Anderson, Director DATE: January 20, 1978 RE: Monthly Upda[e - Januacy 1978 The purpose of this repor[ 1s to keep the Parks and Recreation Commissian informed on current iseues within the Parke, Recreation and Forestry Depar[ment that do not need official Commission action. A resource file of related items w111 be placed in the Ci[y Hall office and is available for review upon requeat. 1. Job Description - Staff is presently in the process of reviewing and re-writing job descriptions for all depar[mental poeitions. The �ob�deacriptiona will be used in conjunction with the Ci[y Wide perFormance review system which is presen[ly being formulated. The timeline for comple[ion of the job description and performance review guidelines is March 28, 1978. A copy of [he first drafe job descrip[ions of all departmental ataff can be found in [he January resource file. 2. Bikeway Gxant - We received word from Mn DOT that they had received our preliminary grant application and are in the process of priori- tizing the applica[ions at this time. According to Mn DOT's timeline we will be notified ae to Mounda View's status sometime in early February. 3. Bid Openiag - The bids for [he remodeling of the city hall basement were opened on Thuraday, Januery 19. A ataff report is aow being prepared and hopefully the projec[ will begin before the montha end. The basement remodeling encompassee new recrea[ion offices, a co�ounity room and poasibly bathroom facilities. The new office location mill be warmly welcomed so that we can have our e[aff all officed out of one room. 4. Bocce Ball Sets - Staff prepared a shor[ resolution to be aubmitted before the City Council for the acquisition of 2 Bocce Ball sets £mm the State of Minnesota. Goverrtor Rudy Perpich hae set aside hie 1978 ealary increaee for the purchase and distribution of Bocce Ball se[s to [hoee co�unitiee requeating the eame, through City Council reaolutione. 5. Tree program - Staff has been corresponding with DeaPeres, Miseouri in regardn to the feaeibility of a City Tree dedication policy. The exieting program in DeaPeres ia a simple one: a. If a city reeident wiehea !o donate a tree to their park eyatem eltAer ae a gift or memorial they contact the Recreation office. Monthly Update -2- 7anuary 20, 1978 b. The necessary information is then recorded to see if the parties wishes are in accordance with the Ci[ies tree plan[in� plan. � �� c. Once [he type and location of [he donated tree is determined, the donor mails a check for the purchase price and the Recreation Depar[ment then plan[s the tree. d. The donor's name is then placed on a plaque located in Ci[y Hall along with a letter sent to the donating party, co-signed by the Mayor and Park Board Chairman acknowledging [heir generous gift. Staff feels [his type of program is wor[hwhile on two accounts: 1. Increases City Wide tree plantings. 2. Improves public relations tmage. Staff is presently developing a master plan[ing plan for each park site and will be reco�nending the initia[ion of a sim3lar program once [hat is completed. 6. Communiry Gardening - Staff has been ac[ivel.y researching the developmen[ of additional pzograms in the area of co�nunity gardening. The following programs will be initia[ed in the Spring of 1978: a. 100 co�unity garden pluts pzepared at the Silver Jiew park site for indiv3dual rental. b. Six gardening classes have been set up with Ramsey County ex[ension including Lawn Care, Flower Gardening, Pzuning, Selection of Shrubbery� Backyard Fruits and Vegetable Gardening. c. Expansion of exis[ing c3ty nur�ery. d. Development of a suburban gardeners "Farmer Market" program. e. City Wide planting including formal plantings, rose gardens and neighborhood park plantezs. High Outdoor Facilities During Che past two waeka I have met [wice with Barry Sauer, Director of iiounda View Co�unity Services and Karen Overby, Administrative Asststant from Edgewod Jr. High to discuss the development of Edgewoods outdoor facilities. IC appeare that School Distric[ db21 will be appropriating $300,000/year for [he next four years to develop and upgrade [he outdoor facili[iea a[ each Jr. High Schoal in Che district. Tentative plans call for $25,000 to be allocated for Edgewood Jr. Bigh in 1978. The long range plana will be to solici[ financial aupport from each municipality in 1979� 1980 and 1981 to complete the outdoor facilities at each secondxry achool. Al[hough we have not received si[e plans as yet, I have aitached a rough eketch of the exieting facilities to date. Once the final ropo and aerial maps are delivered ae vill begin developing a iinal site plan. MEMO T0: Mark ...A FROM: Brute t�f� ❑GTFe danuarv 76. 