ROLL CALL Commissioners presenC: Commissioners Wermager, Silvis, Wnflen, Bowman, Long, Letendre, anu Ciiairperson 3urmeister Councilmembers present: Councilmember poty was not able to attend the meeting due to a family vacation. Visitors present: Gary Quick representing Groveland Park Association Staff yresent: Director Anderson CHAIRMAN'S REPORT Chairperson Burmeisier indicated that mini bikes had become a problem at Silver View Park as they were usiny the berm and hill areas for a Motor Cross track. Staff indicated that they were aware of the problem and that the police had recently arrested one individual which, hopefully, will curb the problem in the future. Commissioner Long questioned what the existing park hours were for Silver View Park. Staff indicated that Chapter 52 of the City Code prohibited anyone from being in the local park areas between thc hours of 11:00 p.m. and G:00 a.m. COUNCILMEMBERS No report. REPORT ItEVIEW STACC MGMO Staff revicwed Che reporC which outlined ON POSSIBLC PLAY- possible playground development usiny community GROUND CONSTRUCTION and local neighborhood involvement in the AT LAMBERT 6 RANDOM construction phase. Staff outlined the develop- PARRS ment nlans which were submitted by Paul Hogan and reviewed the estimated cost, manhours,and equipment nceded in the construction phase. Followiny a great deal of discussion, the Park April 2d, 1983 Park and Rec. Comm. Minutes Pa�_ m.::� Commission recommended that tlte neiyhborhood residents be contacted to solicit their input on the creative play area plans. To that end, a Icc Crcam Social was set for Sun�ay, May 22, 1983, from 1:00 p.m. to 3:00 p.m. at the Lambert Park shelter buildiny. i' A motion was then made by Chairperson B�rmeister, seconded by Commissioner Silvis, to pursue the development plans at Lambert Park pending neighborhood approval. The motion passed unanimously. 7 ayes 0 nays Staff then presented a brief update on the possibility oE developing Random Pazk also, with the same dollars from Revenue Sharing through similar construction, i.e., community involvement and using Consultant Paul Hogan in the construction phase. A motion was then m�de by Commissioner Silvis, seconded by Commissioner Long, to approve, in concept, �he Random Park creative play area plan, aqain, pending approval from the Random Park neighborhood. The motion passed unanimously. 7 ayes 0 nays SILVER VIEW PARI( Staff indicated that the Silvex' View Park had IMPROVEMENT I7PDATE been completed in its entirety, with the out- field fences being constructed during the coming week. Staff indicated that adult soft- ball games had been scheduled for the 1983 season and we envisioned a full season of play of not only local tournaments but also league and community field rentals. Staff further indicated that a complete update of the Silver View Park improvements, including costs, would be provided to the Commission for their review at the May Park Commission meeting. Staff further indicated that we had been in contaCt with the DNR in that they would be stocking the area with sunfish and crappies from Pleasant Lake in North Oaks during the coming weeks. The Commission questioned whether or not a youth fishing contest could be established at Silver View Park and staff indicated that we would like to have at least one year of expericncc regarding how many people fish the pond, how many fish there are, etc., before we , get into a possible fishing contest. REVI�W STAFF MGMO The Park Commission members discussed t}�e new ON POSSIBLE NEW direction plan and informally adopted the DIRECTIONS concept of establishing new park planning councils. To that end, Commissioner Bowman addressed the Commission and requeaT,er] greater input from each of the individual Commissioners in the planning process in all areas of park development. The Commission once again revieWed their plans for the Ice Cream Social at Lambert Park and determined that a subcommittee consisting of Park and Recreation Director Anderson and Parlc Commissioncr IIowman would work out the final details for the Sunday afternoon Social. RAMSEY COUNTY LGI�P Staff rcyi^wed a memorandum fzom Brian G COMPOSTING PROPOSAL of the Ramsey Cc:;nty Public Health Depaitment, Gnvironmental llcalch Division, which recommended Mounds View as one of tne four major leaf compostiny sites in Ramsey County. Staff indicated that they supported the concept of leaf composting and stated that it was staff's position that the Parks and Recreation Department should become involved in leaf composting as preservation of the environment and the natural resources was as integral a part of our depart- ment as park development, planning, and maintenance. Staff provided figures showing that approximately . 108 of our solid waste problems within Ramsey County was comprised of grass clippings and leaf collection. Staff felt that there was three possible loca- tions for the leaf composting program: Arden Park Greenfield Park Silvcr View Park After some discussion Commissioner Bowman recommended using the Moga property as a possible site location. Staff indicated that it might be more appropriate to meet with the City Council prior to a regularly scheduled Commission meetiny during thc summer months. The Commission directed staff to arrange for a convenient date and report back to the Commir,sion. GROVELAND PARK Staff indicated that the Groveland Park Founda- PLANNZNG COUNCIL tion was reyuestiny to install some site amenities at Grovcland :ark. Specific requests included bench and planter axca around the volleyball court, park signs, and picnic grills. A motion was made by Commissioner Silvis, seconded by Commissioner Bowman, to authorize `� the Groveland Park Foundation to install benches and planters around the volleyball area, park signs, and grills. The motion passed unanimously. 7 ayes 0 nays SUMMER RECREATION Staff distributed summer recreation brochures PROGRAM REVIEW and reviewed new program offerings for 1983. Staff indicated that the major new pro�ram for 1963 would be offering the summer playground sites at the playground shelter buildings rather than school facilitics. In addition, new structured classes for elementary school students, such as, pott�ry, woodworking, and arts & crafts would be offered in conjunction with the School District's summer school program. Staff also indicated that summer reyistration had been extremely good-�in that the adult softball and youth baseball league registrations were extremely high.
