ROLL CALL Comnissioners Present: Frank Silvis, Wayne Weflen, � Marilynne Dennehy, Cindy Wermager, and Chairman Wayne B��rrix;ster. Commissioners Absent: Donna Bowman and Ed Letendre Councilmembers Present: Councilmember Willard Doty Staff Present: Director Anderson APPROVAL OF MiNUTES� A motion was made by Chariman Burmeister, seconded by Comnissioner Wermager to approve the December 10, 1981 minutes as presented, Motion passed unanimously. 5 ayes 0 nays ELECTION OF 1982: Staff stated that the Commission was required by Code to OFFICES elect a new Chairman,Vice-Chairman and Secretary for 1982. A motion was made by Commissioner Silvis>seconded b,y Commissioner Weflen to apDoint Wayne Burmeister as Chairman. The motion passed unanimously. _. 5 ayes 0 nays 11 motion was made by Commissioner Weflen, seconded Commissioner Dennehy to appoint Donna Bowman as Vi The motion passed unanimously. 5 ayes 0 nays Parks and Recreation Commission Minutes �u'ye [ Januar,y 28, 1982' A motion was made by Chairman 8urmeister, seconded 6y Comnissioner Wemager to appoint Frank Silvis as Secretary, The motion passed unanimously. 5 ayes 0 nays WINTER SKATING Staff outlined a memo dated 1/27/82 regarding the wii:ter skating proqram. The report outlines four issues: 1. Portable buildings 2. LambeYt Park construction 3. 4linter Park maintenance 4. Oelay in openin9 Greenfield Rink Staff recommended that each of the Commissioners should try to visit the buildings on a first hand basis so they could judge the functionality of the buildin9 themselves. -. PARK COMMISSION- Staff presented a final draft of City Code Chapter 34 for � CHAPTER 34 the Comnission to review. The Commission reviewed the Chapter � and approved it in concept after making two changes; tne . first was in Chapter 34.03 re9arding terms and vacancies, Lhey recommended deleting the work tM1ree in the second sentence to the word with, the second change was in 34.06 where they recommended we delete the words "be9inning January 1 of each year." A motion was made by Comnissioner Silvis, seconded by Comnissioner Burmeister to recommend the City Council adopt Chapter 34 as correcte0. ���� SCHOOL D[STRICT Staff outtines a memo dated 1(14/82 which stated how the UPDATE recent school closings would effect our recreation programs. Director Rnderson is working with Community Education Advisory Council in deveioping a reoort on alternative uses for the � closed sthool. He further stated that a preliminary draft `"r� would be brought before the Park Commission prior to sub- ��` mittina the H nal draft. �5 ; iS Parks and Recreation Co!rnnisso^ Minutes Page 3 January 28, 19R2 1982 BUDGET Staff reported on the budget reduttions that had bean PROJECTIONS approved by the City Council. There were four areas that experienced budget reductions: 1. Part time F�rouram instructors - 51,000 2. Printing - City Newsletter - 1,000 3. Overtime - Parks - 400 4. Transfer from RecreationActi��i*y�� `,OOG Total 6udgetary Reductions 5.,400 YEAR END FORESTRY Staff distributed copies of the year end forestry report REPORT which outlines our 1981 program. The report dealt with four major areas: 1. Reforestation 2. Sanitation 3. Insect and related tree disease damage 4, Review of Joint Powers Rgreement A motion was made by Chairman Burmeister, seconded by Comnissioner Silvis to accept the 1981 Forestry report. The motion passed unanimously. 5 ayes 0 nays NEW BUSINESS Chairman Burmeister indicated to staff that there were hay bales on the South end of the pond at Silver View Park which should be removed. Staff indicated that it would take care of this issue. ADJOURNMENT A motion was made by Comnissioner Silvis, seconded by Comnissioner Wermager to adjourn the meeting at 8:32 p.m. The motion passed unanimously.
