, 1976 City Hall Call to Order The Mounds View Parks & Recreation Commission met in regular session and was called to order by Chair- man Peterson at 6:40 p.m. Roll Call Chairman Vexn Peterson, Co�mnissioners Wayne Burmeister, Jacque Coplin, Sarbara Haake, Wayne Weflen, Kip Lund- quist. Also present were Roqer Baumgartner, Councilman; Doug Bryant, Director; and Marcia �eLaBruere, Program Supervisor. Approval of Motion by Commissioner Coplin and seconded by Com- Minutes missioner gurmeister to agprove the minutes of February 26, 1976, as amended. The amendments were: 1. Approval of the January 22, 1976 minutes. Motion by Chairman Peterson and seconded by Commissioner Burmeister. Motion passed unanimously. 2. Co�mnissioner Haake pointed out that it was a Mounds View Realtor that poi�!ed out effect of an improving park systzm and strong recreation program. The motion passed unanimously. C�uncilman's Council.man Roger Baumgartner reported: the motions Report on the position/classification salary plan and the artificial channels/trails proposal was approved by the City Council. He added that the Five-Year Park Plan was being analyzed and would be considexed at a later date. Commissioners Coimnissioner Coplin invited che Mounds View Park and Report Recx•eation Coimnission to attend the upcoming special meeting of the Community Education Advisory Council. She added that city officials would be invited from all co�unities within the district and that the pur- pose was to exchange ideas and inform officials of programs and policies of Community Education. The Director of Parks and Recreation stated that the da�e of this meeting wae not finalized as of yet. He added that Co�mnissioners would be notified as soon as possible on the specafics. -z- Silver View The Director again introduced John Turrittin who Community Yark has been working as the Landscape Architect for the Parks and Recreation Commission. Bryant pointed out that it was time to'begin planning Silver View Community Park. commissioners were asked for their input regarding this park and desired facilities. After this input the L.A. would then begin formu- lating the first rough draft which would be preaented at the next meeting. Commissioner Haake recoimnended the following facilitfes: archery, horseshoes, ballfields, sliding hill, tennis courts, hockey rinks, pleasure rink, picnic areas, and trails. A discussion ensued with Cormnissioncrs adding a permanent shelter building, parking lot anc? landscaping. If at all possible Commissioners in general felt that space should be set aside for a possible future maj�r facility at Silver View Community Park. S^_orage For tl�e next item on the agenda the Director informed commissioners of the storage problem for park as well as recreational equigment. Presently it is being stored in vulnerable or scattered storage areas. A discussion followed. Chairman Peterson presented a mation recommending to the City Council that storage be added at the city garage in the form of a second floor. Commissioner Coplin seconded and the motion passed unanimously. Subdivisions Motion by Commissioner Haake and seconded by Comnissioner Coplin to a�cept cash dedications to the Park Fund in accordance with Ordinance #42.07 for the following subdivisions: H. Melby Sr., Selmer Sakariason, Arthur Moschkau. The motion passed unanimously. Gzeenfield The Director repox-ced chac some eyuiy�ent wae a;;ai2ab.e 7bt Lot for the Green:ieid tot lot. He added that a focal point was needed. Commissioner Haake and Peterson recommended a tornado �lide, preferably metal. Bryant reported that the fiberglass slide has a hi:;�'ser platform. However both would be put out on bid. Commissioners Commissioner Coplin recommended at least one evening Report for T-Ball and girls softball games so that parents could attend. The park and recreation staff concurred. Adjournment Motion by Commiesioner Lundquist and seconded by Commiaeionex Coplin to adjouz�- the meeting. The motion paesed unanimouely, The Parks and RecreaYion Commiasion adjourned at 9:30 p.m.