1978 ^ RE: Lakeside Park Comnission After reviewing the current status and past history of the Lakeside Park Comnission, the following has come to light: 1. Lakeside Park is an extremely valuable community resource as it presently is the only lake frontage available for aquatic activities serving the City of hbunds View and Spring Lake Park. In addition it is the only park that provides t?nnis courts, tot lot, ballfields and picnic area for family programm9ng. 2. The existing Lakeside Park Commission is not operating as effective as it possibly could be due to: a. Poor attendance at Commission meetings b. Lack of professional expertise c. Apparent dissension amongst existing members 3. There is no tong range goals or master ptan developed for Lakeside Park. 4. Attendance at Commission sponsored programs has dropped in recent years. 5. Operating costs are increasing yearly. Nith the afarementioned criteria in mind, staff would recomrend the following � plan of action for the development and upkeep of Lakeside Park. 7. Chapter 50 of the hbunds View municipal code should be reviewed and updated by the City Councit. 2. The Lakeside Park Commission should remian the "gover�iing authority" over Lakeside Park with the following board makeup: a. Park and Recreation Directors from Spring Lake Park and Fbunds View b. City Councilperson from each city c. A representative from each City Park and Recreation Commission d. One member at large from each community Each of the Commissioners would be official appointees from their respective City Councils. The Commiss5ons role would be official appointees from their respective City Councils. The Commiss5ons role would be policy and advisory oriented with legal authority remaini�g with each respect5ve City Council. 3. One municipality or county shouid be appoSnted as the respor.sible agent for overseeing the d�y to day operations of Lakeside Park to include, maSntenance, program and long range DlannSng. .� Me� to Mark -2- January 16, 1978 After speaking with each of the respective agencies the following was found: a. Spring Lake Parks, staff and Park Commission fett that they were r�^ not in a position to assume the additional work load at this time unless additional staffing and monies were allocated. b. Anoka and Ramsey County staff stated that they did not feel Lakeside Park would conform with their existing criteria for County Park land, i.e. size, regional significance and type of facilities. c. hbunds View staff feels that they could manage Lakeside Park with existing staff personel if a mutually agreeable financial arrangement was adopted, by the respective City Councils. At this time the issue of which agency is best equiped to manage Lakeside Park is debatable, but the need to designate one responsible agent would appear eminent. 4. A listing of long and short range goals sbould be developed based on a comprehensive Master Ptan that should be developed and adopted by the respective City Councils and Lakeside Park Commission. 5. A needs assessment study should be completed to determine and insure comnunity input for future prograirming and development directions. 6. Budgetary matters should be the responsibility of one agency in conjunction with the Lakeside Park Commission and City Councils. By having one agency responsible for fiscal matters, many of the existing budgetary problems could be reduced i.e. insurance, advertisfng, workmans compensation and park maintenance. 7. A community task force shou7d be created to examine the exist5ng fees and charges structure. Possi6le areas to be re-examined are: a. Examine existing concession profit and loss structure b. Increase present swiimning instruction cost c. Possible yearly permit fee for families, car parking, etc. The next Lakeside Park Commission meeting will be Thursday, February 9 at 7:00 p.m. at Spring Lake Park Coimnunity Center. The Lakeside Park Comnission will be looking for City Louncil and Staff input at that time. Feel free to give me call to discuss this matter further. � MEMO T0: Parka and Recreation Commissioners FROM: Staff DAT6: January 20, 1978 RE: Park 8ond Referendum Survey A aurvey wae mailed to 97 municipal park and recreation,community education end community servicea agencies throughout�the etate in late December. To date we have received 47 replies for a 48.SX return. Of the re[urned surveye 21 communities had never had a bond referendum, 7 had one that failed and 19 had one that was aucceasful. Although the return was not excep[ionally high, [here were some "constanta" [hat appeared to suzface: 1. Gf the 21 that have not had a bond referendum, 5 of the communitiea had tried referendums for other municipal servlces, i.e. library, schools, city halls Chat had failed. 