HomeMy WebLinkAboutCOMMISSION_MINUTES_1985-03-28MINUTES OF THE PROCEEDINGS OF THE PAKKS AND R�CREATION COMMISSION CITY OF MOUNDS VIEW ,,.� ' COUNTY OF RAMSEY ' ' STATE UF MINNESOTA March 28, 1985 Mounds View City Hall Council Chambers 6:30 p.m. CALL TO ORDER The meeting was called to order at 6:40 p.m. by Vice-chairperson Frank Silvis. .,..4�.....:.. .. 4, ROLL CALL GROVELAND PARK REQUEST FOR FUNDING Commissioners present: Commissioners Silvis, 4veflen, Letendre, Bowman and Lony. Commissioners absent: Chairperson Surmeister and Commissioner Linnell. Councilmembers present: Councilmember Quick Staff present: Parks and Recreation Director AndPrson. The Commission modified the agenda to accomo- date the residents that were in attendance and discussed the Groveland Park funding request first. Staff reviewed the written report outlining the Groveland Park Founda- tion request for a$2,500 match for their long term project of developing a creative play environment at Groveland Park. Staff indicated that there was approximately S10,OU0 available in the Neighborhood Park Planning Fund and that the project met the criteria as outlined by the Commission. Staff further outlined Groveland Park's intent to purchase a creative play environ- ment in the spring of 1985 based on the fo1- lowing: 1. A$5,U00 match from the City's Neighbor- hood Park Planning Eund. 2. A matching yrant of $5,000 from the Groveland Park Foundation. 3. An additional 52,500 contribution from the Groveland Park Foundation. �. A request to the Mounds View City Council to allocate additiunal funds as necessary to complete the project. ��� GREENFI`ELD PARK CONSULTANT SELECTTON STUDY -2- agriculture department as it as been past policy to only spray when egg masses have --.-�.�-��... a.� waa Lurcner inalCateG by staff that the inspection process and inter- views with the residents had gone without any problems in, early October and staff stated' that the Parks and Recreation Commission would be continually updated on this issue. Staff distributed copies of a request for proposal that had been developed to receive proposals from engineering and landscape architect firms for Phase I Greenfield Park Development. The RFP outlined a specific scope of services which would provide trie Park and Recreation Commission a better han- dle on comparing firms rather than making an open end process. Staff indicated that in addition to the final hid proposal process, he felt that the Park Commission should be involved in interviewiny the finalists, following the review of pro- posals, With the final selection being made at a sp�cial meeting. A proposed time line was reviewed by staff with proposals to .be returned by late Novembet and a firm selected in early December. Chairperson indicated that time is of the essence in that due to the hydrolics and special engineering re- quired for this project, a firm with some engineering background would be of great help He further indicated that a special meeting should be established to review the RFPs once that are submitted. A motion was then made by Commissioner Bowman, seconded by Commis- sioa Long to direct staff to forward request to solicite proposals from area engineering and landscape architect consultants based on the scope of services provided and that a special Park Commission meeting be estab- li�hed in December to review and interview the finalists. The motion passed unanimous- ly, 4 ayes, 0 nays. COMPOST PROGRAM UPDATE Staff distributed a memo of the City°s com- post program which commenced operation for the fall season on October 17, 1984. C� � 9 tnat ne telt sottball-tournaments were a leyitimate!recreation form and that the salz of beer should be allowed at weekend tourna- ments. The Commission generally concurred that some type of permit system should be developed for the sale of alcohol and that they would support beer drinking moderately in the City Parks. A motion was made by Commissioner Silvis, seconded by Commissioner Lony to allow the sale of alcohol in parks through a permit system that would be developed by staff to allow community oryanizations to sell beer within the City's park system. The motion further stated that the staff draft an ordi- nance to replace Chapter 52.03 which would state that beer could be consumed in the parks based on the Mounds View Police Depart- ment's support oE this issue. The motion passed unanimously 5 ayes, 0 nayes. A motion was made by Commissioner Bowman, seconded by Commissioner Lony to approve the October 24, 1984; December 5, 1984; January 3, 1985; January 31, 1985; and March 13. 1985 Park and Recreation Commission meeting minutes as presented. The motion passed unanimously 5 ayes, 0 nayes. Staff distributed copies of the 1985 Parks and Recreation Department Annual Report and indicated that this item would be reviewed at a future meetiny. Staff reyuested that each of the Commissioners review the annual report and respond to any yuestions or concerns they may have at the April Commission Meeting. �taff reviewed a memorandum outlining the development oE a task force for park funding alternatives.
