Program Supervisor Kvalheim reviewed the Spring Program
1978 da[a.
Discussien of park improvementa followed after reviev of
Director Andezson's report.
The Co�i.ssioa agreed [hat two top priori[iea ahould include
plantings at Ardan Park and a shel[er a[ Groveland Park. The
Co�i.ssion also felt that a special interest meeting should
be scheduled for the reaidents surromding Ardan Park on
Ardan Park development update. The Commiasion also £elt
ehat ehe Woodcres[ additional 4 acres will be eventually
acquired in the future as a tax write-off. The land ia
low and possibly will have use as a city holding pond.
The Commissiun direc[ed staff [o contact the realty firm
selling the 4 acres in question a[ Woodcrest Park.
Upon reviewal of the MN State Ar[a Grant Proposal for funding
of [he Co��mity Choral Group, the Co�ission agreed to
su�port the pmposal.

RE: Northcrest Park (FOrmerly Pinecrest Properties) Plat
Park Fund Dedication
Enalosed with this memo is a letter dated July 19, 1979,
addressed to Attorney Meyers from the owners of the Northcrest
p2at pzoperty concerning the city's subdivision park fund
@edication. The city sta£f has been involved wiYh the oxmers
of the Northcrest plat since 1976 with respect to the develop-
ment of their property. During the period from 1976 to the
present, the owners and stafE have jointly reviewed existing
city code requirements pursuant to the possible ways o£ devel-
opinq this property (i.e., P.U.D. or piecemeal development).
During the early process, the owner £elt the P.U.D. form o£
development would be the preferable method, allowing them more
Ereedom, per se, in development. The city did, in fact,.hold
public hearings pursuant to the P.U.D. re�uirements on August 27,
1977 and September 26, 1977. During this period, the city
anproved the concept plan as oresented by the owners. Staff
then proceeded to work with the owners on the next step required
by P.U.D. ordinance--the development stage.
In proceeding with the develo�nent stage, the owners found that
they had difficulties in meeting the requirements for the stage
and, at that tfine. decided to use the more standard.form of
dcvelopnent--simple subdivision and zoning. The city agreed
to the development process change and since then has had land
use and traffic studies done to assure that the simple platting
and zonings applied to the plat were conducive to develo�nent
within the property and also minimize the impact on surroundinq
propertiea.
The city has, at no time, requested replatting or rezoninrt of
the property. The owners thdnselvea weighed the development
possibilities with respect to the existing plat and many other
configurations of street. land uses and service poasibilities.
The city has now received the final plat for Northoreet as it
was approved by Council and Commission. Upon approval of the
plat, the city requires payment of the park fund dedication.
The owners have submitted an appraisal reppr� fo,r the property,

thus requiring a$53,�000 park fund dedication. Z reca�end

Our office has served as attorneys fcr a number of years
for Pinecrest Yroperties, a general partnership consisting of
Russell H. Undetdahl and William H. Beim. The partnership owns
a tract of land in City of Mounds View which was platted in June,
1969 as Pinecrest Addition, part of the property being zoned for
multiple housing and the remainder for commercial or light industrial
usea.
We are advised that in 1976, a comprehensive plan was devel-
oped for the city with respect to future development of real estate
located therein. Such plan required Pinecrest Addition to be
replatted eo that the whole may be developed fox comnercial or light
industrial usea. The proposed replat as Northcrest Addition requires
aubstantial change in lots and lot sizes, atreets, location of
utilities, and vacation of Raymond Avenue. In addition, the city
has implemented Section 462 358 Subd. 2, Minnesota Statutes, which

platting procedure the dedication of "a reaso"hab7.e'°pBi�Eion'`of ea`eii
proposed subdiviaion" for park and eimilar purposes-or, in lieu
thereof•, payment by the subdivider of an equivalent amount in cash.
Pinecrest Addition has been recently appraiaed and it has been aug-
gested that lOX of such appraised value, or $53,000 in cash, be paid
to the city pureuant to the above statute and ordinancea of the city.