2. 17 of the 21 "nevera" feel there ie no need for a referendum becauee funds have been adequate from 1lquor revenue, park dedication or state and federal monies. 3. 7 of Che 21 ."nevers" atated Chey felt their co�nuni[ies would not suppor[ a referendum for a park. One co�unity pu[ i[ this way: "The chancea of passing a park referendum ie eimilar to the prospecta of Tampa Bay winning the Super Bowl. If it meant higher taxes our reeidenta would vo[e against breathing." 4. 11 of the 21 "nevers" ci[y population was under 10,000 people. 5. The 7 unsuccesatul referendume varied in size from 400,OOD to 4.56 mtllion. 6. 6 of the 7 referendume that failed, failed by at least a 2 to 1 margin. 7. d of the 7"no's" had a referendum pasa in their city for o[her m�micipal services witAin the past 3 yeara. 8. The reaeone liated ae [o ahy their referendumeweze not eucceesful are ae followa: a. Apparently the citizen did not vant eny more parke. b. Citizen apathy or ignorance of the iesue. e. The psoposed site wea to cloae to another city - reeident didn't feel they would benefit enough. d. Poor timing - came out same time ae tax atatemente. e. The oity had not eetabliahed a eucceseful enough treck record. f. Failure eo convince people of the need. g. The dollar amount wae too high and negative brochuree were dietributed by opponen[e. h. Lack of money end toecloee eo oeher eucceeeful bond seferenduma. -z- 9. 5 of the 7"no's" said [hey do not envision another park referendum in the fu[ure. 10. When asked what [he "no" communities woutd do differen[ly, they replied: a. Keep dollar amount under a million. b. Get more euppor[ from local civic groups. c. Concentrate more on the labor mions and Sr. Citizen support. d. Develop campaign over longer period (4-5 montha). e. Develop a pereon to person contact. f. Considex a two question bond issue, it gives the public aomething to vote no on. 11. Main comnent and frus[ration of "no" communities was the referendum told them what comnunity didn't want but no[ what they wanted. 12. Of the 22 co�unities tha[ were successful 13 passed by a 2 to 1 margin. 13. Of remaining 9 that passed 8 were within 100 votes. 14. The range on the "yes" wae 100,000 to 3.6 million. 15. The breakdown on "yes" votea between acquisition and development is as follows. a. 5 were combinations cloae to 50-50. b. 4 were at least 2/3 acyuisi[ion. c. 13 were at least 2/3 development oriented. 16. 7 of the 22 "yes" votes were for special use facilities, i.e. swivmiing pool, cooununity center or 3ce arena. 17. When asked what one majar factor attributed to their referendume auccess, the following responses were given: a. Backing ot strong athletic asaocia[ion and o[her civic groups. b. Community tesidents auppor[ came from a graes roota level. c. Careful study of community needa over a one year period. d. Many Snteres[s wexe included in the plan. e. Offered large variety of facilitiea in all parta of town. f. The endless work 6y dedicated volun[eera. g. Just pure luck! h. Lack o£ voter interest. i. Luck - the lees publicity the better. j. Lack oF exieting park land. k. Peraonal contact with each xeaident. 18. When aeked which type of publicity wae moat effective, [he following were lie[ed on mont of the questionnaires; wtd of mouth, brochures, newspaper and rndio. � _� The following s[aff conclusions have been drawn irom [he questionnaire: 1. A strong grass mots citizen involvement ia necessary. 2. Park Bond Referendwos appear to be a controversial Sssue as 19 of the 26 city referenduma either failed or passed by a 2 to 1 marBin. 3. A bond referendum is usually a one time ahot as 18 of the 26 cities who returned the queationnaire said they would not attempt another referendum within 3 yeare. 4. There is no "pat" formula for the auccess of a Park Referendum. 5. The following "ingredients" appear to breed success: a. Offer something for everyone. b. Grasa roots approach. c. DE:velopment rather than acquiaition. d. A good track zecord from sponsoring agency. 6. Public hearings are no[ as successful as other means of promotion and publicity. 