Adjournment . � MINUTES OF THc PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESTOA Regular Session March 22, 7979 Nbunds View City Hall Council Chartbers, 6:30 p.m. Calt to Order The hbunds View Parks and Recreation Commission was called to order at 6:30 p.m. by Chairman Wayne Burmeister. Rol1 Call Coimnissioners present - Chairman Burmeister, Cnmmissioners Silvis, Haake, Linke, Wefien and Kuluvar. Coricnissioners absent - Coplin, Fedor and Scott. Council�mrtber present - Councilmember Ziebarth. Staff present - Director Mderson and Program Supervisor Kvalheim. Visitors present - Mr. Richard Kaiser, President of the hbunds View Jaycees. Approval of Commissioner Linke made a motion to accept the minutes as t4inutes read. Coirenissioner Weflen seconded the motion. The motion passed. 0 Nays 3 qyes 3 Abstentions Chairman's Chairman Burmeister reported on the recent park bond refer- Report endum which was passed in the City of Apple Valley. Councilmertber's Councilmember Ziebarth welcomed newly appointed Commissioner, Report Mr. Siivis and newly reappointed Coimnissioner Haake. The progress of selecting a new City Adminfstrator has reportedly narrowed the many applicants to seven candidates,. It is speculated that a new City Administrator will be on board by the middle of June. Visitor's Mr. Richard Kaiser, President of the Mounds View JayCees Report reported to the Commission various service projects which the Jaycees bope to provide witliin tne parks. The Jaycees witl be finishing the Lakeside Pavi111on project this spring with the co�letion of the landscapiny. Also, the Jaycees hope to plant seedlings along the east fence at Ardan Park. The Jaycees are also looking into buying five larger trees which could be planted 1n Ardan Park. Mr. Kaiser, on behalf of the Jaycees asked the Commisston for input as to the services and needs for park development. The Jaycees offered their votunteer manpower and service in park develop�rent service. -z- Commissioner Silvis was interested in the membership of the Jaycees. Mr. Kaiser reported that the �aycees currently have a meRbership of 25. Director Mderson reported that the city was obtaining 300 black walnut and 200green ash seedlings at no cost from the state. Planting of the seedlings would be a good service project for the Jaycees. It was expressed to the Jaycees that there wi11 be additional work to do in the parks. Commissioner Haake extended her appreciztion and thanks to the Jaycees on behalf of the entire Parksand Recreation Comnission. Silver View Director Mderson reviewed the Silver View Park plans and Park Status communications with Kraus/Anderson. Director Anderson asked the Co�nission for input as to the direction for the next move on the Silver View Park land acquisition as pertaining to the negotiations and dealings with Kraus/Anderson. The City has not received the promised grant monies as of this date. Chairperson Burmeister suggested that the City has little bargaining power without the cash in hand. Commissioner Haake suggested that staff open up communications with Kraus/ Anderson with the intent of offering a meeting including the City Council, Planning Cortmiission and Park and Recreation Commission. This rreeting would be held under the assumption that the grant money will be in hand at any given moment. It was suggested that this meeting be held whenever convenient with the intent that the sooner, the better. Also, it was suggested that participants at this meeting would basically listen and hear the ideas of Kraus/Anderson and thus get a better feel for the project. Commissioner Silvis asked whether tha $70,000/acre was a realistic price. It was suggested by Comnissioner Haake that it tended to be a low estimate. Comnissioner Silvis also inquired about possible conde�ation prviceedings. Director Anderson reported that condemiation proceedings would be costly and would take probably a minimum of two years. Condemnation can be appiied to specified land pieces. Director Anderson expressed concern about the pressure which exists because of the deadline for spendin9 grant monies. Commissioner Linke expressed his interest in being present at the negotiations as well as the entire Cortmission. It was suggested that both the City Councit and Park and Recreation Comnission will be encouraged to attend the meeting. Tfie meeting date will tentatively be set for the 3rd Thursday of April, April 19. It is anticipated that the grant money will have arrived by Lhis date. Commissioner Linke inquired whether or not Kraus/Anderson has been informed that the City cannot purchase drainage wasteland. Comnissioner Haake reported that the City's drainage wasteland ordinance had been sent to Kraus/Anderson. Park & Open Director Anderson reviewed the plan which sug;ests that the Space Plan Conmrission incorporate the Co�rehensive Plan under the direction of the Planning Commission with the Park and Open Space Plan as directed by the Parks and Recreation Commission. - 3- Park & Open Interviews of possible planning/engineering companies will Space Plan cont. �enLo�rehensive Plannbe9finished�by thet1981hdeadlinet Comnissioner Haake comnented that the Plan will take a lot of work by all the commissioners and staff and will realis- tically take at least one year to complete. Sumrer Brochure Program Supervisor Kvaiheim reviewed the Suimier Activities as planned for 1979. Brochure is expected in the homes