Our client objects strenuougly to the dedication of any
land foi park or other public purposes or to the payment of any .
nwneys as a substitute for land in connection with the platting of .
Northcrest Addition. It is submitted that in the case of many
subdivisions, such requirement is a necessary and reasonable one .
but that is not true in the instant case for the following reasona:
1. The replatting of Pinecrest Addition as Northcrest
Addition originaCed with the city. The replatting was not requested
by our client and is not of financial benefit [o it but is a.detri-
ment as pointed out below. ,
2. The statute permits only a"reasona!�le portion" of •
the pronosed subdivision to be dedicated (or payment of "an equi- .
valent amount in cash"). In the instant situation, 107, of the
fair market value of the subject land is not reasonable. It is ...
contended that the proposed payment of $53,000 is excessive and
confiscatory.
3. The proposed replatting required by the city has
caused our client to pay a sum in excess of $27,000 of out-of-
pocket expenses for a feasibility study and fees of urban planners,
surveyors and engineers over the period 1976-78. Zn addition, our
client has been delayed more than one year in its development plan
which has resulted in loss of profit, interest expense of approxi-
mately $56,000, and real property taxes of approximately $20;000.
A reasonable estimate of the out-of-pocket costs to Pinecrest
Properties resulting from the replatting is the sum of 100,000.

Mr. Beim has discussed this matter with Steve Rose, the
city planner for the city,and Mr. Achen, the city manager, as well
as the city planning commission. All of such persons have been
advised that the suggested cash payment is considered to be exces-
aive artd unreasonable in the circumstances nnd our client objects
to such payment and will resort to litigation to avoid such pay-: �
ment, if neceasary. To assist in obtaining approval of the plat

so that street vacation and installation of utilities may proceed
prompEly, however, our client is willing to negotiate a payment
which is reasonable and equitable in the circumstances.
Please bring this matter to the attentior. of the city
council at your early convenience so that both parties s,z� make

far as possible.

Early in the fourth grndc thcrc
is a changc in the way chiidren
play. They become less inter-
^�ted in `Yree play" and more
.rterested in testing their
strength and endurance. Around
this age an obstacle course be-
comes very popular. Skills in-
troduced during physical educa-
tion class are praciiced at
recess, and the kids have con-
tests to see who can perform
best.
The Schoolyard BigToysm
Obsmcle Course is not just a
kid sized version of a milimry
hainin6 S�ound. It is a serics
of events uniquely designed to
challenge the emerging abilities
of children in the four[h
throuoh the sixth grade. As

Attached is a staff report fmm the City Forester outlining his zecommendations
for guidelines for the Farmer's Market program. Sack has been out and abserved
the local markets and found that there are very few rules or guidelines from
which they operate.
'Hie basic pmcedure is as follows:
1. Register and assign stalls or parking spots on the day the sale
is to be held.
2. No admission fee would be sequired.
3. Ssall truck farmers would be welcomed as they will complement the
local aellers.
4. Thuredaya appear to be the beat available day.
5. We would distribute a letter to each of the people participating in
the mazket.
6. No licensing would be reqvired.
7. 1fie houra would be from 2:30 - 6:30 p.m.
8. He sure that the parking lot is left in a neat and ozderly faehion.
9. The advertisinq for such a program would be vesy low key and qeared
atrictly for the Fbunds View residents.
We have also attached copies of two letters from area businessmen statinq theiz
disappmval of providing such a service. The letters weze presented by
Adminiatrator Achen to the City Council at the July 24 meeting and the Council
did not rescind their concept approval.
SWff is in the process of responding to the businessmen's concern so that ae
might be able to reach a mutual point of understanding.
If it is at all possible, we would enmucage you to atop by the Farmer's Market
in Maplewood on Wedneaday afternoon which is open from 2:30 - 6:00 p.m. in the
parking lot of Aldrich Ice Azena juet off the intersection of White Beer and
F[ost Avenues.

