HomeMy WebLinkAboutCOMMISSION_MINUTES_1982-09-23 • I MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY • STATE OF MINNESOTA September 23 , 1982 Mounds View City Hall Council Chambers 6 :30 p.m. CALL TO ORDER: The meeting was called to order by Chairperson Wayne Burmeister at 6 : 36 p .m. ROLL CALL: Commissioners present - Chairperson Burmeister, Commissioners Bowman, Dennehy, Silvis , Weflin and Wermager. Commissioners absent - Commissioner Letendre Councilmember absent - Councilmember Doty had an excused absence due to family vacation. Staff present - Parks and Recreation Director Anderson and Program Supervisor Saarion Vistors present - Mayor McCarty, Marilyn Eibs of Abiding Savior Church, Schmitt and Gary Quick of the Groveland Park Foundation. • APPROVAL OF MINUTES : A motion was made by Commissioner Silvis , seconded by Commissioner Wermager to approve the August 26 , 1982 Park and Recreation Commission meeting minutes as presented by staff. Motion was passed unanimously. 6 ayes 0 nayes CHAIRMAN' S REPORT: There was no Chairman ' s report. Chairperson Burmeister indicated that he had no report at this time. COUNCILMEMBER' S REPORT: Councilmember Doty was not in attendance due to an excused absence so no report was provided. It should be noted at this time that Mayor McCarty did attend the meeting in the absence of Councilman Doty. REVIEW OF RED OAK PLAYGROUND EQUIPMENT : Staff presented a report which outlined the current status of the playground equipment at Red Oak Ele- mentary School and requested direction from the Commission as to the future relocation of the equip- ment. The equipment had been requested by a number of agencies including the City of Mounds View Parks and Recreation Commission, Abiding Savior Lutheran 411 Church and the Lakeside Park Commission. Following a great deal of discussion regarding the most log- ical and fair way to distribute the requested equipment, a motion was made by Chairperson Burmeister, seconded by Commissioner Bowman directing staff to retain ownership for the City of Mounds View of the - 2 - the whirl , swings , large slide and the circular climber which were to be placed at Lambert Park during the Spring of 1983 . The motion passed • unanimously. 6 ayes 0 nayes A motion was then made by Commissioner Bowman to donate the small arch climber and large "bug" climber to the Abiding Savior Lutheran Church for use in their Daycare Program. Motion passed unan- imously . nan- imously . 6 ayes 0 nayes A final motion was made by Commissioner Bowman and seconded by Commissioner Dennehy to donate the arch climbers and chin up bars to the Lakeside Park Commission . The motion passed unanimously. 6 ayes 0 nayes A motion was then made by Commissioner Silvis , seconded by Commissioner Wermager to donate the smaller of the two slides to the Northside Christian Center. The motion passed unanimously . 6 ayes • 0 nayes It was further noted by staff that it was the under- standing of the commission that all of the equipment would be moved at the individual party ' s own expense and that all liability for removal of equipment would be borne by each of the respective new owners . RECREATION PROGRAM UPDATE : Program Supervisor Saarion provided an overview of the upcoming fall recreation programs including the youth soccer program, flag football program and the extended new day programs being offered at Edgewood Community Center . Specific pre-school programs that were being proposed to be offered at Edgewood included parent/tot swimming, Movin ' , Music & Me , craft and storybook hour and the teeny tumbler gymnastics pro- gram for pre-school children . LAKESIDE PARK UPDATE : Commissioner Bowman provided a brief history of the vandalism that had occurred on September 12 to the Lakeside Park shelter building . She indicated that the building was fully insured through the City ' s insurance carrier and that the issue had been referred to staff for a speedy and efficient handling. The • estimated damage to the building seemed to be in the range of $3 ,000 - $5 ,000 . Commissioner Bowman also stated that the Lakeside Park Commission held their regularly scheduled meeting on Tuesday, September 14 to close out their year and stated that it had been a very successful year from both a monetary and supervisory standpoint. - 3 - PARK SHELTER BUILDING UPDATE : Staff distributed a memo which outlined the progress • to date regarding the potential purchase of park shelter buildings from the Elk River School District . It appeared that the buildings were still available and the City Council had agreed to allocate $24 ,000 to purchase and complete the three park shelter buildings . Staff gave a brief overview of the • buildings which include a 24' x 32 ' structure with a forced air heating system, two doors , completely panelled, light fixtures, central air conditioning and carpeting. The Park Commission accepted the report as presented by staff and further directed staff to continue pursuing the purchase of the new park shelter buildings . In addition, staff reviewed the potential location of the new buildings, reviewing the problems concern- ing the existing park plans as compared to the pro- posed new plans . Following the discussion, motion was made by Commissioner Silvis , seconded by Com- missioner Wermager to relocate the park shelter buildings at Woodcrest and Hillview Parks as per the master plan and further directed staff to meet with the Groveland Park residents to determine the best location for the Groveland Park shelter building. The motion passed unanimously. • 6 ayes 0 nayes LVIEW OF POLICY RE : USE Staff reviewed a report with the Park Commission OF OUTSIDE 'AGENCIES FOR which outlined the current use of outside agencies PROVIDING RECREATIONAL for recreational programs as well as a potential PROGRAM SERVICES : policy to assist with the hiring of outside firms in the future . After reviewing the policy as pre- sented by staff, the Parks and Recreation Commission referred the issue back to staff for further research and review with potential agencies that it might effect.
