CALL TO ORDER The meeting was called to order by Chairperson
Wayne Burmeister at 6 : 40 p.m.
ROLL CALL Commissioners present : Chairperson Burmeister,
Commissioners Wermager , Weflen and Letendre .
Commissioners absent : Commissioners Long , Silvis,
and Bowman .
Councilmembers present : Councilmember Doty.
Vistors present: none
Staff present : Parks and Recreation Director
Anderson.
COMMISSION . MTG. A motion was made by Commissioner Weflen, seconded
MINUTES by Commission Wermager to approve the May 26 , 1983
Park and Recreation Commission minutes as
presented. Motion passed unanimously.

CHAIRMAN' S Chairperson Burmeister reported that Mr. Bob
REPORT Halseth, 7666 Knollwood Drive had two maple
trees that could possibly be transplanted with
the City' s tree spade . In addition , he commented
that the young soccer players were causing damage
to the turf at Silver View Park. Staff
indicated that he was aware the field was not
totally ready for play but due to the major defi-
ciency we have in soccer fields, it appears to be
our only option at this time to allow limited usage
of the Silver View soccer field .
COUNCILMEMBER'S Councilmember Doty questioned whether or not staff
REPORT contacts developers before construction to see if
any of the trees on site could be relocated in the
park areas. Staff indicated that he would contact
Forester Wriskey to determine how we might initiate
contacts with local developers. Councilmember Doty
also stated that a complimentary ticket was going
to be provided to each Park and Recreation Commis-
sioner to attend the annual Appreciation Dinner.
Staff indicated that a letter would be drafted and
forwarded to each Park and Recreation Commissioner
to determine whether or not they would be able to
attend and would make use of the complimentary
ticket.

BUDGET PRIORITIES Staff introduced the issue of budget priorities by
stating that initial draft proposals for 1984
budgets have been prepared and the need to priori-
tize potential park improvements for 1984 was
emminent. The Park Commissioners began an open
dialogue and discussion of possible park improve-
ments ranging from full scale development to minor
site ammenities. Staff indicated that it appeared
that $10 ,000 - $25 , 000 would be the maximum that
could be allocated for park improvements in 1984.
To that end , the Park Commission continued their
discussion , concentrating on site amenities and
listed a variety of potential projects. After
a great deal of discussion and prioritization by
the Parks and Recreation Commission, the following
projects were approved by the Parks and Recreation
Commission in a motion by Chairperson Burmeister ,
seconded by Commission Wermager. Motion passed
unanimously; 4 ayes, 0 nayes, to recommend that the
City Council adopt the following park improvements
for 1984 to be budgeted for either out of the
general fund or revenue sharing accounts.
1 . Park signs : 7 @ $350 $ 2 , 250. 00
2 . 12 playground benches @ $150. . . 1 ,800.00
3 . 12 picnic tables at $150 1 ,800 .00
4 . Hockey rink fencing 3 parks $4001 ,200. 00 1
5. Oakwood turf establishment &
grading 2 ,000.00
6. Establishment of project fund
with priorities and guidelines to
be established by Parks and Rec.
Commission 7 , 500. 00
7 . Random Park tot lot 8,000.00
8. Sand Lot volleyball court 500. 00
9 . Removal of utility poles at
Oakwood, Groveland and Hillview

STAFF REPORT Staff highlighted five issues that had been direct-
ly related to daily Park and Recreation issues :
1 . Festival in the Park - The 25th Birthday
Celebration of the City of Mounds View will
be celebrated the July 9 and 10 with most
activities occurring at City Hall Park. Staff.
further indicated that we would be exploring
the feasibility of selling helium balloons
during the F tival .

2 . Program update - Staff indicated that the
summer programs had been going extremely
well and that the July-August Newsletter
would be delivered to the homes in the
next week.
3. Airport update - Staff indicated that on
Tuesday, June 28 , there would be hearing on
a master airport plan at Spring Lake Park
High School . Councilman Doty outlined the
progress that had been made to date and stated
that it had been a long process in reviewing
the airport master plan that would probably
end up at the Supreme Court level .
4 . Super deck - Staff showed an example of Super
Deck that is manufactured by a local manu-
facturing company and could potentially be
used a Silver View Park on the south side
of the pond in the low marshy area . The
Park Commission indicated that at a cost
$140. 00 - $300. 00 for a 5 foot section , it
appeared to be exhorbitant at this time .
5. Police Chief - Staff indicated that formal
interview dates had been set by the Police
Civil Service Commission for July 6 and 7 .
IFADJOURMENT A motion was made by Commission Wermager, seconded
by Commissioner Weflen to adjourn the Parks and
Recreation Commission meeting at 8: 20 p.m. The
motion passed unanimously.
