RESOLUTION NO. 6164
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PURCHASE OF A REPLACEMENT SEWER TELEVISING
UNIT
WHEREAS, the City Council previously approved the purchase of a sewer
televising unit in 1990; and
WHEREAS, said sewer televising unit has been in use for fifteen years
and has reached its economically useful life; and
WHEREAS, Staff has developed specification for the replacement of the
televising unit and advertised for bids; and
WHEREAS, there were several inquiries: however there was only one bid
received that met the specifications, this was from Flexible Pipe Tool Company
with a bid of $95,149.23 including tax; and
WHEREAS, the host van would be purchased under state contract from
Superior Ford in the amount of $23,287.00; and
WHEREAS, the existing televising unit is currently in a usable condition
and retains a salvage value due to the City's extensive maintenance program;
and
WHEREAS, Staff is recommending that the existing televising unit be sold
via sealed bids, with a minimum acceptable bid of $15,000.00; and
WHEREAS, the total purchase cost of the sewer televising unit including
the van is $118,436.23; and
WHEREAS, the total net replacement cost of the sewer televising unit
including sale of the existing unit is estimated to be no greater than $103,436.23;
and
WHEREAS, the 2004 Enterprise Fund, Wastewater Infrastructure &
Equipment Maintenance Department, Capital Equipment Account (Account 730-
4823-70300) has $145,000.00 budgeted for this sewer televising unit
replacement.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The purchase of replacement sewer televising equipment is hereby
approved.
2. The award of a contract to Flexible Pipe Tool Company in the amount of
$95,149.23, including state sale tax, for the purchase of said sewer
televising equipment is hereby approved.
3. The purchase of a 2004 Ford E-350 Super Van under state contract is
approved.
4. The award of a contract to Superior Ford in the amount of $23,287.00 for
the purchase of said van, including tax, license, and transfer fees is
approved.
5. The sale of the existing sewer televising unit via sealed bids with a
minimum acceptable bid of $15,000.00 is approved.
6. Advertisement for said sale is authorized.
7. The Mayor and City administrator are hereby authorized to execute any
and all documents associated with contract award for the purchase of the
new sewer televising equipment and sale of the existing sewer televising
equipment.
8. Including tax, license, transfer fees, and estimated salvage value, the final
estimated net City cost to replace the sewer televising unit is $103,436.23.