I feel our basic fimction in the operation of the Fa[mer's Market should be
ffinimal. We make the arrangement for i[ [o occut, locate an approptia[e site,
and advertise 3[s occurrance. A1[hough i[ should be a self-run operation I
feel that we should keep a check on who are selling produce. I envisualize
i[ will be done initially.by having them sign a roster and listing their addxess.
From [hen on they would check off their name each week, and a new sellex would
eign in. This I would anticipate would [ake an hour. The morning following
the market we would have [o check to make certain the area had been c2�zaned up.
Each seller would reeeive on his initial participa[ion a le[ter from us welcov�ing
his participation and listing ossr requirements (minimal).
17ie initial idea of the market was that it caould be free to anyone who wiahed
to par[icipate either as a seller or a buyer. I do not think we should exclude
ttuck farm operations because these would be the mvst likely sellers who could
supply vegetables in sufficient quantities for home canners and likely the
only one who could supply certain vegetables in any amount, e.g., Hubbard Squash,
corn; likewise fruits, e.g., apples.
I[alked [o Joe Pe[erson today, who is familiar with most local operations of
this [ype. No one locally, except St. Paul and Minneapolis, chaxge a stall
£ee and they have a market master. Joe did not feel we should be wncexned ..
abou[ large [ruck farm operations because they would not be interes[ed in this
type of operation. Small farm opera[ions would probably par[icipate, but crould
complement the local sellers. There has no[ been any trouble with Dad produce.
In one case, a seller was selling radishes at 3 bunches fox a quarter because �
same c�ere infected with zadish maggots, but the seller was telling [he buyers
of the situation. The price alone should have been enough of a hint.
A[tached is a preliminary dzaft of the letter I thought we would hand out to
new sellexs. Pexhapa we should add something on what cannot be sold, e.g.�
handicraf[ items. Joe said he will be sending me one which has been used at [he
Maplewood operation.
I discussed the day of [he week with him and he told me Thurcday would be a good
day, to which I agreed. It would allow home canning of the putchases without
in[erfering with weekend opera[ion. 7oe suggeats 7uly 13th as the firet day.

Park Director Anderson requested approval of a"Farmers Market" to
be established with the City pxoviding either Satellite or City
Hall restroom facilities.
Please be advised that Moundsview Square Shopping Center for-
mally objects to the establishment of a City subeidized com-
mercial enterprise in competition with local busineasea. The
local businessea are subject to real estate taxes, federal and
state withholding taxes for employees, state sales kax, and muet
operate within the state and local health department require-
menta with food handler's permits. Local businessea have a
aubstantial investment in real estate and leasehold improvementa
to enable them to sell produce as well� as other iteme of food.
If the local businesses are subject to all the foregoing
coats, it is unseemly and inappropriate for the City to engage
in subaidizing co�nercial enterprises. Although the request
ie for "one day per week", we feel that this is a bad pre-
cedtnt that will be expanded in frequency. We are formally
regietering our psoteat with this letter.

A briei synopsis of each project including [he proposed costs are as followa:
1. Edgewood 7r. High Tennis Courts - This projec[ will be for the
wnstruction of four lighted championship tennis courts. The couxts
will be located at the sou[hwest corner of the school grounds,
making op[3mum use of [he exis[ing parking lot.
The [otal projected cost is $50,000 including final si[e prepara-
tion, 2 lifts of blacktop, fencing, color coating, coin metered
lighting system, nets and posts.
The L.A.W.C.O.N. funding will pay For 50% of the project or $25,000
which would�be [he city's share of the project as the school distrlct
has already budgeted $25,000.
The second projec[ that Ss being su6mi[[ed is for Phase 1 of the Silver View
Park Develop�n[. The developmen[ of Silver View has been proposed to be
completed in [hree phases: ' �
Phase 1- This phase will include all preliminary grading, parking lot
constructian and trail developmen[.

welcoming and inviting them to attend our first meeting on Tuesday,

determine if that is the direction the Co�ission would like to see the
Task Force heading in.
As this is our first intense experience in dealing with a Task Force and
citizen input, I would caution each o£ us that we must believe in the

Fall Progras - The Fall brochure has been taken to the printer for type-
setting and our preaent time line ahould have it delivered to the residents

chanqed the internal format to hopefully make for a more readable and

formed CommuniGy Choral Group presented their first public concert at
Abiding Savior Lutheran Church. The concert was approximately one hour in
length end included a variety of eelectione fsom a Latin Mass to each and
BrMme.
F'ollowing the concert, the avdience of approximately 75 was invited to join
the choir For coffee and cookies.

