Adjournment . . . . . . . . . . . . . . . . . . . 10:00 p.m. Call To Order MINUTES OF THE PROCEEDINGS Of THE PARKS AND RECREATION COMMISSYON CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA 7he Mounds View Parks & Recreation regular session and was called to Vern Peterson at 6:45 p.m. Regular Session March 24, 1977 City Hall Commission met in order by Chairman Roll Call Chairman Vern Peterson, Commissioners Jacque Coplin, Wayne Wefien, Wayne Burmeister, Gordon Fedor, and Barb Haake. Also present was Councilmember fordon Ziebarth; Program Supervisor, Mary Kvalheim; and Director, Doug Bryant. Approval of Comnissioner Haake pointed out three necessary changes Minutes in the minutes of the February 24, 1977, meeting. Under A roval of Minutes change one (1) nay to one� a stension. so change the date of minuces ior� app�cva' frc:� Fehruary �4, 1g77, to December 30, 1976. Add Comnissioner Haake's statement under Councilman's Repart: Commissioner Haake suggested collecting the glass and debris in and around Spring Lake and painting the pump house. ?his had been done in the past and was a good project. Motion by Comnissioner Coplin and seconded by Comnissioner Burmesiter to approve the minutes of the February 24, 1977, as amended. The motion passed unanimously. Councilman's Councilman Gordon Ziebarth reported that the C.E.T.A., Report/Handicapped Title VI Project, submitted by the Parks and Recreation Program Staff was approved by the City Council. He noted however, that there was much discussion of the vatidity of this request and whether or �ot the Parks and Recreation Depart- ment could handle this specialized of a rogram (Leisure Recreation Program for Mentally Retarded�. Questions which were discussed by the City Council were: A.) Was there any overlap or duplication with County programs? B.) What would be the cost to the City after funding terminated? C.) What would be the staff to participate ratio and would this meet standards? U.) Are other means of funding available? E.) Have we identified the clientete this program wouid servel F.) Would this program generate a 1ot of interest and support and when funding runs out wouid this interest and support create problems for City Fathers7 March 24, 1977 Page 2 The Parks and Recreation staff reported that the initial funding was to provide additional staff to identify participants and design summer and fall/winter/ spring programs. Also reported was the basic goal of the department which was to provide comprehensive recreational programs for everyone. This handicapped program would be a low-key recreation program designed after several other successful Parks & Recreation programs operating in other cities in Minnesota. A discussion ensued. Couneilman Ziebarth also reported that work had begun on a City wide Five Year Plan and that this Comnission's plan would be reviewed and adopted into the overall plan. Ardan Park Next on the agenda the Director was called on to report Conceptual Plan on the Ardan Park Conceptual Plan. Bryant reported that the public meetings were held on March 17 and 22. The generat consensus was that the park should address itself to informal recreation/passive in nature. The plan was presented for final review. Gomments: Gomnissioner Neterson suggested ieaving the building out for now until the future. Comnissioner Coplin suggested leaving the building permanent if it fits into the trail system. Commissioner Fedor thought the type of building would be in respect to providing variety to meet needs. Comnissioner Haake said parking would have to change to include paraltel parking. Commissioner Coptin stated that it was a different park from a neighborhood park. Combination building, tow key picnic area. Try skating because of quiet area. Comnissioner Haake stated she liked the plan. Parking change necessary. Liked picnicing, few tables, and if federal Funds were avaii- able use building plan. If no funding pro- pose open structure. Include skatfng. Comnissioner Burmeister liked the pian. Reluctant to eliminate structure because of public reaction. Skating is something to try but may not be practical every ye�r. Comnissioner Weflen tiked the plan completely. Roadside parking better, buildin9 yes, pond skating yes, questions picnicing. March 24, 1977 Page 3 Comnissioner Fedor is for the plan with changed parking, dual building. If no skating or picnicing do not build. Chairman Peterson stated it was a good job on layout. Try pond skating. Unique park area. Sti11 questions structure. The structure is feasible if hook-up to trail system. No use, no structure. hbtion by Chairman Peterson to accept the Ardan Park Conceptual Plan as presented with the following stipu- lations; change parking, build structure if federal funding is available, picnicing, and skating. Also reclassify Ardan Park as a neighborhood park. The motion was seconded by Commissioner Haake and passed. 5 ayes i nay Five Year Plan hbtion by Comnissioner Burmeister and seconded by Comnissioner Coplin to approve the proposed Five Year Capital Improvements Program as presented, including the Park Fund Expenditures, and recommend to the City Council for approval. The motion passed unanimously. Parks and The Dire�tor reported that the relatfonship between Recreation/ hbunds View Community Education Department and tocal Comnunity municipal Parks and Recreation Departments had been Education selected as a one of few models of cooperative effort in the State of Minnesota between Comnunity Education Departments and Parks and Recreation Departments. He added that this was unique because of the newness of the departments involved. Adjournment hbtion by Comnissioner Burmeister and seconded by Comnissioner Coplin to adjourn the meeting.
