Councilmembers present: Councilmember poty Visitors present: Rollie Partyka representing the Mounds View Jaycees. Staff present: Pack and Recreation Oirector Anderson. COMMISSION MTG. Motion passed unanimously. ��,.„„r 6 ayes 0 nayes �/ CHAIRMAN'S REPORT COUNCILMEMBER'S REPORT There was not Chairman's report, Councilmember poty indicated that he supported the staff direction on establishing a ci[y composting proyram and would assist in any way that was needed. GOLDEN C•LOVE StaEf distributed some infocmation regarding the BOXING Golden Glove Boxiny Proyram including khe waivqC and indert�niEicatiop:� fot-m, ii:st of th<+;�:i,J't�ing �"�" partiux�h'ri"�F�ls, and a copy of��the Golden Glove Box- ing proyram. StaEf indicated that [he Golden Glove Boxing Pcogram was initiated back in the fall of 1982 and had been approved by the City Council and Park Board with the unders[anding that the proyram was to be reviewed at the end of six months, To that end, staff had invited the Golden Gloves doxiny coorAinator, dor Holmes� to attend the Park and Recreation Commission meeting to review the �rogram and any problem areas that had been discovered. Mr. Holmes repor[ed that 85 boxers were CeyisteCed with the GolAen GloVes pCOgCem in Mountls View� 28 of which were Mounds View Parks and Recreation Commission Minutes May 26, 1983 Paye two resident; 40 from either New eriyhton, Shoreview �', or Arden Hills. Mr. Holmes fu[ther indicated that 608 of Che reyisCered boxers who �articipa[cd cainc Erom separated or sinyle ��aren[ families; A of the young people had been recommended to the progcam from druy abuse programs also. He indicated that it appears [hat [he Golden Gloves eoxing Proyram is meeting the needs of one segment of our society. He also indicated that the injury problems associated with professional boxing were not as severe at the Golden Gloves level due to the close restrictions. He fucthec indicated that boxiny was 14th on the injury lisG for youth sports behind tennis with football and ice hockey rated #1 and #2. Following the presentation by Mr. Holmes, a motion was made by Commission Bowman, sewnded by Commissioner Wermayer to support and maintain the Golden Glove Boxing Program in the City of Mounds View. The motion passed unanimously. 7 ayes 0 nayes LAM�ERT PARK Staff showed a movie outlining the development CREATi�£ PLAY AREA oE creative play areas throuyh local neighborhood -�� involvement and reported on the status of working �.,�_. with Paul Hogan, a consultant from Pennsylvania. Staff indicated that it appeared from the Lambert Park ice cream social that there was not a great tleal of interest from the local neighborhood to construct playground equipment at that respective site. Following a great deal of discussion, a motion was made by Commissioner Bowman, seconded by Commissioner Wermager to direct staff to draft a creative play area/tot lot using the existing equipment at Lambert Park, Red Oak and also pur- chase new equipment with the 5800.00 budgeted from revenue sharing. The Park and Recreation Commission directed s[aEf to forward a letter to the Sinderson Family and also to review the possibility of purchasiny a walnut plaque that could be hung in the council chambers acknowledging the various memorials and donations from community groups. Staf.li indiraCeA that thcy have expe�nded a lit[le over 5255,000.00 to date and i[ appears that the Einal budyet account- iny will show a deEicit oE apNroximatcly $1,600.00. The C�mmission accepted the report and stated [hat they would like to see some type ot cledication oE [he park be considered as part of the "Fes[ival in the Park" activities. StafE stated that they would be discussiny this possibility at the next Festivi[ies Commission meeting. SUMMER RECREATION Staff just reviewed vecy quickly the summer PROGRAM UPDATE recreation proyram oEferings and s[ated that the super ball program with the new pitching machine would be operational in early June. REVIEW POLICY StafE discussed the problems that had happened CHANGE ON WEEKENU in the past with no supervision on weekend TOURNAMENTS [ournaments and recommended that the tournament policy be altered to reflect having a paid supervisor on duty at all times. A motion was then made by Commissioner Bowman, seconded by �„/ Chairperson eurmeister to have a supervisor Eor all tournainents [o be paid for by the tournament coordinator.