Mary Izaving - Mary will be leaving for three weeks on August 4 for a
fantily �cation to Noxway. Masy will be returning on the 28th of August. �
C.E.T.A. Crew - We presently have five full time C.E.T.A, employees workinq
for ouz �Paxtment. On Mnnday, .7uly 31 we will be adding a second fouc person
maintenanae ezew to finish painting the park shelter buildings.
In addition to the fouz person crew, we have hired a supervisor to coordinate
the crews daily projects.
The second crew will be working up ux�til August 28 and we hope to have the
five buildings co�leted by that time.
Niid-season coaches meeting - Staff conducted two mid-season coaches veetinqa
to evaluate and review how the league& had done up to this point.
eoth meetings were held on July 13 and well attended by the rnaches. The
main purPOSe of ffie meetings was as stated, to review our leagues from tha
managers perapective but also W start to begin letting the managers have
vore input in futuxe league decisions.
We are also in the process of forming a task force for our youth baseball
pmqram of intereated coaches to establish policy statements and goals and
objecti+res for each oi our leagues.

I feel our basic f�mction in the operation of the Farmer's Market ahould be
minimal. Ne make [he errangement for it to occur, locate an appropriace aite,
and advertise ita occurrance. Al[hough it ehould be a self-run operation I
feel ehat va ahould keep a check on who are aelling pxoduce. I envisualize
it will be done initially by having them sign a roster and listing theic address.
From Chen on they aould check off their name each week, and a new sellec would �
sign in. This I vould anticipate would [ake an houc. The morning following
the market we would have to check to meke certain the area had been cleaned up. .
Sach seller would receive on his initial participation a lettez ftom us welcoming
hia par[icipation and listiag our requirementa (minimal).
The ini[ial idea of [he marke[ was tha[ it would be free Co anyone who wiahed
to participate ei[her as a aeller or a buyer. I do not [hink we ahould exclude
truck farm operationa because theae would be [he most likely sellexs who could
supply vegetables in sufficieat quantities for home canners and likely the
only one who could supply certaiu vegetables in any amount, e.g., Hu6bard Squaxh,
corn; likevise fruits, e.g., apples.
I talked to Joe Pe[erson today, who is familiar with most local operationa of
fhis type. No one locally� excep[ S[. Paul and Minneapolis� charge a atall
fee and they have a r�arket master. Joe did not feel we should be concexned
about large truck fazm operations because [hey would not be interested ir. this
type of operation. Small farm operationa would praba6ly participate. but would .
complement the local sellers. There has not been any tmuble with bad produce.
In one case, a aeller was aelling radishes at 3 bunches for a quarter becauae �
some were infected with radish maggota, but the seller was telling the buyers .
of [he situation. The price alone ehould have been enough oi a hint. ',

formed Co��mity Q�oral Group psesented their first public concert at
Abiding Savior LuTheran Church. 7fie mncert was approximately ona hour in
length end fncluded a varie[y of selections from a Latin Mass to each and

Pollowing the concert, the audience of approximately 75 wae invited to join
the choir for croffee and cookiea.

Mary Leaving - Maxy will be leaving for three weeks on August 9 for a
family vacation to Noxway. Mary vill be retuxning on the 28th of Auguet.
C.s.T.A. Crew - We presencly have five full time C.E.T.A. e�+loyees working
for our depar[ment. � Monday, July 31 we will be adding a second four person
maintenance crew to finish painting the park shelter buildings.
In addition to the four pereon crew, we have hired a supervisor to coordinate
the crews daily projects.
'Ae second cmw will be workinq up until August 28 and we hope to have the
Eive buildings completed by that time.
Mid-season a�aches meeting - Staff conducted two mid-season coaches meetings
to evaluate and review how the leagues had done up to this point.
Hoth meetings were held on Suly 13 and well attended by the coaches. The
main purpose of the meetings was as stated, to review our leaquea fxom the
ro'anagezs perspective but also to start to begin letting the managere have
mre input in futuxe leaque decisions.
We are also 1n the process of formin9 a task fozce for our yrouth baseball
program of internsted coaches to establish policy statcments ana yoazs and
objectives for each of our leaguea.