by the first week of May. The 1979 Sum�ner brochure is limited to a small budget due to over-spending on the 1979 Winter/ Spring brochure. Edgewood Jr. Director Anderson reviewed a letter written to John Ostlund, High School Comnunity Education Assistant Director. This letter oub lined the 3 phases of outdoor fa:ilities developmentat Edgewood Jr. High. Director Mderson suggesl:ed that Phase 2& 3 he re- scheduled for 1979 rather than 1980. Cormnissioner Kutuvar asked whether the School District has any problems with allocation of $Jiat��hef5choo15District is�very supportiverand dldnnot have Ported proble� with the additional $25,000. Director Anderson suggested that perhaps the present tennis court area could be used for a hard surface multi-purpose area. Comnissioner Haake m3de the motion that the Parks and Recreation Comrrission recomnend that the Lity Council allocate $25>000 as 50% of the City's matching funds for the 1979 comnencement of Phase 2& 3 of the Edgewood Jr. High School outdoor facility joint agreement project with School District N621. Commissioner Linke seconded the motion. hbtion passed. 6 qyes 0 Nays Summer Park Director Anderson reviewed the 1979 Park Development projects Construction report. Direc4or A;iderson also suggested that in the future the Parks and RecreaCion Lomnission request that a percentage of the General FuniP be designated and allocated for parks development. This would ensure guaranteed funds in the occasion that the present Park and Playground fund would not provide sufficient monies for auequate park development and maintenance. Commissioner Haake also exgressed concern for the possibility of lack of park development funds tn the future. Director Anderson also suggested that the Commission request that the yearly lakeside Park funds remain in a park develop- ment fund in the occasion that Lakeside Park is adopted by Ra�ey County. -4- 7978 Annual Copies of the 1978 Annual Report were received by Comnissioners Report along with their information packets. The 1978 Annuai Report was reviewed. Comnissioners suggested that other organizations such as: League of Women Voters, Jaycees> Pianning Commission and others would appreciate a copy of the Report. Staff Report Director Anderson reviewed the staff report. Comnissioner Kuluvar asked whether or not the Garden-A-Lot has specific guidelines with which the gardeners must abide. Uirector Anderson replied that a set of guidelines is used and every gardener has a copy of such guidelines. "Festival in the Park" activities were reviewed by Program Supervisor Kvalheim as possibilities for the 1979 event. Director Anderson announced that tickets are being sold for the Appreciation Dinner which will be held March 31 at the Bet Rae Ballroam. Director Anderson also announced that a new squad car had been involved in an accident and was totalled. Four people were injured in the accident. Commissioner Linke reported that the Lakeside Park Comnission had received a very negative letter in response to their proposal from Ra�ey County as the Ra�ey County Parks and Recreation Depart�rent is not supportive of Ramsey County acquisition of Lakeside Park. The county has required that $50,000 worth of park improvements be cortQleted before adoption of the park will be negotiated. Adjournment Comnissiner Linke made a motion to adjourn the meeting. MEMO T0: Mound V a Recreation Comniss9oners FROM: Staff DATE: June 26, 1979 RE: Puppet Wagon Program The Mounds View merry minstrelwagon began its weekly schedule of shows on Tuesday, dune 26, 1979. As you are aware, the initial price of the wagon was $600 and we bave expendeC the following additional monies: P.A. System (Includes 2 speaker columns, 7 P.A.-20 amplifier, tape recorder, 1 lapel mike, and 1 regular mike -$359.00 Tie Rods - $40.00 Tune Up - $20.00 Paint Job - $48.G0 Carpeting - $38.00 Puppet Supplies - $30.00 Insurance - $700.00 (estimate) TOTAL COST to date - $1,235.00 These monies were budgeted out of the City`s contingency account fran the original b1.200 authorized by the Council. The program, including reconstruc- tion of the wagon, has been coordinated by a staff of 3 individuals headed by Cathy Dailner assisted by Ed Klemz and At Cardenas. Cathy's salary is being paid for out of a summer CETA grant and A1 and Ed are being paid out of the City's park maintenance labor account. We currently have scheduled 23 shows each week. Special shows are scheduted for the Festival in the Park. Each weeks production will include 2 puppet performances and 1 live performance. Week X1 shows include: Little Red Riding Hood and The Ginger Bread Man and live entertainment entitled, "Fun With Hats". We wi71 be recommending that the personnel costs of the puppet wagon staff be paid througA the General Fund in 1980. Enclosed is a copy of the 1979 puppet wagon schedule and I encourage each of you to view a show when the wagon is in your neighborhaod. The t�bunds View Parks, Recreatian and Forestry Department is sponsoring a puppet wagon as part of their summer recreation program. The Puppet Wagon wi11 be tauring Mounds View netghbor- hoods starting the week of June 25 and running for seven weeks through the week of August 6. . My name is tathy Dailner and I will be running #he Puppet Wagon this swnner. A1 tardenas and Ed Klemz will be my fellow puppeteers. We will be performing free, half hour shows at the sites listed on the schedule on