RESOLUTION 8323 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> SUPPORTING A JURISDICTIONAL TRANSFER OF HIGHWAY AVENUE TO RAMSEY <br /> COUNTY AND FUNCTIONAL CLASSIFICATION CHANGE <br /> WHEREAS, Highway Avenue is a dead-end extension of County Road H under the <br /> jurisdiction of the Minnesota Department of Transportation (Mn/DOT); and <br /> WHEREAS, Ramsey County is planning improvements to the Rice Creek Commons <br /> Development (formerly TCAAP) which includes extension of Highway Avenue to serve as a <br /> spline road for the development; and <br /> WHEREAS, Major construction improvements to the I-35W bridge, CSAH 10/County <br /> Road H intersection, and Highway Avenue are planned to commence in 2016; and <br /> WHEREAS, Ramsey County has applied for a jurisdictional transfer of Highway <br /> Avenue and functional classification change from B Minor Arterial to A Minor Arterial to <br /> better serve the future demand and use of Highway Avenue; and <br /> WHEREAS, Ramsey County has requested support from the cities of Mounds View <br /> and Arden Hills to complete the jurisdictional transfer and functional classification change. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br /> View, Ramsey County, Minnesota as follows: <br /> 1. Municipal support is hereby given for the jurisdictional transfer of Highway Avenue, <br /> between the Trunk Highway 10/Ramsey County State Aid Highway 10 intersection and <br /> the east ramp of Interstate Highway 35W in the Cities of Mounds View and Arden Hills, <br /> Sections 8 and 9, T30N, R23W, from the Minnesota Department of Transportation to <br /> Ramsey County. <br /> 2. Municipal support is hereby given to designate the aforesaid section of Highway Avenue <br /> as an extension of County State Aid Highway 9 (County Road H). <br /> 3.