Chairman's Chairman Burmeister reported of deve7opments of
Report the storm sewer task force. It was reported that
the July 27 meeting was to be the final task force
meeting. Recommendations have been made to the
City Council. Tha report was very influential as
to the conclusive recommendations oF the task force.
Visitors Mr. Beim, contractor and owner of the Northcrest
Report Park Davelcpment was present to offer a$7,000.00
fee (equal to ¢nticipated legal feas) in lieu of
a park dedication Fund equal to SS3,000.00 as
estimated by a 108 paymant of the $530,000.00
appraised prlca of Northcrest Parh property. It
was explaineJ that the property initially was zoned
high densi4y residential and general business. The
city et tho roquost af the developer re-zoned
part of tlie R-4 high densiiy property to a commer-
cial ond ligl�t industrial zoning. Such re-zoning

by Mr. Rolm und associutes. It is because of

Commissioner Haake made a motion to accept the

the approved $530,000.00 value of the Northcrost
Park Property (as earlier given). This motion wus
based upon the earlier commission discuseion.
Chairman Burmeister seconded the motion. Mo[ion

Report announced the City Council's request Cor a bicycle
safety program within the city. 7'ho Parks, Necreation
and Forestry Department will now bo respunsiblo for
such a program. Program Suporvisor reloyod possible
program projections for tho Euturo, oapocially
connected with the Univarsity @xtenslon Program for
bicycle saFety.
Student Intern Director Anderson introducod frenk Kumpol, Park
Report Landscape Architect. Frank rovioweJ the meny maps,
site plans and layouts of Mounds Vtow porks. The
greatest amount of study was directed to Silver View
Park. Following explanetion, th� Silvsr View Park
plan was discussed. Commisxionor kluake mede the
comment that the tot dot is locutod too close to
the parking lot end is not adjacont to the ball
fields. It was resolvad thut a sacond tot lot
would be a good addition. 7'Mo parking lot placement
is the deciding issue of the park's layout.
Commissioner Haake expressed hor praference of
parking lot traffic on Sllver Loka Road rather than
County Road H-2. Commissionar Haake requested a
traffic study of Silvar Lake Roed in relation to
the Silver View proposed accass. Another comment
by Commissionar Haako was the possible placement of
a pool. Frank Kempel will return to a Future-meeting
with a plan including the addition of a second tot
lot and proposod swimming pool.
Tot Lots Director Mderson reviewed the proposal of the
purchase oF tot lot eyuipment for Oakwood and
Lambert Parks. Commissioner Haake made a motion
tc purchase the equipmant as proposed for the
Lambert and Oakwood to[ lots. Commissioner Linke
seconded the motlon, and added amendment including
the proposed placement of equipment and the movement
of the Lambart shelter as proposed. The motion

Farmer's Market Uirector Mderson reviewed the guidelines for the
Farmer's ��rkat. Commissioner Linke expressed concern
for the closing times, in concern for housewives and
after-dinner clean up. Director Mderson noted the
nead to "clear-out" because of Bel Rae functions.
�irector Anderson is preparing a staff report to the
city council outlining the operational guidelines of
the program.

LAWCON Grant Director Anderson reviewed recommendations for
1982-83 development of Silver View Park. The list
was prepared to meet LAWCON grant requirements.
Chairman Burmeister approved of the list and made
the comment that such improvements had been
discussed earlier. Chairman Burmeister made a
motion to approve the list of recommendations as
presented. Commissioner Linke seconded the motion.