7. Thern are two distinct approaches to bond referertd�uns: a. The so called "lucky approach" -*_hat ie a very low key approach tha[ "soft sells" the iasue and only contacts the potential yee wters. This approach does not attempt to "swuy" the no votere. but rather make aure tha[ the yes voters get out to vote. b. The co�mity "grasa roots, rah, rah, give it all you got" approach involves a great deal of citizen input at a neighborhood level. Thie approach at[empts to "hard sell" [he Sssue and inform each reeident on a personal basis. . Staff informed Commissioners of the January 13 Lakeside Park Co�isaion meeting at the new Spring Lake Park City Hall. 1978 Depart- The 1978 goals were reviewed by Staff and additional input men[al Goals 6 and review was requested fsom Commisaioners for the January Objectives meeting. Staff also xeco�ended that the Commieaion prepare a list of Goals and Objectives for 1978. Chairman Peterson requested [hak Staff keep the Commieeionere informed on relevant meetings and related departmental infor- mation. Commisaioner Coplin suggested that Staff work closer with the Community Educa[ion Staff in regards to financial aeeietance and the Athle[ic association. Staff distribu[ed a memo on [he au�er baseball progrem out- lining past practices and reco�ended the formation of a baseball league for 8 year olde. Members FROM: 8ruce Mderson ,...,... .,..c � on to]Q RE: Park Bond Referendum Survey A survey wae mailed to 97 municipal park and recrea[ion�community educatlon and communi[y services agenclea [hroughout the etate in late December. To date we have xeceived 47 replies for a 48.5% return. OF the returned surveye 21 communi[1es had never had a bond referendum, 7 had one that Failed flnd 19 had one that was guccesaful. Although the re[urn was no[ exceptionally high, there were some "constants" [hat appeared to surface: 1. Of the 21 tha[ have no[ had a bond referendum, 5 of the co�unities had tried referendims for other municipal services, i.e. library, schools, city halls that had failed. 2. 17 of the 21 "nevera" feel there is no need for a referendum because funda have been adequate from liquor revenue, park dedication os atate and federal monies. 3. 7 of the 21 "nevera" atated they felt [heir cownunities would not eupport a referendum for a park. One co�uni[y put it [his way: "The chances of paesing a park referendum is similar to the proepecta of Tampa Hay winning the Super Bowl. If it meant higher [axes our residenta would w[e against brea[hing." 4. 11 of the 21 "nevere" city population wae under 10,000 people. 5. The 7 uneucceseful referendume varied in eize from 400,000 to 4.56 million. 6. 6 of Che 7 referendums that failed, failed by at leaet a 2 Co 1 margin. 7. 4 of the 7"rto'e" had a referend�m pass in thelr city for other mwticipal services within [he paet 3 years. 8. The reasona listed as to why their referendume were not aucceasful are as follows: a. Apparently the cltizen did not want any more parks. b. Citizen apa[hy or ignorance of the isaue. c. The proposed eite was to close to another city - reaident didn't feel they would benefit enough. d. Poor timing - came out same time as [ax etatemente. e. The city had not eseabliahed a succeeaful enough track record. f. Failure to convince people of [he need. g. The dollar amount was too high and negative brochuree were dietributed by opponente. h. Of [he 22 co�unities that were successful 13 passed by a 2 to 1 margin. 13. Of remaining 9 that passed 8 were within 100 votea. 14. The range on the "yes" was 100,000 to 3.6 mi.11ion. 15. The breakdown on "yes" wtea be[ween acquisition and development ia as follows. a. 5 were combina[ions close to 50-50. b. 4 were at least 2/3 acquiaition. c. 13 were at least 2/3 development oriented. 16. 7 of the 22 "yee" wtea were for epecial use facilities, i.e. swi�ing pool, co�unity center or ice arena. 17. A s[rong geaas rac:� aitiz_n lnvolvement is neceasary. 2. Park Bond Referend�s appear to be a controversial issue as 19 of [he 26 city referendums either failed or pasaed by a 2 to 1 margin. 3. A bond referendum 1a usually a one time shot as 18 of the 26 cities who retumed [he quea[ionnaire said they would not attempt another referendum within 3 yeare. 4. There is no "pat" fozmula for the success of a Park Referendum. 5. The following "ingredients" appear to breed success: a. Offer something for everyone. b. Grase roote approach. c. Development rather than acquisition. d. A good track record from sponsoring agency. 6. Public hearings are not as succeseful as other means of promotion and publicity. 7. There are two distinct approaches to bond refezend�me: a. The so called "lucky approach" - that is a very low key approach [hat "soft aells" the issue and only eontacts the poteatial yes w[ers. This approach does not at[empt to "sway" the no wters, but rather make sure that the yes votera get out to vote. b. The co�unity "grass roots, rah, rah, give it all you got" approach involves a great deal of citizen input at a neighborhood level. This approach attemp[s to "hazd eell" the issue and inform each residen[ on a personal basis.
