Commissioners present: C�mmissioners i.ekendre, Silvis, Lonq, Wuori 6 Chairperson Burmeister. Commissioners absent: Commissioner tdeflen & Linnell. Councilmembers present: Councilmember Quick Staff present: Parks anc� RecreaCion Director Anderson and Recreation/Athletic Supervisor Saarion. Chairperson Burrt�pi�ter stated that he felt the joint meetfnq h�fYeen the parks and recreation commissior�s was very positive dnd felt a similar meetinq should bQ held with the 1oca1 parks and recreation commissions. A motion was made hy Commissioner Wuori, s�conded by Commissioner Silvis to hold a P1ay park and recreation commission meeting with the City of Mounds View servinq as the host aqency. Motion �assed unanimnusly 5 ayes, 0 nayes. Chairperson Burmeister also indicaked that he attended the Ci.ty Counr_il meetinq on Tuesday, February 18 and had a positive discussion with the City Council. COUNCILMFMBER'S REPORT Councilmember puick ir�dicatad that a minor sub-division had been approved at 7692 Cnunty Road I which would provide a small nark decli- cation fee for the City. Pfr. Ftotion passed unanimously 5 ayes, 0 nayes. RED OAK SCHOOL SITF. Staff reviewed the memorandum outlininq the School District's request for the City to outline the position on purchasinq and/or leasinq the Red Dak School site. StafE indi- cated that they could not justif.y exceptinq the property without a development proposal beinq planned for the immediate future. Staff estimated that $80,000 was nee�ed t� develop the site as a soccer cnmplex and fur- ther stated that there were no dollars avail- able for the fundinq that they were currently aware of. The Commission had a lonq discussion on this issue, discussing pnssible alternatives for Eur�dinq includinq; community hlock grants, joint powers aqreements with the School Dis- trict, and requestinq fundinq from local youth and adult soccer associations.F'ollowinc7 the discussinn, a mntic�n was ma�ie by Chair- p�rson Burmei�`�-:, seconded bV Commissioner Long to requ�c:° that the City Council ask for a one year moritorium on the sale of the pro- perty to allow the City t� expinre p�ssible funding alternatives. MRPA LEGISLA TIVE ISSUES AQUATICS DIRECT�DR POS I TION -3- Commissioner Wunri also indicated that thz survey should probably go out in the July/ August Newsletter so there would not be such a long ga� between the return date and we could survey the residents who attend the "Festival in the Park". Staf.f reviewed the MRPA leqislative platform for 1986 and invited the Commissioners t�� attend the Commission on Minnesota Outdoors scheduled for April 16 ar the Earl Iirowne Center or April 23 in Minneapolis. StafE also reviewed the MRPA leyislative platform and specifically outlined MRPA's position on cross country ski licenses, which is to re- evaluate the existinq proqram as ir does nnt appear to be successful in its current Eor- mat. Staff reviewed the Aquatic Supeevisor posi- tion job description and joint powers agree- ment with the City of New Briqhton. The Commission had reviewed this issue on three previous occasions and once aqain stated their support for the proposed position. A motion was made hy Co�nmissioner Silvis, second�d by C��mm�ssioner Long to recommend t� the City Coun��c that the Aquatics Director position be .�tivertisecl and hired as propnsed by staff. STAEF REPORT Staff reviewed the written report indicatinq that the winter skating program had drawn tr� a close on February 23 and that the depart- ment had offered four success£ul prnqram dur- ing eneegy week with over 100 younq people participating.
