CALL TO ORDER The meeting was called to order by Chairperson
Burmeister at 6 : 40 p.m.
ROLL CALL Commissioners present: Commissioners Silvis,
Bowman , Long , Wermager , and Chairperson

Commissioners absent : Commission Letendre
Councilmembers absent: CouncilmembPr Doty
called to indicate that he would be on vacation
• during the week of May 24 and would be unable
to attend.
Staff present : Director Anderson
APPROVAL OF MINUTES There were no minutes to approve as the regu-
larly scheduled meeting was cancelled due to
lack of quorum.
CHAIRMAN ' S REPORT Chairman Burmeister had no formal report at
this time . Commissioner Wermager raised the
issue with staff as to why Oakwood and Wood-
crE..st Parks were in such deplorable condition .
Staff indicated that there were no monies
available for the grading and seeding of Oak-
wood and Woodcrest Parks and that the sites
would be rough graded by staff to eliminate the
existing eyesore . In addition , staff indicated
that some monies would be found , since the Com-
mission deemed it a priority to seed the parks
in the fall of 1984.

COUNCILMEMBER' S REPORT There was no councilmember' s report.
REVIEW OF LONG RANGE Staff presented the long term financial plan to
411 FINANCIAL PLAN the Commission , indicating that the City Char-
ter required staff to submit a long range five
year plan for the Council review. The plan as
presented by staff included a $50 , 000 expendi-
ture for capital improvements, 1985 - 1990 , as
well as the addition of 4-1/2 staff members.
Staff indicated that the $50,000 capital
improvement monies were to be allocated from
interest from either the Silver Lake Woods
improvement fund or the defeasance project. In
addition , staff indicated that the great
increase in staff was largely due to projected
revenue from the City' s golf course as well as
funds from the recreation activity account.
After reviewing the long range capital improve-
ment plan in depth , a motion was made by Com-
missioner Silvis, seconded by Commissioner Long
to approve the long range capital improvement
plan . Motion passed 7 ayes , 0 nayes
• An ammendment to the initial motion was propos-
ed by Commissioner Long, seconded by Commission
Bowman , to request an additional $10 ,000 per
year in the neighborhood park planning fund
assuming that additional corporate support is
developed over the next six to nine months.
Motion passed unanimously 7 ayes , 0 nayes
PLAYGROUND EQUIPMENT Staff reviewed the playground equipment bids
REVIEW that were received for Random Park as per the
bid specifications as prepared by the Park Com-
mission . Staff had received five bid proposals
ranging from a low of $6 ,845. 00 from Builder' s
Engineering Co . to a high of $10 ,800. 00 from
Hamely Recreation Co . The Commission reviewed
the policies from both a written and visual
perspective and discussed the pros and cons of
each piece of equipment based on their previous
municipal tour of creative play environments.
A motion was madeCommissioner Bowman , seconded
by Commissioner Wermager to purchase the Mir-
acle Recreation equipment at a total bid price
of $8 , 107 .00 . Motion passed unanimously 7
ayes , 0 nayes.

It was further indicated by the Park Commission
that a community meeting be established , at
which time the community residents would pro-
• vide input as to the type of equipment that was •
selected by the Park Commission on June 2, 1984
at 9: 00 a.m. Staff indicated that a follow-up
letter would be sent out to each of the resi-
dents affected by the Random Park tot lot
development and a meeting would be set as indi-
cated.
SUMMER PROGRAM REVIEW Staff reviewed the summer program offerings and
indicated that the summer brochure had been
forwarded to each of the Mounds View City resi-
dents by direct mail . Highlights for the 1984
summer season included an expanded summer clin-
ic offerings, expanded swimming lessons' to
include scuba diving , semi-private lessons and
adult lap swims as well as a Mounds View North
Star Day Camp program.
STAFF REPORT Staff indicated that Maureen Thielen , Aquatics
Director would be requested to attend the next
regularly scheduled Parks and Recreation Com- •
mission meeting to review the department' s
aquatic program. In addition , staff highlight-
ed the Festival in the Park schedule for Satur-
day and Sunday, July 7 and 8.
ADJOURNMENT A motion was made by Commissioner Silvis ,
seconded by Commissioner Bowman to adjourn the
meeting at 8: 35 p.m. Motion passed unanimously
7 ayes, 0 nayes.
