MINOTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Regular Session Apiil 29, 1�76 City Hall Call To Order The Mounds View Farks � Recreation Commission m�t in regular session and was called to order hy Chairman Peterson at 6:45 p.m. Roll Call Chairman Vern Peterson, Commissioners Wayne Burmeister, Jacque Coplin, Gordon Fedcr, Barb Haake, Wayne Weflen. Also present were Roger Baumgartner, Councilman; Doug Bryant, Director; and Marcia deLaBruere, Pr�gram Supervisor. Approval of No approval of March 25, 1976 minutes. Minutes Ardan Park Mrs. Caliguire and a group of citizens from the area neighboring Ardan Park presented a petition requesting the fencing of the two ponds in the park. The general feelings of this group were that the ponds wer� a saiety hazard to children. The Director of Parks $ Recreation pointed out that a tremendous improvement was made with this design of the ponds as opposed to the original concept of holding ponds. In addition he com- mented that the site was a special use park for wildlife, picnicing, bicycle and pedestrian trails and aesthetically pleasing open space. Bryant felt that fencing was not compatible with this type of concept. Additional comments were: Commissioner Coplin questioned whether or not the fences would hamper the concept of a wildlife area. Commissioner Fedor pointed out that more grading of banks would alleviate some of the safety hazards. He also wondered how high would the fence have to be and what maintenance problems this would present. Commissioner Coplin suggested looking at other cities and what they have done. Councilman Baumgartner questioned if there should be a tot lot put in. A citizen stated they would prefer not having a tot lot if the ponds were not fenced. -2- Commissioner Coplin asked if the petition was exclusive of the totai area of residents effected. Councilman Baumgartner also stated that the ponds now can be used for skating. Councilman Baumgartner wondered what the cost would be to fence. He also suggested that Commissioners take a field trip and examine the site and that the Director con- fer u�i*_!: �on�stock and Davis. Commissioner Haake suggested that education of children would be the most effective regarding safety. Motion by Commissioner Fedor and seconded by Commissioner Weflen to accept the petition presented. The motion passed unanimously. Chairman Peterson requested that Commissioners as well as staff examine the situation and a decision would be made at the next meeting. Silver View Next cn the agenda was a discc�ssion of Silver Community Park View Community Park. Bryant rec�mmended that this be tabled untii the May 27 public meeting on the issue. He also added i.hat the drainage study being conducted by Bani��ter $ Short may affect the park. Park Development The Director was called on to report on park development. Bryant pointad out the following significant items: Rough grade of Woodcrest complated nvii��'i Ki&uo 8itli SailE SEc'u1R� Cv�ny1@.�.e4� S� Greenfield. Thirty-five trees and sixty shrubs have been planted. New bleachers have been put together and placed in parks. New skating lights are completed at Lambert Park. City Hall park buildings have been stained for the first time. Girl Scout fireplace will be completed by May 1. Groveland ballfield almost done. -3- Subdivisions Motion by Chairman Peters�n and seconded by Commissioner Fedor to accept cash dedi°ations to the Park Fund in accordance with Ordinance �i42.07 for the following subdivisions: G�orge Herda, Charles Hutchenson, Marlan J. Arndt, Clara Ford, David Bissonnette, and H. Weise. Park Ordinance Community Education Adjournment The motion passed unanimously. The Chairman asked if Commissioners wanted to adopt the proposed Park Ordinance submitted by the Board of Ramsey County Commissioners. Commissioner Haake commented that she did not like the minute details and many laws. Chair- man Peterson said that some laws were pertinent to the Mounds View Parks, but most were not. Chairman Peterson directed the Parks F, R�creation staff to develop anordinance similar in scope to the counties but more designed to meet Mounds Views needs. Commissioner Coplin reported that Commissioners were invited to the May 13 Community Education Workshop which would be held at North Oaks Country Club. Motion by Chairman Peterson and seconded by Com- missioner Coplin to adjourn the meeting. The motion passsed unanimously.
