Commissioners presenC: Commissioner Silvis, Com- missioner Weflin, Chairperson Burmeister, Commis- sioner Bowman, Commissioner Long, Commissioner Wermager and Commissioner Letendre. Councilmembers present: Councilmember Bill Doty. StaEf present: Director Anderson and Proyram Supervisor Saarion. Visitors presenG: Brian Golob� Ramsey County Public Health Department. APPROVAL OF A motion was made by Commissioner Silvis, seconded �MINUTES by Commissioner Bowman to approve the September 1, t��n� 1983 Commission meeting minutes as mailed. It was indicated that the budge[ had not been formally adopted at this time but it appeared tha[ there would be at least three major park pro- jects to be budgeted for in 1984. The two projects [hat appear to be receiving positive suppor[ from the City Council included the purchase of a tractor-mower and estaDlishment of a park planning fund. LEAF COMPOSTING UPDATE �`� Commission memDers reviewed the budget process and requested that a brief update be provided once the budget is Eormally approved by the City Co�ncil. Staff provided a brief background on the leaf com- posting proyram proposed at Ardan Park and intro- duced Brian Golob from Ramsey County Public Health Departmen[ who presented a slide presenta[ion on the proposed leaE compostiny program in Ramsey Coun[y. Mr. Golob outlined the entire county pro- cess and responded to yues[ions and concerns by the Commission members. One item discussed by the com- mission was the potenGial of fencing the area. The Park Commission responded to the nine initial questions and began establishing a preliminary phi- losophy for the distribution and dissemination oE park planning monies. The general concen5us of. the Park Commission was to use the Eund as a partial Eunding source for local neighborhood park development; to encouraye involvement of both monetary and inkintl services at the local neighborhood oc ycass root level. To that end, the Park Commission intlicated that priori.ties should be esCablished on both a short and long range basis with applica[ions being accepted a[ any[ime throughout the year.
