COUNCILMAN IIO�EIITlNELOVIST.COUNCILMAN � MI111K 11CNEN, CLERM-ADMINIETRIITOR �::'Sf: i': +'INUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW C011NTY OF RAMSEY STATE OF MINNESOTA Regular Session July 22, 1976 City Hall Call To Order The Mounds View Park F, Recreation Commission met in special session and was called to order by Vice-Chairman Burmeister at 6:35 p.m. Roll Call Vice-Chairman Wayne Burmeister, Commissioners Wayne Weflen, Jacque Coplin, and Gordoa Fedor. Also present were Roger Baumgartner, Councilman; Doug Bryant, Director; Marcia deLaBruere, Program Supervisor; and Mary Kvalheim, Intern. Conceptual Plan/ The first item on the agenda was a presentation Silver View by staff of the final conceptual plan for Silver View Community Park. Also presented was the slope, topography, and vegetation plans. Major active and passive play areas were discussed along with the parking,roadway, pedestrian/user movement, and stop light at Co Rd H-2 and Silver Lake Road. Pre-Application/ Next, the Director was called on to analyze the LAWCON-LCMR grant application submitted by the Commission and the Park and Recreation Department for Federal and State funds to acquire 19 acres of land for Silver View Community Park. A discussion ensued. The Director pointed out that a public hearing would be held on September 13, 197b, to review comments by the applicants regarding the rankin�s. He also pointed out that the Metropolitan Council would make its recommendations to the State of Minnesota on October 14, 1976. It was agreed that Commissioners should be updated in September as to the status of this project. Baseball Associa- The Park and Recreation Department staff brought tion/Field up a recent complaint it had received from the Scheduling baseball association regarding field use. The Director pointed that there had been a conflict on one particular date - double scheduling, and suggestions of others. However he felt that it was not entirely the departments error. He pointed out that the association's schedule was difficult to read, that there had been no communi- cations or conversations with the baseball associa- tion, and that the requested schedule was not received unt:I two weeks after the program started. -z- Bryant further stated that the philosphy of the Park $ Recreation Department was to work with the athletic associations and do as much as possible to support their programs. He added that field maintenance in Mounds View for baseball was as good or better compared to other cities. A discussion followed. The conclusion was that there should be better communications in 1977 between the two organiz�- tions to insure a quality operation. Subdivisions Motion by Commissioner Burmeister and seconded by Commissioner Haake to accept cash dedications to the Park Fund in accordance with Ordinance N42.07 for the follawing subdivisions: Charles Betts, A1 Petron, Charles Hermann, Garnet M. Nelson, Genevieve L. Dalberg and Dale Halgren. The motion passed unanimously. Resignation/ Marcia deLaBruere informed commissioners that Program Super- she would be moving to Nebraska in August. She visor expressed regsets about leaving and that she had enjoyed working in Mounds View and with the Commission and staff. Fall Program Motion by Commissioner Haake expressing thanks for Marcia deLaBruere's hard work, time commitment, and overall tremendous contribution to the Park and Recreation Department in Mounds View. The motion was ses:onded by Commissioner Burmeister and passed unanimously. Staff requested any suggestions or comments for the fall program, 1976. The motion passed unanimously. The Park �i Recreation Commission adjourned at 7:40 p.m.