the reverse side �this page. �The puppet shows-will consist of faSry tales, animat stcrles, aod a circus story. In additian to wstching the puppet shows, we wi11 be asking our audieace to hetp�us out in performing the puppet shows. Grant Application Staff is in the process of finalizing the 1980 L.A.W.C.O.N. grant app7ication for Phase 2 of Silver View Park. Phase one development which has atreaQy been approved includes: General site improvement - $13.264.00 Underground irrigation system - $15,000.00 2 Ballfields - $9,550.00 Parking lot and access road -$25,360.00 Design and engineering - $6,500.00 Bicycle Trail - $76,000.00 PeEestrian Trait - $14,700.00 Wood chip Trail - ¢600.00 Total Phase One development - $100,974.00. Fhe Phase 2 development grant is for the fullowing construction: 6 lit tennis courts - $80,000.00 1 Concession Building - $10,000.00 6 sets of bleachers @$500 - $3,000.00 6 players benches @$250 - $7,500.00 General landscaping - $10,000.00 Total - $104,500.00. The prelim9nary grant is due to the State Planning Department on June 29, 1979 and we should be notified by October 1, 1979 as to our funding prTority. Anderson, Director DATE: June 26, 1979 RE: hbnthly Update, June, 7979 2401 HIGMWAV 10 MOUNOS VIEW, MINN.55112 1863055 The purpose of this report is to keep the Parks and Recreation Commission informed on current issues within the Parks, Recreation and Forestry Department that do not need official Coircnission action. 1. New Administrator - Mr. Jeff Nelson, City Administrator from Minnetrista accepted the positaon as C:ty Administrator in hbunds View effective June 4, 1979. Mr. Nelsan wilt be attending suimner guard camp on Thursday, June 28 so he will be unable to attend the June Coirenission meeting. I have invited Jeff to attend the July meetir.g to meet each of the Coimnissioners and share a few minutes of his philosophy on Parks and Recreation. 2. Edgewood Park/School - We had a meeting with the area residents at Edgewood Jr. High on Monday, June 25, 1979 to discuss the status of the project. Although it was not extremely well attended it did provide a good means to hear the citizens feelings in regards to park planning and development. 3. �Flower ar�dens - The su�mier C.E.T.A. employees have recently completed two new format plantings alongside the entrance to City Ha11 and the M.V. along Highway 10. Staff feels that this type of development serves as excellent P.R. for the CSty and we hope tc expand this program in 1980. 4. �1980 Bud et Be �ins - The 1980 budget review process has begun with completion s atel d for August 1, 1979. Once again it appears that it will be an extremely tight fiscal year with park develapment priorities being fairly 1ow. 5. festival in the Park - The 5th Annual "Festivat in the Park" Celebration is sc e u ed or un ay, July 15, 1979. Employees - Our department currently has 12 swmner C.E.T.A, employees working for us in the following areas: Park maintenance - 8 Puppet Wagon - 1 Clerical - 2 Swimning Pool - 1 They began work June 78, 1979 and work 40 hours/week through the first week Tn September. The p�y rate is $2.90/hour which amounts to over $16,000.00 in youth labor. We will be in "C9re" straights if that program should ever fold. 7. Lakeside Park - The park activities have been greatly expanded in 7979 to inc u�special events every Wednesday afternoon at 1:00 p.m. (see enctosed ftyer for specific events and times). 8. Swiirening Program - Enclosed is a flyer outlining the extensive swimning pool program we are currently offering at Edgewood Jr. High. Because of the closing of the Irondale High School pool we experienced a large increase in our program as compared to prior years. 9. Park Director Plans to Recreate - I have scheduled a week of vacation for the first week in July so I wi not be back into the office ua2i1 July 9. Parks and Recreation Week - Enclosed is Resolution N993 regarding the designa- tion o une 24 - July 1 as Minnesota Recreation and Parks week. This resolution was adopted by the Nbunds View City Council at the June 25, 1979 Council meeting. Although there are not a great number of actian ite�, there is a considerab�e amount of general updating and discussion ite� on the agenda. Staff has been emersed in the 1980 budget preparation and it appears that a balanced budget will be presented to the Councii in early Septeirber. The public bud9et hearing has been scheduted for September 24 and it should prove to be an interesting evening. There are a couple of park sites that have been under construction during the past month that you may care to drive past if your schedute permits: 1. Oakwood Tot Lot - Finally has been backfi7led and the new apparatus will be installed next week. 2. La�ert Tot Lot - The obstacle course is beginning to take shape as there will be a total of seven pieces once the area is coiryleted. 3. Edgewood Park/SChool - A trail system is under construction as well as the infield for the baseball field. I have also enclosed a copy of the Youth Sports Guide for coaches and parents that we will be distributing to each of our volunteer coaches as a"required" reading. SWff is in the process of forming a citizens task force to review our youth athletic program and to establish guidelines and policies for its future directions. The Charter Commission will be meeting on Thursday to fSnalize the enclosed draft for possible City wide adoptTon in November.
