Co�isaioners preeent - Chairman Peterson, Wayne Burmeieter, Jacque Coplin, Barb Aaake, Wayne Weflen and Councilmember 2iebarth. Co�issioners absent - Gordon Fedor. Others present - Sruce Anderson, Director; Mary Kvalheim, Program Supervisor; Mark Achen, City Administrator; and Russell Yahl, resident. Approval of Pbtion by Co�i.eaioner Buxmeistex and seconded by Commisaioner Minutea Coplin to appmve the September 22 mim�tea as read. The mntion passed. 3 ayea . 2 abatentions Chairman's Chairman ;ete-_son discussed whether or not Winter Broomball Report leagues should be offered. Following a general discusaion between Staff and Co�i.saioners it was felt tfiat the posaibility of an adult broomball league ahould be continued an a trial basis. Councilman's CounciZman 2iebarth welcomed and intmduced the new Parks, Report Recreation and Forestry Director, Bruce Anderson to the Commission. Mr. Mark Achen, City Administrator then outlined a brief resume of Mr. Andersona background. Citizen Input Mr. Russell Pahl, 7940 Greenfield Avenve adreased the Comnieefon concerning his feelings on Capital expenditusea for City Parks. Mr. Pahl stated the following: � 1. Expresaed disappointment in the Comnisaionere 5 year capital improvement plan; i.e. plantinga too low ae a priority and baseball and hockey are too high. 2. Minutes -2- December 15, 1977 Winter Skating Program Staff report was reviewed by Direc[or Andereon concerning the 1977-78 Win[er Ska[ing pcogram. The report ou[lined �i:_ fpilnWingt 1. Rinks were all graded and bermed in 1977. 2. Lighting systems have been repaired and brought up to date. 3. A comparison between metal halide and quartz fixtures was presented. 4. The ex2sting park maintenance seructure was outlined. 5. Parkiag problems at Nillview and Lambert rinks. 6. Ardan Park pleasure eka[ing rink. 7. Staffs objective �was to mexiaize the uae of rink iacilitiea thruugh a variety of skating activities. Following the report; a motion was made by Co�issioner Haake and seconded by Commissioner Weflen that staff plow temporary lots at I.ambert and Hillview Parks. 5 ayes 0 nayes 1978 Budget The 1978 Budget was ptesented to the Comniseion by Director Review Anderson and City Administrator Achen. City Administrator Achen atated that he hoped in the future each Covmieaioner would receive a complete copy of the City budget. Mn/DOT Staff briefly ou[lined the preliminary 6ikeway gran[ application Sikeway Grant that was submitted Co Mn/DOT on November 16, 1977. The grant Review proposal was for a 2 mile bikeway [xail along tne northern shoulder of County Road i from 35W [o Silver Lake Road. The total budgeted cost is $31,680.00 of which $7,920.00 vould be paid by the city through cash and 1:.-kind services. Motion by Co�nissioner Burmeister to approve rhe prel3minaxy bikeway grant and seconded by Commissioner Haake. 5 ayea 0 nayes PaIl Program Siaff report was presented by Program Supervieor Kvalheim Attendance 6 outlining the Fall program totale and new Winter programa. Winter Brochure The following itema highlighted the S[aff report: Fall program attendance was over 1,800 residents. The Noliday Bazaar and Saturday movtes accounted for over 1,200 of the program participanta. New Winter prsgram offeringa are: a. Youth Tripa b. Skating Leaeone c. Speedekating Club d. Badminton e. Bzoomball Leaguea f. Beginning and Advanced Polka Lakeeide Park The iesue of Lnkeside Park wax presented by Dlrector Andereon. Staff hne been participating in the recent Lakeeide Park `..-' Commiaeion meetinge ond the folloains concerna have surfaced: Minutes _} December 15, 1977 1. Poor attendance at Commiasion meetinga. 2. Lack of long range plans. 3. Lack of profeasional experience. 4. Poor attendance for acheduled programs. 5. I.-.araaaed uparacing expense. 6. Queationa coitcerning the present role of Co�iosion; policy makiag vs. working role. Discussion followed by Commissioners stating that Lakeside Park was a definite asaet to the community and that stepa should be taken to alleviate existing pxoblem areas. Staff informed Commissioners of the January 13 Lakeside Park Co�ission meeting at the new Spring Lake Park City Hall. 1978 Depart- The 1978 goala were reviewed by Staff and additional input mental Goals & and review vas requested from Co�issioners for [he January Objectives meeting. Staff also recomcended that the Commission prepare a list of Goals and Objectives for 1978. Bond Isaue The possibility of a Park Bond Referend� was brought up for general discussion. The Commisaion direeted. Staff to report back at the regular