Edgewood Jr. Director Anderson reported on the progress of the
High Irrigation Edgw000d Jr. High School irrigation project.
Park Shelter The Park Shelter Task Force report was reviewed.
Task Force Chairman Burmeister expressed his satisfaction with
the list of questions. Commissiner Haake expressed
her approval of the organization of the task force.
All commissioners approved the task force set up.
New Business Director Anderson reported that staff will be
visiting the Brooklyn Park bicycle motor-cross
facility.
Old Business Ardan Park's devlopment plans were discussed.
Upon discussion, staff recommended that discussion
of one park each Park and Recreation Commission
meeting be on the agenda. �
Commissioner's Commissioner Linke reported that the Lakeside Park �
Report Commission feels that circumstances appear good for
Ramsey County to acquire and maintain the park �
effective 1979. .
Staff Report llirector An�'erson reviewed the monthly update and .
reviewed Program Supervisor Kvalheim's vacation dates.�
Adjournment Commissioner Haake made a motion to adjourn. ��

It was t6e city's actioa in adopting the Comprehensive Zoning
Plan that iorced us to change zoaing and plattiag. Ii it had
been our voluntary action that 3nitiated the whole matter I
would not Yeel so strongly that the iee is unjust. In addi-
t3on we had to pay out $27,000 for planniag and engineering
services to comply with the comprehensive plan.
T6e eity did require us to change our proposed development
plans in or er to comply with the comprehensive plan.

RE: Farmers Market
After zeviewing the City Council's action on Monday, August 14
concerning the Farmers Market guidelines, staff has determined
� that tha program could-not fanction successfully tiecausa 'the- -� �
program sellers would be limited to Mounds View residents.
The intent of the program was to provide a service for thase �
residents rho did have�psoduce to sell as well as those wishitng
to purchase-fresh produce.� Staff feels that a minimum of 20
sellers xould hava been needed to make the program feasible from
the following standpoint: �
1. So there would be enough produce to meet the consumers
demand.
2. To ensure enough variety of produce to have even the
'•common" gardener interested in the program. Items such
as rutabagas, squash, corn, apples and melons are not
common backyard iYems because of space limitations.
3. If there were less than 20 sellers, the exchange of
gardening tips, stories and general socialbility would
be lost.
Staff did contact 30 of our community gardeners and residents to
determine if they were interested in selling produce and there
general reaction was that they weren't interested in selling but
rather to purchase additional produce for canning. � '
Staff feels that they did not maka the "service" or "selling"
issue clear to the Council and wouid like to have the potential �
of such a farmers market program explored in the future. Judging
from the aumber of phone calls from interested residents (approxi-
mately 25) xe have received concerning the prngram, we�feel with �
enough lead time and promotion the program could be a success in 1979.
It should be noted that staff concurs with the Council's desire to
limit the program to backyard gardeners only and to eliminate the
small truck farmers at the onset. If the program should prove io
be a success, the issue of small truck farmers could be examined at
that time.

RE: Re-location of Lambert Park Shelter Building
As you'ze aware we have budgeted �3,500.00 for the development
and installation of a tot lot at Lambert Park. To that end we
have purchased ;2,892.00 of Big Toy playground equipment which
rill be delivered around August 15, 1978. (reference memo dated
July 25, 1978 to Park and Recreation Cowaission).
I have been working with bir. Frank Kampel, during the past two
months developing a master concept plan for Lambert Park. After
reviewing and weighing each of the many design faetors, we have
determined that the attached plan will best utilize the existing
site given the existing limitations.
Ia order to implement such a plan, the present building location
will have to be moved approximately 225' north to the proposed
location. . �
The rationale behind the proposed location is as folloWS:
1. Better access to the park user, especially the vehicular
traffic.
2. The existing tot lot in addition to being un-aesthetically
pleasing, is too ciose to the road. �
3. The proposed tot l.ot location pro��ides optimum site
utilization, as the narrow strip of land (30') south of
the hockey rinl: cannot accommodate.any other activity.
4. The existing slope on Jackson Drive provides a natural
visual and noise barrier from the existing residences.
5. We xill be able to re-locate the existing water�pipes for
� flooding next� to the building which wili eliminate an
existing safety and visual factor.
6. The proposed tot lot location has an ideal relationship
with the existing facilities, i.e. ball field, hockey
rink and building. � � -
7. The existing tot lot equipment would be removed and the
area will be used as off street parking rather than
continuing the use of the grass out fiel�d.
Staff has been researching the feasibility of moving the building
and has determined the following:
1. Somple House movers can move the building in 4 hours at
an estimated cost of $175 - E200.

