Commissioners present: Commissioner Letendre, Silvis, Long, Wuori & Chairperson Burmeister. Commissioners absent: Commissioner Weflen and Linnell. Councilmembers present: Cauncilmember Quick Staff present: Parks and Recreation Director Anderson, Aquatics Supervisor Rechtzigel The commission reviewed the April 3 meeting minutes. Commissiarter Wuori stated that at the April 3 me�.��_ng she had reported some broken glass �t �r�enfield Park, and that it was not reflected in the minutes. Commis- sioner Silvis adc�ed that the matter had not been taken care of. Staff said that it was nn the park maintenance list and would be taken care oE. A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the April 3, 1986 minutes as corrected. The motion passed, 5 ayes, 0 nayes. INTRODUCTIflN OF' PETE Bruce Anderson introduced Pete Rechtzigel, RECHTZIG�L, CITY the City Aquatics Supervisor to the Commis- AQUATICS SUPERVISOR sion. Director Andersvn stated that the ANb DISCUSSION OF Aquatics Supervisor position was a full-time CITY AQUATICS PROGRA�1 positian, shared equally by New Brighton and Mounds View and gave a brief background of the hiring process. REPORT"FROM COMMIS- SIONERS WUORI, LONG AND SILVIS REGARDING `MRPA PARK COMMISSION -2- Aquatics Supervisor Rechtzigel stated he is goal is`to provide a safe aqua= t for the Cities of Mounds View Commissioner Silvis distributed a copy of the MRPA Legislative Platform and sugqested that Commissioners get to know there legislators end urge them to promote the �1RPA Legislative Platform and other park and recreation relat- ed issues. Commissioner Wuori added that the program was good but that they tried to cover too many issues in a short time. Commission- er Long stated that the P1I�PA wQUld like to conduct these joint commission meetings on a regular basis. Commissioner Silvis asked if. the Mounds View Park and Recreation Commission was a member o£ MRPA. Director Anderson stated that the Commission members were not members of MRPA. Commissioner Wuori stated that she would be in favor of joining the P1RPA and Director Anderson said he would look into the possi- bility. SUMMER RECREATION Director Anderson asked if all the Commis- PROGRAM sioners had rec�i�-ad the most recent bro- chures and stawe: that the Post Office had recently changed some of the routes in htounds View without notif�ring the City offices so we were experiencing some diEficulties in the newsletter deliveries. Director Anderson briefly discussed some of the programs. stating that adult softball will be starting the week of t•tay 5. He added that many of our past years programs such as "Butterflies are Free", Summer Play- centers, and the Puppet Wagon, would be con- tinuing this year. NE��r programs offered this summer are Mini-soccer and a Gym and 5wim Program. in addition to the increased senior citi�ens programs such as "Sr. Adventures" Out to Lunch" Club. 500 and Cribbage Clubs. Commissioner Wuori suggested that we use the amphitheater for more events than just the "Arts in the Parks". Some oE her suggestions were local choir con�erts, and summer school orchestra and band performances. �``'' _ , -3- Commissioner Wuori asked' why the Park and Recreation Department does not offer a bike � registration program. Director Anderson � stated that by law, the bike registrations were to be done at the bike shops because the State would have a better control. Commis- sioner Wuori suggested that we canduct a "Bike Registration Day" by bringing in a Deputy Registar and incorporate a bike safety class at the same time. Commissfoner Letendre suggested that we also distribute reflective tape to kids to use on their bikes. Direetor Anderson stated that even though i�. was too late to plan a bike regis- tration day at this time, we could ati least put out a flyer an bike safety and include reflector tape. REVIEW OF LEISURE Director Anderson briefly discussed the INDUSTRY DIGEST SHEETS recent subscription to the Leisure Industry Digest, explaining that it would be distri- buted each month. DISCU5SI�N OF PARK COMMISSION TOUR 1986 L.A.W.C.O.N. °`"RANT REQUEST Staff went over the agenda for the May 3 park tour of Greenfield, Random and Silver View Parks. Staff stated ;.'