The hbunds View Parks 6 Recreation Commission met in
regular session and was called to order by Chairnian
Peterson at 6:45 p.m.
Chairman Vern Peterson, Comnissioners Barb Haake, Jacque
Coplin, Wayne Burnieister, Gordon Fedor, and Kip Lundqutst.
Also present were Gordon Ziebarth, Councilman; Donald
Hodges, Councilman, John Turrittin, Landscape Architect;
Sue Vales, f�yimastic Instructor; me�ers of Mounds Yfew
Gir1's f�yim astics C1ub; Doug Bryant, Director; and Mary
Kvalheim, Program Supervisor.

Fedor to approve the minutes of December 30, 1976, as read.
The motion passed. 4 ayes
1 abstension
Chairnian's Report Acting Chairperson Haake reported that only Commiss#on
Officers needed to be elected. The City Couricil prevtously
appointed Commissioner Coptin and Commissioner Burneister
to new three year ter�, beginning in January, 1977.
Councilman's Councilmao Hodges reported that the Boy Scouts are looking
t�port for Eagle Projects in the Parks and Recreation Area and that
if anyone had any suggestions to contact him.
Comnfssioner Haake suggested collecting the glass an4
debris in and around Spring lake and paiating the ;pump
house. This had been done in the past and was a good

The next item on the agenda was a presentation by four menbers
of the Mounds Yiew Gymnastics Club and Sue Vates the Head
Instructor.
The Director informed Commissioners that an attempL would
be mnde to have other recreation class presantaiions at
Commlsston meetings. These give insight into program

Public meetings were set for March 77 at 6:30 p.m. and
March 22 at 7:30 p.m.
Five-Year Plan The Director of Parks and Recreation was called on to
discuss the annual revision of the five year plan. A
discussion ensued with Comnissioners requesting that the
Director bring his proposal to the next meeting.

Chairman Peterson moved ta remove the Oakwpod Shelter
Building from Oakwood Park and move it w Eayewooa ar.
High. Remaining would be a pleasure rink but no
building. Comnissioner Fedor seconded the motion and
it passed unanimously.

Haake to reetect Vern Peterson as Chairman and Wayne
Burmetster as Vice Chairmen. The motion passed unanimousty.

The motion passed unanimousiy.
Motion by Commissioner Coplin and seconded by Chairman
Peterson authorizing policy which restricts Commissioners
or thelr family from being,employed by the Parks and
Recreation Oepartment. TFie motion 'passed unanimously.
Motion by Commissioner Naake and seconded by Commissioner
Fedor to approve the revised 1977 Posltton Glassiftcation
Plan. TFfe motion passed unantmous]y.
The Director reported on the Park Fund as requested by

The Program Supervisor was eatled upon to report on tihe
spring brochure and program.

the Council on the operation of public recreation, parks

'ihe Park and Recrcation Commission is referred to herein

34.02. CO21POSITION. The Commission shall wnsist of
:even members appointed uy the Mayor with the approval of
t.hc majority of thr_ Council.
34.03. 7.'EP.I'AS F1ND Ve�Cl1DICI�S.
(1) The first mc:nbers of the Conmission shall be

34.06. URGANI%T'PtON. 7'he Cor,unission shall select a

ahall adopt rules of procedure and clecl- the officers. It

eion and the Nlunicipal Engineer shall �ct as iL-s enqineer.
34.07. MEEi2NGS. The Commission shall establ.ish regular
mceting dates, but special meetings n�ay be called by any
ofEicer of the Coiamission upon thrne (3) days notice to all
tnembers. The Commission shall mect at least t�;�elve (]2) times
in cach calendar year. n majority of the .zppointed members
,hall constitute a quorum.
34.08. BUDGET OF FINANCES.
(1) An annual statemznt of receipts and disbursem2nts
shall be filed by the Municipal Administrator immediately
aftex' the close of the calendar year and not later than
February 15th and shall be included as part of thc annual
financial statement of the Municipal ildministrator in con-
formit with state law.
The Commission must present, i�u latcr than August lst
of ea h ear, an estimatc, in such details as the Council
shall require, of its financial needs for ihe Conur.i�sion for
the ensuing fiscal year.
(3) The Clerk-Treasurer shall make wriL-ten budget- dis-
bursement reports to the Conmiission at monthly intervals.
For purposes of budgeting, accountiny, and reportin9, the
fiscal year of the Commission and thc fund sha11 be January lst
to December 31st of each year. l�n audit of thc funds shall
be made annually. SuGi audit may be made independentl.y of or
in conjunction with any audit which may be �nade of the funds of
the Municipality. The Can�,iission sl�al.l advise the Counc:il to
establish charges or fees of the restricted us�5 oF any
facilities or to make any phase of the recreation program
wholly or partially s^lf-sustaining.
34.09. Po,7L•'xS A[�ln DU,'tES. In order to carry on the
recreation pro9ran provided hcrein, the Commission shall:
il) Advise the Council on employing necessary personnel
and fix their compensation, but such empl.oyment and compensa-
tion shall not be an obligation of Yhe Municipality until
approved by the Council.
(2) With the con�ent of the Council, have the authoiity
to operate a proyram of public r.ecreation and playgrounds
upon property which i:; owned or othe nvise made available to

(3) Advise the Council of leasing real or pE�rsonal
�,iup�erty or both for public recreation use for periods of
puc ]unyer than one (1) year.
(A) Idaintain and care for all property which it has
�cryuired or which has been assigned to it for �ublic
���•crcation purposes.
(5) Make periodic inventories of recreation and park
qacvires which exist or rmay be needed and to interpret the
nc��d:: of. the public to the Council.
(f) Aid in coordinating the par.l: and recreat-i.on services
„�� triCh programs of other gove:nment organizations and govern-

(C) Acivise the Council ancl Administrator in the prepara-

` (9) Advise the Council on pr.avidiny musical and free
�mtr:rtainment for the general public.
(10) Formulate and prescriUe r.easonaUle rules and regula-
, tiuns for the uce of the 9ene:al public of <�ny facilitics in
':' nny park area.
(11) Advise the Council on constructiny roadc•�ays, paths,
' buildings, fountains, docks, boat ]touses, bath houses, re-
.: frenhment booth„ amusement halls, pavilions and other
r nec�ssary structures and improvements in parks. Tlie Commission
�? m�y aclvise the Council on making contracts and leases for the
7.,construction and operation of these facilities for terms not
' oxcceding ten years. Every such contract and lease shall
' pz�vide that the structur:; shall be oper�ted for the public

tions as set forth herein.
34.10. DLLEGA'PIODI OF POb:liR. 7'he Council may establish
such rules and regulations for the adriinistration of this
chapter as it may deem neccssary and may ciclegate ,uch rule
making authority to the Com,nission and the Comr.�ission shall
have power to make such rules and regulations pursuant to
dclegated authori.ty as it deems necessary for thc purpose of
performing its cu�ies as hercin set forth.

Community Park conceptual plan as presented

Update/Capitol Motion by Commissioner Burmeister and seconded
