The meeting was called to order at 6:45 p.m.
by Chairperson Wayne Ourmeister.
Commissioners present: Commissioners Long,
Wuori, Weflen, and Chairperson Hurmeister.
Commissioners absent: Commissioners Linnell,
Letendre and Silvis.
Councilmembers present: Councilmember Quick.
Staff present: Parks and Recreation Director
Anderson and Recreation/Athletic Supervisor
Saarion.
Chairperson Burmeister thanked Commissioner
Wuori for the time �nd energy spent on the
recent park refer�e*��•�m.
Councilmember Quick also expres.�ed his thanks
and appreciation on behalf of the City Coun-
cil to Commissioner Wuori, Eorcoordinatinq
the "People for Farks" Cnmmittee.
Staff distributed a newspaper article from
the New Brighton Bulletin which outlined the
department's position regardinq the recent
referendum. Staff indicated that f.or some
reason, we were unable to get e�ough yes
vbters out due to sither voter apathy or
possiDly poor weather conditions. The Com-
missipn generally concurred with staff's
Eeelings and expeessed their surprise at the
Einal tabulations.
A discuasion ensued regarding various fundinq
o�ti�ns that could be expl�red to raise
monies for future park development includinq
additional joint powers agreements Eor staff-
ing, pull tabs and expansion of the neighbor-
hood park foundation concept. It was recom-
mended by Chairperson Burmeister that a joint
meeting be established with tht City Cauncil
� to determine the Council's reaction as weli
as set some future plans.

Facility Usage Report submitte�i to the School
Board on January 27, 1986. The report was
highlighted by staff and followinq a general
discussion, a motion was made by Commissioner
Long, seconded by Commissioner 6�eflen to have
stafE prepare a letter from Chairperson
Burm�xster outlining the City's �urrent usage
of the facility by the Park ancl Recreation
Depar.tment as well as general community
usage. The motion passed unanimously: 4
ayes, 0 nayes.
StafE reminded the Par.k Commission of a joint
meeting with the Cities of 5horeview, New
Brighto� and Arden Hi11s on February 11 to
discuss general park issues. The Yarks and
Recreation Commissi�n reviewed stafE's memor-
andum of possible discussion topics and
determined that the pending budget/financial
crunch, as well as possible joint powers
agreements would be good topic areas for
general discussion. Staff indicated that
they would draft a list of p�ssible discus-
sion questions fo�r the February 11 meeting.
Staff review�,d a conference he attended on
the insurance crisis and the impact that
increased ;insurance rates are having within
the park and recreation profession. Staff
also discussed that recent meetinq progress
with the City of New Brighton on developing a
joint powers agreement for the hiring of an
aquatics direetor.
A motion was made by Commissioner Wuori,
seconded by Commissioner Weflen to adjourn
the meeting. Motion passed unanimously: 4
ayes, 0 nayes. The was formallV adjourned
at 7:55 p.m.
