It does not blueprint the amounts of funding nor predetermine the course of action by the city fathers. MINNISOfA'�U5112 June 15, 1977 City Council City of Mounds View 2tiGi iiiyilWay iG Mour.ds View, b7innesota 55112 Re: Silver View Park Site Acquisition Attention: Marl: Achen Members of the Council: We have met and have had several discussions with the representatives of �the ocaners of ��he t7 & E Realty Company relative to the acquisition o° addi.tional property for the Silver View Park addi;ion, :9e have app'_ied for a grant to acquire 19 acres oL- nroperty and o:e have had the property appraised -ut.$6�00 an acre or a total oL- $123�500, It is my understanding that our gra.�;: is based on $123,500, of which amount the City's snare cvill b� approximately $31,000. In�addition, we have expressed some interest in acquir- ing an additional parcel o£ land in the neighborhood of 12 additional acres. This additional parcel will supplement the park property and can also be utilized as a holding ponci for the storm water system. We have attempted ko negotiate the acquisition of tl�is additional property for the original $123,500 on the theory that the acquisition by the City will benefit the balance of the property to be retained by the owners. This benefit �aould be in the form of perpetual main- tenance by the City for its park and holding pond facilities, but woLld provide certain open sPace advantages for the abutting development. Although tIie owners havic expressed some interest in this, a£inal agreement has not been reached. In addition to the $123,500 payment, the owners indicated they wanted the City to install certain roads and utilities at no cost to the owner and tnat the park fund dedi�ation be waived. These con- flitions appear to be prohibitive and would probably not be acceptable by tha staff, the involved commissions and the council. This wauld leave a balance due to the owne-rs of $42,250. In summarj, I wouid suggest the £oliowing proposal: 35 acres at $6500 per acre $227,500 Deduct federal grant and $31,000 (City's shar.e) $123,500 Deduct park dedication fee G1,750 Total deductions IIalance due to owners This amount to be credited against a £uture public improvement project to be assessed against the M& P Realty Company. 185,250 $ 42,250* This proposal has noL- been submitted to the owner and Z am not sure that they are interestcd in it. However, it appears to me that any proposai made to the owner should reflect a park dedication paynent, either in the form of cash, land, or a credit. The advantage to the o�anar to accepi the park dedication at this tir,�� would Uc tro current appraised value of tlie property at $0500 an acre. There is no doubt in anyone's mind that the property is increasing in value annually at not less than 5 per cent. The longer the developer waits to develop his property, tl:e higher an appraisal wiil Ue relative to Che amount due for a park dedication, zt would appear to be advantageous to the owner to maka his decision as soon as possible.