��at were three prelimin- ary grants submitted for consideration. The first was for Fhase II improvements to Silver View Park as follows: 1. E'our lighted tennis courts 2. Paved parking lot 3. Completion of trail loop 4. eridge construction over narrows of pond The second grant application was for the con- struction of a boat launch at Spring Lake and the third grant ap�].ication was far upgrading the athletic facility at Silver View Park including lights and turf establishment. SILVER VIEW PARK HOMEOWNE�t ENCROACHMENT Staff indicated that we were currQntly exper- iencing problems at Silver View Park with residents on the southside of the park encroaching on park property. He said that he had met with a resident on April 30, 1986 who had requssted permission to remove trees and brush behind his property. At that time, he noticed that many of the residents abut- ting the park property had cleared away brush and some had sodded all the way down to the lake. � �...� -4- the Park Commission i:...,1� D.....-.,�..M��...e.,t '�.,ntr.;: park proper:ty. `He stated that up until'`now, we had been giving them mixed signals as to whether or not this was allowed, and that we have to develop clear policy regarding this issue before it gets out of hand. He sug- gested that the policy contain a statement that forbids encroachment within 15 feet of pond, as we are currently loosing wildlife in these areas. Commissioner Burmeister sug- gested that we put markers defining the park property. Commissioner Wuori stated that we need to make a definite boundary in order to make residents aware of where the park property begins and their property ends. Commissioner Letendre also suggested that we provide sign- age to de€ine park boundaries. Staff stated that this item would be on the next month's agenda and that they would be taking a look at the property during the park tour on May 3. Coun�ilmember Quick asked if we should take action regarding the trees that were already removed. Staff did not know exactly haw many trees had been des- troyed, bu±° �+ould send a letter a Marv Anderson �'::. regarding the issue. Staff aiso suggested that an administrative offe�se for altering pari: property cauld be issued or a lien be put against the their prope�ty. PARK DEDICATION FEES 5taff informed the Commission of the $39,000 park dedication €ee from the Herbst sub- division and asked the C�mmission to come up with some ideas for spending the money. Commissioner Silvis requested staff to pre- pare a list of needs by priority and present it at the next Commission meeting. Staff apprised the Commission on the Stanley Fisher sub-division iocated west of Groveland Park where there are ten residential lots (including wetlands). The property owne� wants to use the 1.1 acres of wetlands as his park dedication fee in lieu of a cash dedica- tion of $527.00. 5taff indicated that in a residential sub-division, the developer does have the option of using wetlands as the park dedication fee and it is totally their deci- sion and does meet the park dedication requirements. Commissioner Wuori suggested that we also requsst the $527.00. The motion passed unanimously, 5 ayes, 0 nayes. Staff reported that the there had been shrub- bery plantings at City Hall and in tot lots. He also stated that the department heads and City Council were currently involved in a gaal setting process. Commissioner Wuori said that she had noticed a great deal of littering at Silver View Park. Sta£f said that the majority of it was from Burger King and that although their was a sufficient amount of trash recepticles, the people just weren't using them. The Commissioners inquired about our use of Edgewood Communiky Center in the future. Staff indicated that he had meet with repre- sentatives from District �k621 on April 30, and at this point, there is a moritorium on Plan B until the outcome of the referendum is determined. If the referendum is successful, Edgewood would remain a community center. Staff further �'.sted that he was optimistic abaut our co�;t�:�uing us� of the pool facility at Edgewood, and the School District has indicated tMat they feel Edgewood will remain a community center for at least one more year. On another issue, Commissioner Wuori request- ed that the community service organi2ations be contacted at least one monti� in advance regarding the Spring Clean Up Day. She said that many scouk troops were not informed as yet and would be unable to attend on such short notice. Chairperson Bnrmeister asked when the tennis court lights wauld be turned on a Greenfield Park. Staff indicated that they had bee�a turned on and were on a timer system which automatically turns them off at 10:00 p.m. A motion was made by Commissioner Silvis, seconded by Commissioner Long to adjou�n the meeting at 8:53 p.m. Motion passed unani- mously. 5 ayes, 0 nayes.
