Anderson, Direc[or DATE: December 6, 1977 - :.E: Mon[hly Update - November - December The purpose of this repor[ is to keep the Parks and Recrea[ion Commission informed on current issues within [he Parks, Recreation and Forestry Depart- ment that do not need official Commission action. The Director will present a report similar to this each month if the Commissioners feel that St is beneficial. A resource file of rela�ed items will be placed in the City Nall and is available for review upon request. 1. New M rec[or Hired - Effectfve November 7, 1977, Bruce K. Mderson was appointed the Director of Parks, Recrea[ion and Fores[ry. A brief look a[ my backgrouad includes: a. Four years full-time experience as [he Assiatant Director of the Maplewood Co�nunity Services Depar[ment. b. One year full-time experience as Director of Parks and Recreation in Rosemount, Minnesota. c. One and a half years full-time experience with Recreational Services Inc., as the Director of the Apar[men[ Recrea[ion Division. In addition, a variety of part-ti� experience in a program leaderehip capacity in New Brigh[on, Maplewood, Edina, Richfield and Minneapolis Parks and Recreation Departments. A co�lete personal resume is available for review in [he "resource file" at the City Hall office. 2. Staff Trainin¢ Session - The staff management team participated in two - tvo day training seasions a[ Seven Pines Lodge in Lewis, Wisconsin. The dates of the training sessions were November 7 and 8 and November 19 and 20. Tne training sessions were coordinated by Peter Gregg, a Professional Maaage- ment Consultant. The first training period was spent evaluating the "team managemenc" approach and how we each fit into the "managemen[ grid". After heurs of deliberation the staff established "Community Isauea" and began to brsinstorm poasible solutions. The second weekend had the City Council and Staff revieaing each groupe iseue priority lie[ and the ca�llation of a mester list. After prioritiea were eatabliahed a detailed problem solving aeee'_on was begun with a^_tion plans written for many of the priorities. � � N; Parks S Recreatiun Commissioners -2- December 6, 19J7 The training session proved to be a valuable training tool for each of the �� city participants. This project will be a firs[ priority in the Spring, so that the field will be ready for play in 1978. 4. Co��atitv Education ilpda[e - There was a Community Education Advisory Committee meeting on Thursday, November 10. Following a slide presentation on the Mounda V1ew Communi[y Education program, four task force committeea submitted Cheir reports: a. Chippeva Coordinator - no repor[ b. Capital Ou[lay - They adopted a list of propoaed community expendiCUreB oF $13,000. Mounds View submitted one requeat, that being the upgrading of the Edgewood Ballfields, our request was denied. A comple[e list of the adopted items can be found in the resource file. c. Extracurricular - This committee report wae often considerable diacuasion by the co�ittee. A copy of the committeea recom�renda[ions may be reviewed in the resource file. � d. Resource Center - Because oF [ime constrain[s, this subject wae not covered and was also tabled wtil [he December 8[h meeting. ForeeCtv Grant - We submitted the Shade Tree Program grant m the Depertment of Agriculture as required by the State on November 14. The grant providee for $37�865 in the sanitation phaee and $2,520 in the replan[ing phase. The grant basically Se approved "as is" and !e based en actual oosts Ln 1977 and projectione for 1978. The grant ia used to base our allo[ted reimburaement to the pHvate homeowners for the removal of diaeased trees (37� Sn 19)7). A complete copy of the grant propoeal ie Sn the reeource file. Lavcon Grant for Silver View Park Land Acquisition - F1na1 word was received from the State Planning Department that the grant for the Silver View Park acquisition has been officially adop[ed. The final figurea are not known, but [hey are approximately $100,000 broken down as follows: a. State Funds - $50,000 b. B.O.R. Funds - 25,000 c. City of Mounds View aatch -$25,000 To[al $100,000 Th1s money would be used [o acquire 19 acres of land adjacen[ to the 16 acres Che City presently owns. The monies will be mailed in early March, 1979 wi[h acquisiton expected soon after. MEMl T0: Parke and Recreacion Commiseioners FROM: Staff DATE: December 9, 1977 RE: Mn DOT IIicyele Crant Applica[ion A preliminary grant applica[ion for a two m11e bikeway trail following County Road i from 35W to Spring Lake Road was submitted to Mn DOT on November 17 for pose161e considera[ion. The grant was submitted on a last minute basis Co mee[ the November 18 deadline. It was staff's con[ention that since this grant was of a preliminary nature it was better to eubmit [he gran[ wi[hout prior commiesion approval with [he underetanding [ha[ i[ could be wi[hdrawn if so desired. A co�lete coat breakdown of the propoaed bikeway gran[ can be found on the at[ached page. Staff would recommend approval of t6e grant proposal and ask that a letter atating such would be directed to Mn DOT. I�1�D T0: Parka and Recrea[ion Commissioners FROM: Staff DATE: December 9, 1977 RE: Lakeside Park The Latceside Park Cowmisaion has me[ [wice during the past month to diacuss the future of Lakeside Park and the Commission. I[ appears that the existing Commission is experiencing a multitude of problem azeas, including: 1. Poor attendance at mee[ings 2. Lack of long range plane 3. Lack of professional exper[Sse 4. Poor attendance for scheduled programs 5. Increased operating expenses 6. Questiona concerning present role; policy making ve. working role The Mounds View City Council directed the Council representa[ive Judy Rowley and Mayor John Pickar to attend the November 21 Spring Lake Park City Council meethig to express the Council's cuncerns on Lakenide Park. On December 8 an iaformal task force met to review the existing atatus of Lakeside Park and recommend soluticns for the January 12 meeting. One of [he possible solutions is that the Commission become etric[ly policy oriented and the adminiatra[ive responsibilities would be turned over to the tvo ci[ies Parks departmen[s. Staff will be submitting a report in conjunctlon with Jay McCluakey, Spring Lake Park Parks and Recreation Direc[or, a[ the .Tanuary 12 meeting to determine the feasibility of such a proposal.