scheduled January meeting on the pass - failure records of Park referenduma in the Metropolitan area. New Businesa Commisaioner's Report Old Bueineea City Cowcil Aotion Staff distributed an article on "The Ru'le of a Park and Recreacion Comnission". Chairman Petereon requested that Staff keep the Commissionera informed on relevant meetings and related depsrtmental infor- mation. Commiasioner Coplin suggested that Staff work closer with the Community Education Staff in regards to financial aesistance and the Athletic association. Staff diatributed a memo on the su�er baseball program out- lining past practicea and reco�.nded the formation of.a baeeball league for 8 year olds. The Co�ission accepted the reco�endation and Councilman 2lebarth directed the memo to Mr. Wilhaus of the Mounda View Athletic Aeaociation for their information and conaideration. No report. Staff Report Staff highlighted the November - December Staff report etating that the training session was a succesa and ehe 1977 Capital Improvement program had been completed and the Silver View LAWCON grant had been approved. The selection commit[ee will then appoint a Director wi[hin a couple of weeks. Acting Chairman Burmeister called upon Mr. Wilhaus. Mr. Wilhaus stated his concern for the existing lapae [ime involvin� you[h T-Ball and Baseball which occurs approximately at [he 9 year old stage of youth ball- players. Mr. Wilhaus wishes consideration of a pro- gressive and continuous program of baseball fot you[hs ages 6 year3 and older. Two pioposals were d3scussed. 1. The Baseball Associa[ion should accep[ all 9 year old playexs. 2. The Recreation Department should provide a pro-. gram Co include 9 year old players. � I[ was decided that the Acting DirecCOr will atudy other community programs and reporC to the Commisaion of possible avenues from which the T-Ball program could expand. Councilman Ziebarth reported the considetations which ihe council had in revision of [he 5-Year Park Plan to place new knock down hockey boards at Creenfield Park ra[hei than Woodcrest Park as was planned in the 5-year plan to occur in 1978. Oae of the major impxovemenia ia tya 15:7-7E -atater skating program has been the grading and berming of each park eite during the fall months. Ramgey County did the grading at both hockey rinke and pleaaure skating sitea. The cost was about 51600. and is a one time expenditure. Gopher Electric has repaired or replaced the lighting systems at 4 of the 6 akating aitea. Of ehe total repalr bill of $810.00, $560.00 was directly attributed to vandalism. The systems are now working properly and will be adequate for the 1977-78 season. Enclosed is a copy of a comparison of Quartz va. Metal Halide lighting syatem for youz information and review. The park maintenance crew presently conaiats of Gary Rardell and Chris Westo¢ and one part-time employee. The crew has been hard at work preparing for the December 17 opening. We are preeently in the proceae of evaluating the Park Maintenance program to determine its preaent effectivensa to exemine alternative poseibilitiee (eee 1978 Departmental Goals}. Ttie one major problem area ia in the need for off atreet parking at Lambett aad Hillviev Perka. There presently is no off street parking at eiiher eite and ae meny as 50 car� are either coming or going on the night of hockey gamee�. In paat yeare, we have plowed a parking lo[ area in the out- field of each ballfield to acco�odate the cars. Tf�e other altemative ia parking on the street. I[ appears that the existing Co�iesion is experiencing a multitude of prnblem areas, including: 1. Poor attendaacz at meetir.e.: 2. Lack of long range plans 3. Lack of pmfesaional expertiae 4. Poor attendance for scheduled programe 5. Increased operating expenses 6. Queetioas concerning present role; policy making vs. working role The Mounds View City Co�mcil directed the Counail repreaentative Judy &owley and Mayor John Pickar to attend the November 21 Spring Lake Park City Coimcil meeting to expresa the Council'a concerns oa Lakeaide Park. On December 8 an informal taek force met to reviev the existing statua of Lakeside Park and recommend solutions for the January 12 meeting. One of the possible eolutiona is that the Commission become etrictly policy oriented and the administrative responsibilities would be turned over to the two cities Parka departments. Staff will be submitting a aeport Sn conjupction with Jay McCluakey, Spring Lake Park Parke and Recreation Director, at the January 12 meeting to determine the feasibility of auch a proposal.