2. Gopher Electric can re-connect the existing service at a ��
cost of j350.00 which will include underground service .
£rom the existing main to the new location. /'", ..
3. The gas re-connection would cost approximately $400.00 to �
stub in off Lambert Avenue to the new location.
4. Re-location of existing water main would be done in-house. �
The total cost of re-location would be a maximum of ��
s950.00. It should be noted that if we were to ever develop
the park or replace the park shelter building in the future,
xe would need to provide the electrical and gas service �
anyway to the proposed location.
Siaff would recommend that the §950.00 cost be to the City's
Contingency Fund as there are no monies available at this tine in
the Park and Playgraund Fund.
A second alternative is to leave the building in its existing
location and locate the tot lot along Lambert Avenue.
A thizd alternative is to postpone the buiiding of the tot lot
until a recommendation is made by the Park Shelter Building Task
Force.
The Parks and Recreation Commission has formally adopted the .. �.
proposal of re-locating the park shelter building as staff �:�'-`�
rccommended but they were not aware of the $950.00 costs at that .
time.
Staff's recommendation is that the building should be re-located
to the proposed location and the costs should be assessed tr� tha
City's Contingency Fund for the reasons as presented in the staff �
repo:^t.
Staff will be available for the City Council meeting on Monday if
you feeL it would be necessary. � '-.

After reviewing the 1978 Parks and Playground Fund the following
data and background have been determined:
1. The city had budgeted $26,800 for Capital Expenditures out
of the Parks and Playground Fund for 1978. The actual
line item budget is as follows:
Hillview Park - grading and filling -$1,000
Oakwood Park - rink change - $2,000
tot lOt - $3>500
Lam!�ert Park - tot lot - $3,500
Greenfield Park - seasonal hockey rink -$3,500
new lighting - $10,000
Woodcrest Park - fence park - $1,800
Edgewood School - ballfield - $1,500
Total - $26,800
2. The Parks and Playground Fund is based on anticipated income
ftom the City's Park Dedication Fund.
3. The City anticipates the following revenue as of 12/31/78:

outlined, the City would show a deficit of $11,500.

Staff is recommending that the hockey rink and lighting system at
Greenfield Park be deleted from the 1978 park and playground fund,
and be included in the 1979 fund.
In addition staff would like to have the Commi.ssion clarify the
following items prior to their final approval in 1978:
1. Woodcrest Fencing -$1,800 - Staff is unclear as to the
Commission's intent with this fencing. Where is the £ence
to be installed? What is the purpose? What type of fence?
2. Edgewood School Ballfield -$1,500 - Sta:f would recommend
that this money be used to grade the three ballfields at
Pinewood Elementary School instead, because of the current
development at Edgewood Jr. High.

RE: Ardan Park
As per the request of Commissioner Haake to review and update one
park site at each month's Commission meeting, staff has reviewed
the current Ardan Park master plan and offer their professional
design considerations:
1. Ardan Park is 8.8 acres in size whose physical boundaries
include Trunk Highway 10, on the East, Long Lake Road on the
West and Ardan Avenue on the South.
2. The site has two holding pon3s, is generally level, vegetation
is limited to a band of trees on the East side and soil is
generally sandy with silt laminations.
3. Ardan Park is within 6 blocks of Greenfield, Groveland
and Hillview Parks and Red Oak School.
4. The site was originally purchased as a holding pond area for
the Northeast quadrant of the City and minimal development
has been done to date. �
5. Staff envisions the site as a special use facility and not as
an active neighborhood park for four reasons:
a. The park's location in relationship to the surrounding
residential neighborhood.
b. Existing praximity to three neighborhood parks.
c. Highway 10.
d. Lack of a passive recreation site �
6. Staff foresees the following facilities:

Staff will be presenting a blob relationship diagram and a phase one
design scheme for the Commissioners review on Thursday.
